I strongly object the proposal to Permanent Gypsy and traveller site on Straford Road, Warwick. My objections are as follows:

1) It would seem that this would be a most inappropriate development, given that the site is in a Area of Outstanding Natural Beauty and in the Greenbelt.
2) Local infrastructure and amenities are both totally inadequate to handle the influx of gypsies.
3) Already, we have 2 local Gypsy & Traveller sites proposed within 3 miles of Warwick, how many Gypsy and/or Traveller site we need in the local area?
4) Local Property values would be devastated and it would affect our local resident's quality of life.

Overall, I believe this would be a proposal which would be detrimental to the area.

I wish to lodge an objection to the new traveller site proposed for Stratford Road Warwick.

I am the secretary of a management committee for a small courtyard development of 13 properties on West Street and my neighbours and I are extremely concerned that a traveller site will have an adverse effect on the impression of Warwick taken away by visitors.

This summer, travellers illegally pitched on the Stratford Road created a mayhem of litter, abandoned electrical goods and untaxed vehicles which did little to enhance the approach to our town. Residents of Chase Meadow said they felt intimidated when accessing the service road approaching their properties.

Warwick relies heavily on tourism as a source of income and we wonder if the visual amenity of this historic area has been taken into account, given the economic impact if tourism was reduced?

There are other sites dedicated to travellers within a 10 mile radius of Warwick and I am keen to know what need you feel can be serviced at the proposed site that cannot be met elsewhere in the wider area?

Stratford Road is a main artery into the town bringing traffic to the historic market town, castle and race course. Previously , when travellers have occupied local land, public houses and shops along this route have chosen to close their doors rather than deal with the disruption and mess created by visiting travellers and we are keen this should not be a regular feature, affecting amenities for local residents and visitors alike.

I confirm that I fully endorse and support the content of the document entitled 'Land at Startford Road, Warwick: Objection to the allocation for and use of as a Gypsy and Traveller site' which has been submitted by the Case Meadow Residents' Association in response to the 6 week public consultation instigated by Warwick District Council.
In summary, my key areas of concerns and reasons for objection are as below:
- This land was never part of the original consultation, nor part of the short list. This has therefore come as a complete surprise.
- The local school have already voiced concerns around not being able to accomodate the extra children.
- This is clearly not a site where people would want to live - between the M40 and a sewage works.
- Warwick thrives on tourism with many people coming to vist Warwick Castle. When travelling in coaches they would overlook a gypsy and traveller site on the main route into town.
- This land was earmarked for employment, which would provide a boost to the local economy, and is now being considered for a gypsy and traveller site - this in my view is a complete inappropriate use of the site.
I urge you to support the objection of use of this land as a gypsy and traveller site.

Land between Severn Trent and the M40 is owned by various people. Severn Trent and some of the private land owners are opposed to the scheme and therefore land is not currently available.
WDC may be considering a Compulsory Purchase Order which is time consuming and will not deliver the site within 5 years.
Severn Trent will not allow access across their land consequently access will be through Longbridge Village which is completely unsuitable and the site would be too big for the village. The land is off the A429 on a sharp bend with poor visibility. Further traffic turning at this point will increase the risk of accidents.
Why not spread the allocations evenly across the area with some in Kenilworth.
Site is bordered by sewage works, River Avon and M40 with health and safety risks. Cordon Sanitaire would need to be reduced. Ethical reasons not to build here.
Noise is within acceptable limits but air quality not considered.
Proximity to River and risk to children.
Unacceptable standard of living.
Schools and doctors are under intense pressure already.
Viability.
Impact on local economy, particularly Tournament Fields where there is still commercial land available.

We wish to register an objection to the Stratford Road Traveller site for the following reasons:

- The site is too close to the Longbridge roundabout which will cause problems for easy access for the travellers and chaos to those using this route at times of moving on or off the site (as happened when they recently stayed on the side road opposite the proposed site illegally last year)

- This area is already over populated by allowing continued extension of Chase Meadow. We are regularly on the phone to Newburgh School and the police due to the amount of people trying to access the Forbes estate at school times.... More residents is going to add to this.

- Discrimination. We find the offer of permanent pitches on land so close to a sewage site very offensive and a form of discrimination. You would offer to build council houses on this land, nor would any private builder consider this plot. Anyone who lives in this area is aware of the smells coming from STW during the summer months and therefore we find the offered living conditions completely unacceptable.

- The capacity of the sewage in the area is already a problem. STW are regularly in the area for problems with drainage. This will increase by adding to the population.

- The view of a traveller site may be off putting to tourists. The Stratford Road is the main route used by all visitors to the castle.

- There is a perception that Travellers bring trouble. Whether this is correct or not this element of doubt/ perception will be off putting to businesses from locating at Tournament Fields over other areas and will also affect house prices in the area, resulting in low local employment opportunities and residents in negative equity, resulting in a knock on effect in the community.

The Council's Consultation document does not give details of access to the site.
The farm track is only a single track with short areas to pass small vehicles. It is unsuitable for heavy usage as it is not hard surfaced and needs regular maintenance.
It is difficult turning right off the Stratford Road on a blind bend with longer views obscured by trees and shrubs. Slow moving, turning vehicles with long trailers would be a serious extra hazard at this accident black spot.
The site was partially flooded during the 1998 floods. This would be a grave risk for people in single storey dwellings. The flood plain on the other river side to the proposed site was totally submerged.
The 15 pitch site is the maximum size for a gypsy and traveller site. This site will completely overwhelm the three dwellings immediately next to it and the village of Longbridge. It is therefore unsuitable.
It is not clear who will bear the set up costs for the site which will be considerable and could cost the local council a lot of money that it can ill afford in these times of austerity.

Impact on wildlife. Brown field sites are preferable to green field. Other sites, less disruptive to develop have been dismissed.
Gypsies and Travellers will not be able to afford the infrastructure required to make the site habitable.
Site not on previous shortlist. The first people knew was an announcement in the Courier.

I am a resident of Chase Meadow, Warwick and I have lived on this estate for nearly 9 years and I am writing to raise my real concerns over the proposed gypsy and traveller site on the Stratford Road, Warwick.

I believe there are a number of reasons why this land/area is unsuitable for the gypsy/traveller community and for us as local residents.

One of my main concerns is the impact a site such as this will have on the local economy. Warwick is a striving tourist town and of particular historic interest and therefore attracts a huge amount of tourism to the are which in turn supports our local economy. I do not believe this site will prove attractive to the people/tourists we are trying to attract.

Also, a huge concern is - is the site actually considered a 'safe environment' ? I believe the Government's guidelines on planning for Gypsy & Traveller sites clearly states that it is essential that the location of any such sites will provide a safe environment for the residents. Sites should not be located near refuse sites, industrial processes or other hazardous places, as this will obviously have a detrimental effect on general health and well being of the residents - with particular risks for young children. This site is between sewerage works, a river and a motorway!
Surely because of where this site is there must be a high risk to any residents?

In addition, is this area not at a higher risk of flooding - surely you can't consider a site where there is any risk of flooding, again especially where there may be children living? What would be the costs of flood defences?

Finally, I believe that the proposed access to the site is totally unsuitable - certainly not enough space to allow two vehicles to pass each other - it is also located on a very busy and dangerous bend - again another huge risk to the residents of the site and the local community. Again there would be a huge cost to the council to make any improvements to this dangerous access.

I look forward to your response to my objections and I would also like to know why this site wasn't part of the original consultation?

I wish to object very strongly to the possibility of a Gypsy / traveller site based in Warwick.
There are several reasons for the objection the first being as a law abiding tax payer the thought that gypsies can have a free camp is a real wrench.
The increase in crime that will come will lower the value of all of properties. For example the last the last time those gypsies appeared near the race course, several things were stolen, the golf course also had all of its bunker rakes were stolen. This points to the fact that an increased police presence would be required, costing the taxpayers a lot of money

I am emailing you to express my objection to the proposed Gypsy and Traveller sites in the Warwick area. I am aware that the government have forced out there proposals and left it for district councils to find available spaces.

Regardless of this i am still of the opinion that to force settlements of Gypsy's in our area is detrimental to the local population. The proposed site near to the Longbridge Works is an improvement on the Henley Road idea, but it will still impact on local services. I am thinking in particular on schools, shops, doctors and public housing.

Firstly, it is common knowledge that Gypsy's live in insular existence and are involved in crime. I believe this can be shown in police recorded crime statistic's which will show clear connections between established sites and criminal activity. The greatest local example being the Cleeve Prior site which in turn links to other established Gypsy sites. These site are known criminal gathering points and allow for organised criminal gangs to expand. Surly having a designated site next to the M40 Junction 15 will allow for easy access to travelling criminals.

Secondly, anti social behaviour. Another great example of the kind of behaviour to be expected. The site is nearest to a growing commercial site on what was Tournament Fields, it is also near to the new shops and 'The Unicorn' public house. It will be very close to two established hotels, which also cater for local tourism within Warwick and Stratford. It was suggested that 'Aston Martin' was considering locating its parts supply on the commercial site. All of these examples will be effected by resident Gypsy's.

Thirdly, local committee issues. Surely the people who have moved the the locality, encouraged by new housing which has provided a clean, tidy and residential area. Currently lots of young families from low cost housing to some high value housing. These families will be sending there children to local schools. The mere mention that Aylesford Secondary, Newburgh Infants and Middle schools are going to provide gypsy families with there education source is guaranteed to put more pressure on other schools further afield as parents seek to move there children. This might sound extreme but its the reality of the situation. I have already heard this discussed by concerned parents prepared to move.

My personal view is that travelling communities are not likely to be welcomed into established communities any time soon, and for the above reasons above i express my objection. As far as i am concerned it is another example of the government forcing confrontation with law abiding voters.

I am a Warwick resident in close proximity to this proposed site. I am disappointed that the Council has issued no communication to local residents or at the very least made residents aware of this proposed development by way of local newspapers.
This proposed site location for business development and a gypsy community is beyond ridiculous. Firstly heavy development has taken place on land at Stratford Road in the last few years and development is still ongoing. As a local resident I have to leave my property by 7.45am at the latest (despite not being paid to start work until 9am) because otherwise the traffic at Longbride Island is a nightmare to negotiate. When creating the A46 flyover the Council seemed to ignore the need to put traffic lights at the Warwick junction of Longbridge Island leaving vehicles exiting Warwick having to fight their way out of the junction. Road users frequently block up the Warwick junction of Longbridge Island as they queue towards the M40 and Barford/Wellesbourne and there will one day be a major accident on Longbridge Island as cars are forced to speed out of the junction in the smallest of gaps in the traffic. Adding further business traffic to Longbridge Island is nonsensical.
Secondly where would the accessway to this site be? The Council has made no mention of the accessway and unless Severn Trent is prepared to allow access across its land then there is no suitable access point because the existing farm track is too narrow for the proposed development. Has the Council consulted the local fire authority for its opinion regarding access to the development and, if so, where is the fire authority's report?
Tournament Fields has been constructed for a number of years now and remains largely undeveloped and buildings unoccupied. How can the Council even consider constructing further business properties on Stratford Road when current buildings are unoccupied.
The Council has made no comment about the effect that the gypsy community will have on the local economy - has the Council even considered this or is the Council just ignoring this question. Has the Council considered whether businesses would want to let properties in close proximity to a gypsy community? Surely businesses on Tournament Fields should be consulted on this issue?
The proposed development will be next to a Grade II listed building namely Longbridge Manor. Has the Council considered the impact of such a development on this listed building?
Is the land in question really suitable for development? The sewerage works create at the very least unpleasant smells, particularly in Summer, and there must be other pollutant/contamination issues to consider. This together with the close proximity to a major motorway would surely indicate that this site is not suitable for residential development. It appears that this issue has been flagged as red but has not been highlighted in the consultation document or the response form.
Stratford Road is prone to flooding, particularly close to the roundabout outside Severn Trent's site. Adding further drainage to this already vulnerable site is only going to exacerbate this problem. In addition the site itself is a flood plain within flood zones 2 and 3. The government's guidelines on planning Gypsy and Traveller sites states that 'caravan sites for permanent residence are considered "highly vulnerable" and should not be permitted in areas where there is a high probability that flooding will occur (Zone 3 areas)'.
For all of the reasons outlined above I strongly object to the proposed development of this site.

I was very disappointed when i heard about the plan for a permanent gypsy and traveler site so close to the house i have bought in Chase Meadow, Warwick. One of the main reasons i bought this house was that it is in a desirable area so that in the future when i have children and raise them in this house they will be able to go to good quality local schools and have access to good local health services etc...

If there is a permanent traveler and gypsy site in the local area this will surely devalue my new house as well as the other houses in the area. It will mean that the children in local schools will have to share classes with the gypsy children, which will slow down the lessons and cause disruption etc due to the general poor level of education, transient lifestyle and cultural opposition to education, technology etc. that is held by the travelling community. It would be very difficult for gypsy and traveler children to integrate with the children of hard working professionals in the Chase Meadow area.

In addition to this, a site so close to a major motorway, the flood plane of the river avon and a sewage plant would surely not be suitable for its inhabitants. Being close to a motorway goes directly against the back to nature ideals of the traveling community anyway and it would surely be a horrible place for them to live.

Please can you let me know whether any of my points are being taken into consideration when deciding whether this site will go ahead? I want to voice my opinion that i am strongly against the proposed site as is everyone i have spoken to in the local area.

As far as I can understand, what the local Council appears to be saying on their website in relation to the above proposal, there are reasons that have been considered for providing a location for this traveller or gypsy community and also reasons for this possible site being suitable.

As this decision on Stratford Road appears to be based on the reasons for the proposal then I am happy to provide reasons for it not to happen and hope that the existing general community's reasons for it not to happen should most definitely be given greater consideration. I believe the community's view and opinions should have priority over the local Council hitting a target set to accommodate travelling families that according to what I have read is unrealistic and excessive in that available sites are not already full.

What is clear so far is that the groundwork to this proposal has been done in an extremely sneaky manner, a terrible way to treat us, the local community. I believe that there are people involved in this process that I hope quickly realise the extremely unpopular decision to propose this site was, and reverse that decision and find an alternative site as soon as possible.

I chose to move to Warwick with my family from Scotland just under 3 years ago. I am a Director for a FTSE 100 Company and my area covers a large part of the West Midlands. I could have chosen many locations to live in but on seeing and experiencing Warwick my wife and I were both set on it as our new home. Warwick is an expensive place to buy a property and many colleagues commented that it was certainly a desirable place to live but despite the expense we made sure that we found our dream home, 25 Little Field Close in Chase Meadow is that home. It's great, it's peaceful, it's safe. It's in a community that although everyone moving to the estate are new to the estate they become part of that community.

On only one occasion has the harmony been disrupted. That is when a group of traveller / gypsy people decided to move into Tapping Way next to Aylesford School. Overnight there was extreme unease at their presence from every family, from the whole community. residents lived in fear.

The group that had moved in cared nothing of the community they had disrupted. They lit fires, they left unacceptable mess including dog and human waste on the street. I know it was human because I saw them doing it. They started stealing the moment they arrived, timber from the building site that was witnessed and reported to the police. They continued stealing from the sites and shops, extra security had to be put in to the building sites and in Aylesford School. Their caravans and cars straddled and blocked public paths which made it dangerous for pupils heading for the school and for residents brave enough to walk past them.

When I walked past them with my dog we were regularly glared at in an intimidating way. The dogs continually ran at us and barked at us, always aggressively and where I regularly had to put myself between my dog and theirs as a barrier. The noise created went well on into the night. The children, the poor little souls, were left to their own devices running around Tapping Way dodging vehicles using the road. The men were out late at night, we watched them into the small hours walking into the sites and in close proximity to peoples homes, in cul-de-sac's with no reason for being there apart from what I would believe to be looking for opportunities or at the least, to intimidate us, the residents of the community.

We asked for help from the police and the council and although the police attended on a number of occasions it appeared that red tape allowed it. It continued for weeks, fear, paranoia, concern for elderly neighbours, concern for families, for property of ours. Red tape just let it happen to a whole community and the same red tape seems to be driving this. This is not isolated, in every experience I have had with this group of people it is the same, threatening, opportunistic, anti social and appear to be not willing in any way to adapt to be part of the greater community or show any consideration for the community through the chaos that follows them.

These were travelling families that parked up on Tapping Way and I am very aware that this is a proposed permanent site. Based on past experiences in Scotland this proposed permanent site will however be full of people with the same intent. It makes no difference that they are permanent site residents, their attitude to the community remains, it is only themselves that they care for. House prices fell and insurance prices increased. It became a magnet for their travelling family and friends, as did the surrounding area. I have spoke with colleagues and contacts in other areas of the UK and in each case the impact was very similar.

The biggest impact however is on the community. As the litter spreads and is blown from the site or from their actions while walking around the local area, then over time others in the community will think why bother, they will stop caring and will start joining in, standards drop, crime and anti social behaviour increases. In schools where the children can be disruptive, aggression and misbehaviour spreads. Locations surrounding these sites become no go areas.

Do the council in Warwickshire actually want this to be the case ? This community ruined because of a target. Does this council want the harmony, the peace, to go ? Do the council want to be cleaning up after them, putting up with them ? I certainly don't want to be paying a penny of my council tax toward this. Do the council want the community living in fear of when the permanent travelling residents next walking past their homes, the continual intimidation or when their travelling families and friends will be back.

Please also take into account the impact on schools, on our children's education. Consider the impact on local business's, the 2 local hotels, the shops and pubs in Chase Meadow. It is a real shame that these people appear to add nothing to a community, and only appear to drain what's good from it.

Can I please ask that you consider, why, when I had to pay more to live in Warwick, does anyone think it reasonable that as it may be a preferred location for this group of people, the council thinks it appropriate to accommodate them. This is our town, the County town, there has to be a more sensible solution to accommodate these families in an area where they can behave and live as they like, without negatively impacting a community.

My neighbours are already upset and in fear of what may come. I am already waking up during the night, thinking about the fact that my kids scooters or bikes won't be able to be left out at night, about where it will be safe to walk my dog, about if we can even leave the washing out. This is the impact it is having on a whole community months or maybe even years before it happens. It can't be fair that a whole community lives in this way, in this fear, to accommodate a possible 15 or so families. Please consider this, it is fact as this is how we feel.

The impact on the people of the existing community, on their health and well being, is my main concern and the reason that this decision should be reversed and an alternative location found. My house value, increased costs for the trouble that will follow for residents and for local business's, my neighbourhoods cleanliness, the harmony in the community should be enough to stop this on their own merit rather than a ruling at some point that stated that councils should accommodate a group of people in such a favourable manner. Who else, what other group of people, would be allowed such individual rulings that favour them ? Why do they not buy homes, why don't they apply for Social Housing like every other person wanting to be part of a community ?

This isn't about us not being welcoming, it is not saying no for no reason. There are too many reasons, all relating to the community, for it not to happen and they far outweigh the reasons for it to happen. I am happy to meet with or communicate with anyone who has better reasons for this to happen. Until those reasons are given, and until the existing community including myself agrees with those reasons, then my aim will be to continue my protest and argument for an alternative site.

I write to submit my written objection to the proposed gypsy and traveller site on the Stratford Road site, Warwick.

There are a number of reasons for this objection, and which are detailed below:

1. Air, water and soil quality: It is my understanding that the Council's own Sustainability Assessment identified this as an area of significant concern as it is situated so close to a sewage works and a busy motorway. The resultant noise, air and soil pollution would suggest that this does not appear a suitable location.
2. Flooding: The proposed location is so close to the River Avon that flood risk appears very significant - indeed this area is a designated floodplain within zones 2 and 3 indicating that the area is highly susceptible to flooding. In recent years this land has flooded on multiple occasions and so there would be significant risk of this recurring unless extensive and very costly mitigation programmes are implemented.
3. Access: I understand that access to the site will be via a narrow farm track, which would appear to be totally unsuitable for a number of reasons - (i) it does not provide easy access for emergency vehicles; (ii) it does not allow two vehicles to pass one another and (iii) the location of the junction with the Stratford Road, means that the increased volume of long vehicles turning will introduce significant health and safety risks. This junction is already a known blackspot and so to increase the likelihood and potential severity of incidents in this area would appear foolhardy.
4. Effect on the local economy: Tournament Fields is proposed to be the premier office location in Warwick with the potential to attract a significant number of jobs to the area. However, a large area is still unoccupied and efforts continue to be made to fill these voids. It would appear that any local plan that is highly likely to have a significant detrimental effect on the saleability of this land is therefore also likely to significantly reduce the number of jobs being introduced to the local community - at a time when the region can ill-afford it.

Finally, may I say how disgusted I was that nobody from Warwick District Council accepted the offer to attend the public meeting at Aylesford School on 4th December to consult with the public and take the opportunity to listen and respond to concerns and questions. I felt this was an error as it appeared to make a mockery of the "consultation" process.

I am writing in protest of the proposed Traveller/Gypsy site to be located off Stratford Road, Warwick.

I have lived in Warwick all my life to which I am very proud of.

Warwick is a historical town which has always struggled to have sufficient facilities/attractions for visitors to want to spent time walking around the town rather than just visiting Warwick Caste. Warwick has just started turning a corner with more shop units being occupied with independent shops and cafe's. To have a permanent traveller site at the key entry into Warwick may discourage tourists from doing anything other than visiting the Castle.
For many years Warwick people and the Council have worked hard to keep the visual beauty of Warwick untouched. To see caravans and vans as your first image of 'historical Warwick' would certainly not fit the image Warwick Tourism has tried to portray over the years. This in turn will mean that many of the shops and cafe's that rely on this revenue will close, with loss of local jobs and revenue to the Council from business rates etc.

The site itself does not have sufficient access on what is already a busy main road for the additional traffic this will bring. The road is a main road to the M40. This road is very fast and already carries a large volume of traffic. The vehicles turning onto this road especially with Caravan's will cause a greater risk for accidents.

There will also be more pedestrians crossing the road as the travellers will want to also move on foot. Again the speed and constant traffic will put lives at risk.


The local schools are full to capacity. Aylesford a school I attended as a child has already lost most of its sport ground to allow for expansion. It cannot possibly sustain any further developments and with the new houses already approved for Chase Meadow it at its limit. Unlike Heathcote which as included in its plans further schools and facilities, the new houses on our estate do not have that luxury and will have to be absorbed within the already stretched facilities.

The Doctors surgery on the estate does not have capacity for its current patients with appointments having to be book quite far ahead, emergency appointments are impossible, and I have still been unable to secure a NHS dentist in the area due to long waiting lists so am currently paying privately.
The site is also adjacent to a river and brook. Should hard standing be put on this land it will cause potential flooding and to the local area. The new development on Chase Meadow itself has had to take additional precautions to prevent flooding. Being close to the actual river this site will have more environmental and flooding issues.

In addition to this, the site is opposite a prestige business site. The impact of the site will inevitably put potential businesses off moving to this location. This will not only lose the council useful revenue but limit the amount of new jobs to the area.
I really feel that the site proposed on Stratford Road is an inappropriate site.

For example, within a recent discussion with Mr Smith, Head Master of Newburgh School confirmed both his school and Aylesford are already well over-subscribed with a huge among of new build to be completed within the Chase Meadow area.

Further to this the locating of Gypsy and Traveller sites will have a huge negative impact on the town of Warwick, especially tourism and the many local businesses that rely upon this. You only have to look at the example set by many shop / restaurant owners who close early when there is an influx of Gypsies and Travellers for the Bank Holiday race meeting.
Moreover, I am left feeling rather frustrated and concerned on how this additional site has been added to the proposed list of sites at this late stage and seemingly pushed through rapidly with no consideration to the local resident.

I note also that the site proposed includes areas which are classified flood zones - again a contravention of what seems to me to be very clear planning guidance, and yet another added risk factor to the community expected to reside there.

I am also concerned that in order to gain access to this site another junction will have to be added to what is already an extremely busy, bendy road - warwick already struggles with the volume of traffics it endures - it seems unacceptable to me that the council should even consider adding to the traffic problems here.

Once the site is occupied it will quickly expand outside of the Council's control
