As the subject of this email clearly states and i quote this from the English Oxford dictionary: "traveller - a person who changes location". Not only will these so called 'travellers' pollute the pleasant atmosphere around the surrounding villages, but they will also cause no end of mischief and grief which has happened before and caused great trouble with my family. These 'people' will prove no benefit to Harbury or any of its surrounding villages which is one of the many reasons why so many object to them planting themselves here.
How will it look when new people to he area drive past one of these gypo camps and see groups of them in there troublesome communities posing a threat to everyone and very thing they come across!
I strongly hope you make the right decision and take each and every objection letter into serious consideration!

I wish to object the proposed site GT02 land for Gypsies and Travellers.

My comments and concerns are as follows:

1. Access to Local Amenities
- The nearest doctors surgery appears to be Harbury which currently struggles to support the village itself, it certainly does not have capacity for an influx of new patients.
- Likewise with the nearest primary, junior and secondary schools these are also at full capacity.

2. Travel
- The proposed site is on a high risk travel route with more that 12 serious accidents in the last 3 years and is especially dangerous where the Fosse Way meets the Harbury Lane crossroads.
- There are no bus stops available on the Fosse way and because of the volume of traffic providing one would be unsafe for other road users.
- The Fosse way is already a very busy and dangerous road, especially from the increased Jaguar/Land Rover traffic.
- More importantly there are no paths or pavements to walk anywhere and cycling on the Fosse would be very dangerous when the road is already used as a busy commuter route.
- And children cannot be allowed to stand on a busy road to wait for school transport.

3. Rural Environment
- The proposed site has no mains gas, mains sewerage or drainage.
- It is a flood risk area, often flooding at the end of Middle Road, Harbury Lane fields.

Dear Sir/Madam,

We would like to, respectfully, raise the following points in objection to the proposed Gypsy and Traveller sites GT02, GT03 and GT04 planned to be situated near the village of Harbury.

1. An increase in population from developments of this size would put undue strain on the medical facilities in the region. Is provision to be made for additional surgeries and/or hospital facilities?

1. With population comes traffic, we believe the junction of Fosse Way and Harbury Lane would become even more dangerous than at present. Those in Harbury have long lobbied for this junction to be 'made safe' with a roundabout or traffic lights so adding more traffic without this investment causes concern about potential injuries and maybe even death.

1. Children who move to these developments will require education. The village school in Harbury is not large, what provision and/or investment is to be made to accommodate additional headcount?

1. Adults will require employment. The Midlands has one of the highest unemployment rates in the country so do sufficient opportunities exist locally, or within reasonable commuting distance, for those moving into the area?

1. Emergency services in the region are facing cut backs. Have they committed to covering additional properties without services to the whole region being impacted?

1. At present, here in Harbury, we sometimes find a decrease in, or even loss of, mains water pressure. An increase in population would no doubt result in even more instances of loss of mains water. This would not be acceptable.

1. Due to the basic functions of human beings are current sewage facilities adequate or do facilities in the area need to be improved?

1. The proposed sites appear to be on prime agricultural land and would suggest that the District Council is not interested in the local economy or the governments directive to develop 'brown field' sites.

1. Harbury Lane and the B4100 already flood during heavy rain. This risk will increase as fields which act as a soak away will be replaced by hard surfaces.

1. Where improvements to local infrastructure are required will these be funded by the public purse or developers?

These objections would exist regardless of the nature of the development as they are based on the size of the sites and the assumed numbers of individuals who would live there.

We would hope that the above are taken into consideration when making any decision about the change of use of these sites.

What do Gypsies give back to the local community? There are illegal encampments on the way to Coventry (Ryton) and a mess is always left on Harbury Lane playing fields when they camped illegally. Villagers are always up in arms for months on end trying to remove them, surely there must be a reason for that?

1. Please tell what do Gypsys give back to the local community ?

2. I have seen what Gypsys can do i.e illegal incampments on the way to Coventry (Ryton) !

3. The mess that was left on playing fields Harbury Lane when they camped illegally on a number of occasions !

4. On the news villagers up in arms for months on end trying to remove them, surely there must be a reason for that or am i missing a point here ?

Would represent urban development in an rural/agricultural area and potential create more urbanisation over a wide area.

Nearby schools and GP surgeries are full and new housing is already planned so travellers wouldn't have any access to these facilities.

Site is isolated so travellers wouldn't integrate with local community, especially as schools and GP surgeries can't accommodate them either.

Radford Primary School is almost full and will be oversubscribed if the proposed new houses are built in the village. Harbury Primary School is also full.
The public transport is satisfactory but residents are likely to use their own transport. There is a bus stop on the B425 but no pedestrian links from it to the potential site.
Site will generate hundreds of traffic movements daily adding to peak time delays on a fast road that is designated a High Risk Route by the County Council. Being on the junction of two major roads the access may require highway improvements but it's unwise to introduce more traffic here. Also any new bus shelters, pedestrian crossing, street lighting etc will add to the urbanization of the area.
Fosse Way a very busy main road which creates the potential for noise and disturbance to site residents
Site has no mains sewerage, drainage or gas and only a limited rural electricity supply line so fails to meet the Council's site requirement criteria.
At this point the Fosse Way is on its original alignment so considerable archaeological remains will be destroyed as previous remains have been found locally. Therefore it's important that archaeology and heritage of the area can be recovered and safeguarded prior to any site works.
The proposed site will cover 0.8 hectare (8000 m²) which is four times the size of the Exhibition Centre and could increase if working space is also included. The large number and variety of caravans and vehicles in the bottom of the valley cannot be integrated into the landscape without harming the visual appearance and character of the area. Also the historic traditional Woodlands provide habitat for birds and small mammals (Pipistrelle bats, great crested newts) and would be greatly affected by the site and possible intrusion and activities of younger residents.
The village of Radford Semele over 1.5 miles away and there is a very small community in Fosse Way (20 houses) within half a mile of the site. The 120 residents on site will absorb rather than integrate with this small local community so will not encourage peaceful and integrated co-existence.
The proposed site has no mains sewerage, drainage or gas and the electricity supply is a limited rural line which will possibly need upgrading to an increase in demand.
The perception of the site will impact on the Warwickshire Exhibition Centre which is likely to lose events and make it impossible to continue operating resulting in job losses. Local economy will lose the money spent on accommodation, food, entertainment etc from visitors to the Exhibition Centre (c£5m). Additionally several other local businesses (employing between 50 and 60 people) would be caused significant difficulties by this development.
Unauthorised expansion from the site onto agricultural land could mean contractors would not risk tractors and equipment and together with crop damage and possible rubbish deposits could result in the land becoming unsightly and unfarmed.
Fosse Alpaca and Kune Kune Pigs are located close to the site, and it is important to protect the animals from diseases (foot and mouth, bTB and Parro virus) which can be spread by human trespass and unvaccinated dogs. The animals graze on fields between the site and the Grand Union Canal.
The site will be major invasion into the openness of the countryside and will be an irreversible urbanisation of the entire area and make further 'ribbon' development harder to resist.

Site appraisal carried out by Enfusion is inaccurate and misrepresentative.

The Enfusion report is unable to reach a conclusion on the economic impact of the proposal. However, most of site is owned by Warwickshire Exhibition Centre, a successful and established business, contributing to the local directly and indirectly through visitors' spending money in the wider area. Owners do not wish to sell the land as it will lead to the cessation of their business. An economic impact assessment was submitted and details the severe economic implications of the loss of the Exhibition Centre, its 40 employees and on the local economy. Therefore the proposal would have a strong negative impact on the economy.

The Enfusion report gives a positive score on Sustainable Transport and Reduced Need to Travel, with good access fom the site to public transport and a bus stop nearby. However, there are no pedestrian facilities leading to the bus stop (i.e. footpath or footway) or hard standing when waiting for a bus. Aware from personal experience that walking on the busy road to the bus stop is extremely dangerous and unpleasant. It will not encourage use of public transport.
There are no pedestrian or cyclist provisions and therefore any potential walker or cyclist would have to travel on a carriageway. Roads are busy and dangerous with high volumes of traffic. The Fosse Way is particularly notorious, as evidenced by a large number of safety/casualty warning signs.
There are no local services or community facilities so the only suitable and accessible mode of transport is by car. reachable via walking or cycling. The site will not reduce the use of car and is a strong negative of this site.

Site abuts two extremely busy roads. Site access location would be dangerous due to impaired access and forward visibility on all approaches. Traffic volumes necessitate a formal junction with a dedicated right turn lane which will require taking additional private land. A substantial access would be required (for trailers, touring caravans etc) further exacerbating the problem. Egress would be equally difficult. There could be safety implications for potential residents and general public using these busy roads. If children are playing in this area it could have serious safety implications.

The large volumes of traffic would subject residents to a lot of noise.

Site is outside the catchment area for Harbury school, and school in Radford Semele is nearing capacity. Development of 100 new houses in Radford will utilise the remaining school places.

The nearest doctors' surgery is 3.5 - 5 miles away but has is near capacity. No local services or facilities i.e. shops, schools, doctors surgery etc which can be accessed via walking, cycling etc.
Site has limited access to services and no mains gas or sewerage. There is a limited rural electricity supply and poor telecommunication connections. Previous residential development proposals here have been refused due to its lack of services and community facilities.

The Enfusion report gives site only a minor negative score on the Prudent Use of Land and Natural Resources, as it's a Greenfield site located outside the main settlements. The report doesn't acknowledge that site includes privately owned residential properties, successful and established business and high value agricultural land. All would be effected affect so this site cannot be considered a prudent land use especially as Compulsory Purchase Order would be necessary creating extra delay and expense.

Site is in a natural valley and clearly visible when approached from the North, East and South. not possible to hide or screen the site from view. This would have negative effect on both natural environment and landscape, and the privacy of potential residents.
The Enfusion report states presence of protected species and the ecological value of the site are unknown. Forestry Commission report of January 2013, on woodland adjacent to the area of search (site survey 42856), reports a badger set, Honey Buzzard nest containing a breeding pair. Bats, owls, sparrow hawks, woodpeckers and a variety of deer were also found. Further, adders, grass snakes, frogs, toads and newts were also found in two ponds included in the survey, located near the search area.

The Enfusion report doesn't reach a conclusion with regard to impact of the proposal on Historic Environment. However, site is located adjacent to a Roman road, therefore potential for archaeological artefacts. This would impact on construction schedule, whilst archaeological works are taking place.

The economic impact, sustainable transport issues, highway safety, ownership issues, environmental impact and presence of local wildlife, site's visible locality, distance to local services and schools, prudent land use and historical environment impact make the site unsuitable.

Radford Primary School is almost full and will be oversubscribed if the proposed new houses are built in the village. Harbury Primary School is also full.

Site will generate hundreds of traffic movements daily adding to peak time delays on a fast road that is designated a High Risk Route by the County Council. Being on the junction of two major roads the access may require highway improvements but it's unwise to introduce more traffic here. Also any new bus shelters, pedestrian crossing, street lighting etc will add to the urbanization of the area.
Fosse Way a very busy main road which creates the potential for noise and disturbance to site residents
Site has no mains sewerage, drainage or gas and only a limited rural electricity supply line so fails to meet the Council's site requirement criteria.
At this point the Fosse Way is on its original alignment so considerable archaeological remains will be destroyed as previous remains have been found locally. Therefore it's important that archaeology and heritage of the area can be recovered and safeguarded prior to any site works.
The proposed site will cover 0.8 hectare (8000 m²) which is four times the size of the Exhibition Centre and could increase if working space is also included. The large number and variety of caravans and vehicles in the bottom of the valley cannot be integrated into the landscape without harming the visual appearance and character of the area. Also the historic traditional Woodlands provide habitat for birds and small mammals (Pipistrelle bats, great crested newts) and would be greatly affected by the site and possible intrusion and activities of younger residents.
The village of Radford Semele over 1.5 miles away and there is a very small community in Fosse Way (20 houses) within half a mile of the site. The 120 residents on site will absorb rather than integrate with this small local community so will not encourage peaceful and integrated co-existence.

Ref: GT02 (Warwickshire Exhibition Centre) land abutting the Fosse Way at its junction with A425.
OJECTION TO PROPOSAL
Having studied WDC's criteria, I wish to submit my objection to the above proposal for the following reasons:-
1. The location of this site does not provide safe access to the road networks for pedestrians seeking to use the bus service on the A425 e.g. children travelling to school or for cyclists and slow moving large towing vehicles. The Fosse Way adjacent to this land is a known high risk crash site, with many warning signs erected to this effect for motorists. There is no footpath available to proceed safely to the bus stop. Similarly, the A425 has no footpath and is an extremely busy and fast main road. Being resident on the A425 I have cause to cross the road on foot on a daily basis - even being within the 30mph limit this is an extremely hazardous exercise as much of the traffic does not adhere to the speed restrictions, with the speed limit at the Fosse Way junction being considerably higher, the risk to pedestrian/cyclist safety is even greater.
There is no footpath leading to any of the surrounding villages where the nearest shops are located and certainly no street lighting - all serious safety issues.
2. The location of this site does not lend itself to be absorbed within the landscape as three out of four of routes leading to the site are from higher ground. 2. The location of this site does not provide safe access to the road networks for tralers, cyclists or pedestrians seeking to use the bus service on the A425 e.g. children travelling to school. The Fosse Way adjacent to this land is a known high risk crash site, with many warning signs erected to this effect for motorists. The manoeuvring of large towing vehicles close to the junction would be a major hazard for those wishing to use the site. There is no footpath available to proceed safely to the bus stop. Similarly, the A425 has no footpath and is an extremely busy and fast main road. Being resident on the A425 I have cause to cross this road on a regular basis in order to access the local shops and bus service - even being within the 30mph limit this is an extremely dangerous exercise as much of the traffic does not adhere to the speed restrictions, with the speed limit at the Fosse Way junction being considerably higher, the risk to safety is even greater .

Response to WDC Consultation on Gypsy and Traveller Sites

The three proposed sites that are either abutting or adjacent to the parish are: GT02, GT03 and GT04.
GTO2 - Land either side of the Fosse Way (B4455) north of the junction with the A425.
GT03 - Land SE of the junction of Harbury Lane and the Fosse Way (aka Bendigo Mitchell Crossroads)
GT04 - Land NW of the junction of Harbury Lane and the Fosse Way.
Harbury Parish Council fully accepts that WDC and SDC should provide suitable sites for travellers. However it does not believe that these specific sites are suitable on planning grounds.
The consultation document suggests a number of criteria that might make a site suitable for traveller use.
Medical facilities - the nearest medical facility to these three sites is the surgery in Harbury. Discussions with the Senior Partner at Harbury surgery indicate that the surgery is already struggling to cope with demand. It has more than 6,000 registered patients since it serves Harbury, Bishops Itchington, and a number of the smaller surrounding communities including Ufton and Chesterton. Without significant extra resources to physically expand the medical facilities, there is no way the surgery could accept additional patients. Conclusion: There are no suitable medical facilities close to the proposed sites.
Schooling - the nearest primary school is Harbury Primary, but as with the surgery, it is already oversubscribed by children in the catchment area. School age children would likely have to travel into Leamington. Conclusion: There are no suitable educational facilities close to the proposed sites.
Public transport - these sites are not ideal. At GT03 & GT04 there are no footpaths for pedestrians, and might require a stop on the Fosse Way itself, adding to the accident risk. Conclusion: The proposed sites are not on existing public transport networks.
Safe access to the road network - All of these proposed sites are on a busy main road. The speed limit is 60mph and there have 57 accidents in the past five years on the Fosse between the B4100 and the A425. Three people have lost their lives in road accidents on this part of the Fosse in the past three years alone. Adding more traffic to this road, particularly junctions would inevitably increase the accident risk, particularly if some of those vehicles are slow moving (eg caravans/trailers). The potential risk both to travellers and the local population makes each of these three sites unsuitable. Conclusion: These sites do not offer safe access to the road network.
Flooding - Parts of GT03 and GT04 are noted on the flood maps on the Environment Agency website as being at risk of flooding. Conclusion: WDC should research these sites comprehensively to assess the flood risk.
Impact on the historic landscape - both GT03 and GT04 are adjacent to the Roman Fort at Chesterton and the iconic windmill at Chesterton. Conclusion: The sites would have a detrimental impact on the historic landscape.
It is also noted that these three proposed sites, along with several others (GT1, GT10, GT12, & GT16) are on the boundary between Warwick and Stratford Districts. The impact of any traveller sites would thus largely be felt in the neighbouring district and not by council-tax payers in Warwick district.
Summary
As all three proposed sites would place considerable strain on the local resources and facilities, while also adding to the accident risk, it would appear that GT02, GT03 or GT04 are not suitable sites for travellers.

OBJECTION TO PROPOSED DEVELOPMENT OF GYPSY/TRAVELLERS SITE GT02

We are writing to register our objections for the proposed development of site GT02, on the following grounds;

1 Travel
Our family have lived on the Fosse Way just 1/2 a mile from the proposed location for nearly 40 yrs and in that time have witnessed numerous road accidents, including one involving my brother and another my best friend.

We believe the Site is not suitable because it is on a High Risk travel route. The road is used by commuters who travel at high speed which has been proved by a minimum of 12 serious accidents in the last 3 years, with countless more during the time our family have lived here. The adjacent bus stop is on an overgrown verge. There is no path to walk anywhere and cycling is incredibly dangerous on this busy commuter route.

2 Impact on the local economy
If the plan goes ahead, the GT02 site will have a detrimental affect on the Warwickshire Exhibition Centre. It has lost prospective business already. During Exhibitions, up to 40 jobs - now at risk - are provided for the local community.
An economic impact assessment submits that the exhibition centre contributes more than £2m to the local economy each year, with knock-on business at risk. House prices will fall and the area will hugely suffer from having this site nearby.

3 Access to Local Amenities
The nearest doctor's surgery has no capacity for lots of new patients, and it is almost five miles away, with no direct bus service. This would therefore seem to me that this does not constitute "convenient access to a GP surgery, school and public transport" that is another of the criteria against which the suitability of GT02 site is judged.

4 Historic Environment

This would surely fail your criteria, the close proximity of the Parlour Spinney Woodland (dating back to Doomsday) has several protected species of bats, deer etc. The site is on the Archaeological Register with Ancient Pottery recently found. 5 Rural Environment

The large number and variety of caravans and vehicles in the bottom of the valley cannot be integrated into the landscape without harming the visual appearance and character of the area. Also the historic traditional Woodlands provide habitat for birds and small mammals (Pipistrelle bats, great crested newts) and would be greatly affected by the site and possible intrusion and activities of younger residents.
The village of Radford Semele over 1.5 miles away and there is a very small community in Fosse Way (20 houses) within half a mile of the site. The 120 residents on site will absorb rather than integrate with this small local community so will not encourage peaceful and integrated co-existence.
The proposed site has no mains sewerage, drainage or gas and the electricity supply is a limited rural line which will possibly need upgrading to an increase in demand.
The perception of the site will impact on the Warwickshire Exhibition Centre which is likely to lose events and make it impossible to continue operating resulting in job losses. Local economy will lose the money spent on accommodation, food, entertainment etc from visitors to the Exhibition Centre (c£5m). Additionally several other local businesses (employing between 50 and 60 people) would be caused significant difficulties by this development.
