Local GP surgeries are either full or not served by public transport meaning no convenient access.
Radford Primary School is almost full and will be oversubscribed if the proposed new houses are built in the village. Harbury Primary School is also full.
The public transport is satisfactory but residents are likely to use their own transport. There is a bus stop on the B425 but no pedestrian links from it to the potential site.
Site will generate hundreds of traffic movements daily adding to peak time delays on a fast road that is designated a High Risk Route by the County Council. Being on the junction of two major roads the access may require highway improvements but it's unwise to introduce more traffic here. Also any new bus shelters, pedestrian crossing, street lighting etc will add to the urbanization of the area.
Fosse Way a very busy main road which creates the potential for noise and disturbance to site residents
Site has no mains sewerage, drainage or gas and only a limited rural electricity supply line so fails to meet the Council's site requirement criteria.
At this point the Fosse Way is on its original alignment so considerable archaeological remains will be destroyed as previous remains have been found locally. Therefore it's important that archaeology and heritage of the area can be recovered and safeguarded prior to any site works.
The proposed site will cover 0.8 hectare (8000 m²) which is four times the size of the Exhibition Centre and could increase if working space is also included. The large number and variety of caravans and vehicles in the bottom of the valley cannot be integrated into the landscape without harming the visual appearance and character of the area. Also the historic traditional Woodlands provide habitat for birds and small mammals (Pipistrelle bats, great crested newts) and would be greatly affected by the site and possible intrusion and activities of younger residents.
The village of Radford Semele over 1.5 miles away and there is a very small community in Fosse Way (20 houses) within half a mile of the site. The 120 residents on site will absorb rather than integrate with this small local community so will not encourage peaceful and integrated co-existence.
The proposed site has no mains sewerage, drainage or gas and the electricity supply is a limited rural line which will possibly need upgrading to an increase in demand.
The perception of the site will impact on the Warwickshire Exhibition Centre which is likely to lose events and make it impossible to continue operating resulting in job losses. Local economy will lose the money spent on accommodation, food, entertainment etc from visitors to the Exhibition Centre (c£5m). Additionally several other local businesses (employing between 50 and 60 people) would be caused significant difficulties by this development.
Unauthorised expansion from the site onto agricultural land could mean contractors would not risk tractors and equipment and together with crop damage and possible rubbish deposits could result in the land becoming unsightly and unfarmed.
Fosse Alpaca and Kune Kune Pigs are located close to the site, and it is important to protect the animals from diseases (foot and mouth, bTB and Parro virus) which can be spread by human trespass and unvaccinated dogs. The animals graze on fields between the site and the Grand Union Canal.
The site will be major invasion into the openness of the countryside and will be an irreversible urbanisation of the entire area and make further 'ribbon' development harder to resist.

I refer to the possible proposed Gypsy/Traveller site (GT02) on land abutting the Fosse Way with its junction with the A425 (stated at the B425 - this is in fact an 'A' road).

I very strongly believe that development of this land as a permanent site for gypsies and travellers is totally inappropriate for many reasons:-

1. There is no doctor's Surgery in the vicinity and it is my understanding that the nearest Surgery has stated that they do not have the capacity to take on the number of new patients who would be involved.

If the gypsies/travellers have to travel much further for emergency medical attention - surely there is a health and safety issue here, as their nearest access to emergency treatment would be Accident& Emergency at either Warwick Hospital or University Hospital, Coventry ?

2. Although the local school in Radford Semele could most probably cope with the influx the site would be some distance from the school and one would ask how the children would be able to get to school. This presumably would either be via bus - and I do not believe that there is a bus service that would fit in with school times. The bus stop from the proposed site is on an overgrown grass verge - very dangerous. Additionally for children returning to the proposed site they would have to cross a very busy main road to the bus stop and once there one would feel that it would be dangerous for a considerable number of young children to wait - given that there is only footpath on which to wait.

There is further concern if children were brought to school by car as School Lane is very congested in the mornings when children arrive and in the afternoon when the children leave school. There is no safe area in which to park.

Walking to school would be out of the question as there are no footpaths.





Looking further ahead has secondary education for any such children been considered ? Has any consideration been given to the impact on Secondary Schools in the area as the younger children get older - can these schools cope ?

The Local Plan states that between 7 and 8.4% only of Gypsy/Romany/Traveller children achieve 5 or more A*to C grades in GCSE, whilst 'Gypsies and Travellers - Frequently asked Questions' states that Gypsies and Travellers work in a range of occupations - such as teachers, academics and health workers.

Though this may be the aim for the future - that statement surely cannot be said to be true (based on these averages) for all but the most minute number at present ?

Traditionally gypsy/traveller children finish their education at an extremely young age - that has been their wish and their culture. Surely in moving to a fixed site these people would not wish to lose all of their culture and traditions ?

3. Whilst I am fully aware that we are required to provide fixed sites for gypsies and travellers, I wonder how much consultation there has been with their communities ? Should we really 'mould ' them into our way of life ? Do they truly wish to stop travelling ? How prepared are they that if they adapt a more settled way of life their cultures and traditions will be drastically affected ?

4. Recent history shows the Fosse Way to be an extremely busy road that has had more than its fair share of accidents (more than 12 serious accidents in the past 3 years - some of them fatal). The original road was built by the Romans and has been very popular for centuries, but it remains very restricted and narrow and more traffic on to this road would increase potential dangers.

Should we not be doing all we can to keep this very popular road safe - by not adding a major development ?

5. The area around this junction is rural with beautiful scenery. Putting a major development on the proposed site would completely ruin this aspect of the area. At present there are some rural properties and the Warwickshire Exhibition Centre, all of which blend perfectly with the surrounding landscape and are entirely appropriate. The area down to the Fosse Way is a valley and as such can be viewed from many directions.

With the suggestion of this proposed site, the certainty that Radford Semele will have to provide a further 100-150 new houses and the possibility of the HS2 route running very close, this area could cease to be the beautiful rural area it is - completely spoiled.





6. At a recent meeting at the Exhibition Centre we were informed that the site was not regarded as having any historical interest. One wonders how it could be considered that a site which borders the Fosse Way, an original Roman road with many, many sites of historical interest along its whole length lacks historical interest ? There is a known Roman
villa just a very short distance from the site and it would not be unreasonable to assume that there could be further archaeology not far from the villa - in fact the site is on the Archaeological Register with ancient pottery having been found recently. There is also an historic toll from mediaeval times on the site.

Do we really want the development of a Gypsy/Traveller site to endanger all of this

8. Finally and probably most importantly - without question the Exhibition Centre would close with the loss of a very successful business employing many local people and contributing significantly to the local economy (during exhibitions up to 40 jobs are provided for the local community). This Centre contributes around £2m to the local economy, putting 'knock-on' business at risk.

It is our understanding that the number of exhibitions has been steadily increasing year-on-year and that next year there are already 19 booked. With the 'threat' of a possible gypsy/traveller site on the site the Centre has already lost prospective business.

With this fact alone in mind and in the current economic climate how can this site even be given serious consideration ?

I feel very strongly that overall to put the type of site suggested in this specific area can only have a negative effect on the local area, destroying absolutely everything currently on the site and severely impacting on the villages of Radford Semele, Ufton and Offchurch and I would hope that you would take this into account when making your decision on permanent gypsy/traveller sites to be provided in this area.

I wish to object strongly to the development of a permanent gypsy/traveller site on the area designated GT02 in the Local Plan. I would give the following reasons for my objections:-

1. Access to medical services would be difficult - the nearest GP Surgery is not taking new patients and the nearest Accident & Emergency units are either at Warwick Hospital or University Hospital, Coventry.

2. Access to schooling - the nearest school is Radford Semele, but bus journeys would be hazardous with inadequate provision of bus stops with enough room for waiting young children.

Travel to school by car would be no less hazardous as parking in School Lane is stretched to the limits at present.

Walking would not be an option - there are no footpaths.

3. This site straddles the Fosse Way - a very narrow and extremely busy road. The Fosse Way in this area is already well-known for many severe accidents.

4. The area local to this proposed site is in a very beautiful position, in a valley. Currently this is unspoiled and can be viewed from many directions. What would the impact of this site, HS2 and proposed additional local housing have on this beautiful rural landscape ?

5. The entire length of the Fosse Way is of historical interest, not least in this area. With a Roman villa just up the road and many ancient finds in recent years, we should be protecting our heritage.

6. How can we possibly take steps that will without doubt put out of business a very successful exhibition centre. This has gradually been building in popularity over recent years and is a wonderful success story and a credit to this area, helping to support the local economy. To take such steps I would have thought would have been totally unacceptable.






We surely need to do everything we can to support local economy and preserve our own identities as rural villages. I really am totally opposed to site GT02 being chosen as a permanent gypsy/traveller site.

Site has no mains sewerage, drainage or gas and only a limited rural electricity supply line so fails to meet the Council's site requirement criteria.

At this point the Fosse Way is on its original alignment so considerable archaeological remains will be destroyed as previous remains have been found locally. Therefore it's important that archaeology and heritage of the area can be recovered and safeguarded prior to any site works.

The proposed site will cover 0.8 hectare (8000 m²) which is four times the size of the Exhibition Centre and could increase if working space is also included. The large number and variety of caravans and vehicles in the bottom of the valley cannot be integrated into the landscape without harming the visual appearance and character of the area. Also the historic traditional Woodlands provide habitat for birds and small mammals (Pipistrelle bats, great crested newts) and would be greatly affected by the site and possible intrusion and activities of younger residents.

The village of Radford Semele over 1.5 miles away and there is a very small community in Fosse Way (20 houses) within half a mile of the site. The 120 residents on site will absorb rather than integrate with this small local community so will not encourage peaceful and integrated co-existence.

The proposed site has no mains sewerage, drainage or gas and the electricity supply is a limited rural line which will possibly need upgrading to an increase in demand.

The perception of the site will impact on the Warwickshire Exhibition Centre which is likely to lose events and make it impossible to continue operating resulting in job losses. Local economy will lose the money spent on accommodation, food, entertainment etc from visitors to the Exhibition Centre (c£5m). Additionally several other local businesses (employing between 50 and 60 people) would be caused significant difficulties by this development.

Unauthorised expansion from the site onto agricultural land could mean contractors would not risk tractors and equipment and together with crop damage and possible rubbish deposits could result in the land becoming unsightly and unfarmed.

Fosse Alpaca and Kune Kune Pigs are located close to the site, and it is important to protect the animals from diseases (foot and mouth, bTB and Parro virus) which can be spread by human trespass and unvaccinated dogs. The animals graze on fields between the site and the Grand Union Canal.

The site will be major invasion into the openness of the countryside and will be an irreversible urbanisation of the entire area and make further 'ribbon' development harder to resist.

This site is adjacent to the Fosse Way, a very busy and noisy main road, likely to cause potential for noise and disturbance for site residents

The Fosse Way is on its original alignment and the development is likely to destroy the archaeological remains which have already been found in the area. The nearby traditional historic Woodlands contain rare species.

The proposed site is four times larger than the Exhibition Centre and will cover 0.8 hectare (8000 m²) and could possibly increase in size to six times as large. The site is at the bottom of the valley so not possible to integrate this use into the landscape without harming the visual appearance and character of the area. .

The very small community of houses within half a mile of the site would be absorbed by the 120 travelling community. Radford Semele is over 1.5 from the site so it will not promote peaceful and integrated co-existence.

* Convenient access to a GP surgery, school and public transport;
This site is in excess of 1.5miles from any GP surgery. The proposed site is outside of the catchment area of Harbury Surgery and the nearest surgery is the Croft Medical Centre in Sydenham which is 3.3 miles away which I understand is full. The next surgery is the Cubbington Road Surgery which is 4.7 miles distant and is not served by direct public transport so there is no convenient access to a surgery.
The position with regard to schooling is similar with Radford Primary School being almost fully subscribed and if the additional hundred houses are built in the village it will be full. This is outside of the Harbury catchment area and Harbury Primary School has had recent issues with too many children already.
The public transport whilst satisfactory is largely irrelevant as the residents are unlikely to use anything other than their own transport. There is a bus stop on the B425 however there is no pedestrian links from that to the potential site.
* Avoiding areas with a high risk of flooding

* Safe access to the road network and provision for parking, turning and servicing on site;
The proposed 15 pitch site will contain up to 50 vehicles and generate hundreds of traffic movements daily. It is on the junction of two major roads and access into the traffic flow will possibly need highway improvements. It is possibly unwise to introduce even more traffic turns at this major junction and it will certainly add significantly to existing peak time delays. GT02 is sited on the junction of two main roads with high traffic flows and the Fosse Way in particular sees fast traffic despite the nearby speed camera and is a designated High Risk Route by the County Council.
* Avoiding areas where there is the potential for noise and disturbance
This site is adjacent the Fosse Way a very busy and noisy main road.
* Provision of utilities (running water, toilet facilities waste disposal etc);
The proposed site has no mains sewerage, drainage or gas so fails to meet the criteria. Also the
electricity supply is a limited rural line and will possibly need to be upgraded to meet the very considerable increase in demand.
* Avoiding areas where there could be an adverse impact on important, features of the natural and historic environment;
This choice of site overlooks the fact that at this point the Fosse Way, as the original Roman road built nearly 2000 years ago is known, is on its original alignment and there is likely to be considerable archaeological remains in the area which will be destroyed by the development. There was also a tollhouse at this point in the 17th and 18th centuries and remains have been found. Nearby there are traditional historic Woodlands which contain rare species so this criteria is not met.
* Sites which can be integrated into the landscape without harming the character of the area.
The proposed site will cover 0.8 hectare (8000 m²) which is four times the size of the Exhibition Centre and if the Enfusion (consultants) recommendation to include working space is adopted this would possibly increase to 6 times the area of the Exhibition Centre. There will be a large variety of caravans and vehicles on the site so, being in the bottom of the valley, it cannot integrated into the landscape without harming the visual appearance and character of the area.
* Promotes peaceful and integrated co-existence between the site and the local community;
In this respect the local community forms two distinct sections. There is a very small community of some 20 houses within half a mile of the site along the Fosse Way and the far greater community in the village of Radford Semele over 1.5 miles away. It will be difficult to integrate the residents into the local Fosse Way community as with up to 120 residents on site rather than integrate they will actually absorb the local community. This does not meet the criteria of a peaceful and integrated co-existence.
* Avoids placing undue pressure on local infrastructure and services;
The proposed site has no mains sewerage, drainage or gas so fails to meet the criteria. Also the electricity supply is a limited rural line and will possibly need to be upgraded to meet the very considerable increase in demand.
* Reflects the extent to which traditional lifestyles (whereby some travellers live and work from the same location thereby omitting many travel to work journeys) can contribute to sustainability.

Local Business/Employment
There are several businesses located at GT 02 in addition to the Warwickshire Exhibition Centre. They include salad producers, specialist storage, event management and publishing. Collectively they employ between 50 and 60 people and the site would cause significant difficulties for all.
Should this site be chosen, then due to the PERCEPTION of event organisers It is estimated that within two years the Exhibition Centre would lose sufficient events to make it impossible to continue operating and the company itself would cease to exist resulting in upwards of ten permanent job losses and a further 30 event staff losses.
Tourism and the wider economic situation
It is anticipated that the Exhibition Centre will contribute in the region of £5 million to the local economy in hotel accommodation, restaurants, entertainment, bus and taxi usage over the coming four years. Events attract visitors from a wide area and it is often the case that husbands/wives/partners will use the exhibition bus service to go shopping in Leamington Spa whilst spouses enjoy the exhibitions. This would all be lost if the Exhibition Centre were to close.
Archaeology and Heritage
GT 02 is located right next to the historic Fosse Way. The road now known as the Fosse Way was built following the Roman invasion in AD 43, nearly 2000 years ago, and has been a major highway throughout the centuries. There was a tollhouse on the junction of the Fosse Way and Southam Road in the 17th and 18th centuries. If GT 02 is approved it is important that a major archaeological dig should take place prior to site work so that the archaeology and heritage of the area can be recovered and safeguarded.
Urbanisation
GT 02 will involve considerable infrastructure in addition to the actual site. Its proximity to the roundabout may require traffic control and road widening to provide a right turning lane for access. Further features could include bus shelters and a pedestrian crossing and more street lighting would be needed.
Agriculture
At present the proposed GT02 site is part of an area of some 50 acres of good quality, extensively farmed land. Unauthorised intrusion from GT 02 into the agricultural land could result in contractors not wishing to risk tractors and equipment and this together with crop damage and possible rubbish deposits could result in the land ceasing to be farmed and becoming unsightly.
Rural Landscape
The area surrounding GT 02 is rural and agricultural in aspect andthe proposed site will be a major invasion into the openness of the countryside and will be an irreversible urbanisation of the entire area. If the site is built, the council will be ill placed to prevent further 'ribbon' development.
Animal Welfare
Located close to GT 02 are Fosse Alpaca and Kune Kune Pigs, a business breeding these rare breed livestock. The Alpaca herd numbers 30 animals and the owners are extremely conscious of bio security and the need to protect the animals from diseases such as foot and mouth, bTB and Parro virus. These diseases can be spread by human trespass and unvaccinated dogs. The animals graze on fields between GT 02 and the Grand Union Canal.
Ecology and Habitat
GT 02 is close to two historic traditional Woodlands, which provide a habitat for birds and small mammals that would be greatly affected by the proposed site and the possible intrusion and activities of younger residents. It is known to be a habitat for Pipistrelle bats (Pipistrellus pipistrellus) and also great crested newts (Triturus cristatus), amongst other species.

B425 and A425 have no footways and are busy with congestion at roundabout and history of accidents - traffic from sites would exacerbate. Public transport non-existent and secondary schools even further away. Cycling dangerous. Bus stop on A425 dangerous and none on B425 - provision would increase danger.
Heavy traffic noise.
Difficult to screen in landscape causing local resentment.
Potential loss of local jobs (Warwick Exhibition Centre). Lack of opportunity for travellers to work in same location.
No gas, drains or electricity and poor broadband. Car travel necessary for all journeys.

Another highly contentious factor for any Traveller community and peaceful integration could be the loss of local jobs.
The proposed site would result in the loss of 40 local jobs and an anticipated loss £2m to the local business community (shops pubs and restaurants used by visitors to the established Warwickshire Exhibition centre). The centre had 33000 visitors in 2012
There would be no opportunities for travellers to live and work in the same location thereby omitting travel to work journeys. No gas,drains or electricity and poor broadband. As has already been emphasised car travel would be necessary in all aspects of life on this site.
In conclusion the proposed site GT02 is not at all conducive with the aims of the local plan and can only be seen as a situation that would not only put travellers and their families at risk but also not give them the opportunities of integration and lifestyle this plan purports to support.

Comment on Draft Local Plan
Clause 4.4.7
This should be made clearer as to whether the bullet points are an 'all or nothing requirement' or if there is some flexibility for mix and match. For instance, if there is a market housing demand for a small village which has the required local support, I would support the requirement that a component of 'affordable housing' is included.
The last bullet point is unlikely to be satisfied for a small village development of say 3 to 8 units within the context of a small village of say 50 houses and say 100 in the entire parish and with no school, bus or shop. The additional residents might marginally improve the social aspects of the community depending on the 'interests ' of the new residents. The clearest gain to the local community would come if there was a community facilities payment from the development of the market housing units directly to the Parish Council.. This could then be used for the benefit of community facilities, but otherwise this last bullet point should be deleted or relegated to an aspiration.

In Clause 7.3 , an additional criterion (bullet Point@ should be included to the effect that @The site selection should be in accord with other wider objectives in the Local Plan'. If there is such a conflict, this should be taken into account when making comparisons between the site options.
Sites GT17 and GT 18 are redundant brownfield sites and reuse of such land is/should be an objective of the Local Plan.

SA report full of question marks yet this site comes equal first choice.
WEC will have to close if site located here. Already suffered through this proposal. Impact on local economy and loss of jobs.
Next to Roman road which is listed in Archaeological register with recent pottery finds. Also medieval toll site.
Nearest GP is 5 miles away not 1.5. Surgery is full and there is no direct bus service. School in Radford Semele also full.
High risk route with serious accidents. Bus stop is on grass verge by busy roundabout with no pavement access. No street lighting, no paths and cycling high risk activity.
Additional costs to providing facilities at nearest villages.
No mains drainage or gas supply and provision would be costly.
Close to protected ancient woodland and would have considerable impact with noise and light pollution, on wildlife, including protected species.
Visual impact would be enormous and could not be screened by hedging or landscaping.
SA report fall short of full exploration of the issues, which, when fully researched will render site unsuitable.
