Representation Summary:

-The adjacent listed buildings, especially the church would have their setting harmed.
-All facilities of the village are on the other side of the busy A425.
-The 1994 Planning Inspector's report opposed use of the site for houses and WDC strongly rejected the site as well. The national need for housing does not justify a change in policy.
-The main road is congested and also dangerous at peak times. Additional houses would cause an unacceptable increase in congestion/danger.
-The developer's suggested a 'public green space' in front of the church is not adequate especially looking from the church.

-The sites will cause an the increas in traffic onto the A425 Southam Road and access onto this road can be very difficult.
-The blind spot at the junction of Offchurch Lane is a consideration, especially when you try to access from School Lane to go to Southam.
-The White Lion Public House has cars entering and leaving all day which could be dangerous.

Respondent: Save Raford Association - Petition

Number of people: 267

Agent: Mr O.H. Aries

Representation Summary:

-The site is the most beautiful part of the village. Development and new roads will devastate the views and settings of St Nicholas Church and Church Fields, which are crucial to Radford Semele's identity. Development would make the village appear as another suburb of Leamington Spa.

-The Village Fields are the last remaining open space within the village. They provide an important balance to historic and future housing development.

-As part of the Church restoration, the vista to the church from Southam Road was a key aspect. Efforts to preserve the view will have been wasted should development go ahead.

Full text:

The East of Church Lane site (Site 1) is the single most beautiful part of the village of
Radford Semele.
It has existed almost untouched since the Middle Ages - building on it will remove a
part of the Village enjoyed by Villagers and tourists.
The Village Fields are the last remaining open space of its kind within the village
providing an important balance and place of beauty to balance housing development
both historic and that planned for the future.
Building will destroy the setting of St Nicholas Church, a Grade 11 listed building that
has been a focus for village lives for hundreds of years. Views from the Church
would be devastated with views over open countryside replaced by a view on a high
density housing estate.
The Church has only just been restored after nearly 5 years and is beginning to recongregate
and be utilised as a wedding and funeral centre. In conjunction with
English Heritage, the vista to the Church from Southam road was a key aspect
considered in the rebuild of the church with specific requirements to maintain a
replicated elevation during restoration. This elevation will largely be lost if
development is allowed and will mean expense was made to preserve a view that
will no longer be seen or needed. That calls into question why such a demand was
made at all.
Traffic chaos will result from widened roads, new traffic lights or roundabouts at the
junction of Church Lane, School Lane and Southam Road. Changes will be required
to provide access to the site that will turn the village into a car park at peak times.
If Housing proceeds new roads will need to be built across the Church Fields. The
open view of the countryside will be replaced with traffic queues and the vista into
the Church will be destroyed by enlarged road and by streetlamps.
Development in these open fields will remove the identity of the Village - the Church
creates a perception of us as a Village. Hiding it behind a housing estate will make
us appear as just another suburb of Leamington Spa.
Building will take away the beautiful setting of the Village Pub. The White Lion is
enjoyed by villagers and tourists attracted by its setting opposite the Church Fields.
The setting will be lost, placing jobs and the future of the White Lion at risk. Pubs are
closing across the country - why put ours at risk of in turn itself becoming another
housing estate?
The village will naturally expand over the years. Why build on a place of beauty in
the centre of the Village that can never be replaced when other areas will be built on
later?
People across Warwickshire recognise and define Radford Semele by the beauty of
the Church Fields and open countryside. Replacing the Church Fields with a housing
estate will remove this Village identity.
The site to the East of Church Lane is not best place for access to local village
services and amenities and is separated from the main village by the busy A425
road . Being divorced from the village will result in widespread use of cars to get to
and from this site further exacerbating traffic chaos and pollution levels along the
stretch of road near to the Church.
No one in the Village was consulted on this site and our democratically elected
Parish Council was ignored. The site was imposed on the people of the Village by
those who do not live here or understand our way of life.
The Council must seek alternative ways to provide additional housing in Radford
Semele.
Stop the plans to promote the beautiful fields ("Site 1 East Of Church Lane") as a
housing estate. This land provides a setting for St Nicholas Church, a medieval
Grade 11 listed building in Radford Semele.
I want the Warwick District Council (WDC) to reject the Church Fields as their
"Preferred Development option" for building a housing estate in Radford Semele as
put forward in their Local Plan Consultation 25th November 2013-20 January 2014.
I want WDC to place the Church Fields into an "Area of Restraint" and look at
alternative ways to provide for additional housing within Radford Semele.
I support fully the wishes of this campaign petition.
Sincerely,

Representation Summary:

-Support some housing development on Site 1.
-A road re-alignment and traffic lights/roundabout at the junction of School Lane/Southam Road and Church Lane would solve many traffic flow problems. It would slow down the traffic that consistently persists on travelling through the village at speeds of in excess of 30mph.
-Does not extend the village envelope.

Representation Summary:

-Listed Church and its setting are crucial to the local heritage.
-Fields provide natural drainage.
-This open space has been seen necessary to maintain a 'planning balance' and other sites in the village have been developed to protect it.
-Proposed development would monopolise the view from all directions and be an eyesore.
-1994 Planning Inspector's Report found development of the site to be unacceptable.
-Area between Offchurch Lane/School Lane and Church Lane is congested during peak times, adding another road and widening Church Lane is not viable and impractical.
-Traffic controls would be detrimental to the look of the village.

Representation Summary:

-Located on a single site is excessive and will change the village irrevocably.
-Will increase traffic problems with accompanying safety issues.
-Increased levels of pollution (especially from slower morning/stationary traffic).
-Development would greatly restrict the open view to the church and rural landscape. WCC already objected to development on Sites 2/3 because of visual impact.
-Sites 2/3 have been objected due to traffic problems. It is a greater problem for Site 1 as five roads exit onto A425. There is also a pedestrian crossing, bus stop and pub access.
-100+ houses in Radford Semele cannot be sustained by the village.

-The beauty and tranquillity of the church will be lost for ever.
-WDC has a duty to protect the historic setting of listed building under the Planning Inspectors Report 1994. Development would be incongruous in the setting of a listed building.
-The recent church restoration completed in 2013came at a great cost.
-Potential Civil War archaeological remains.
-Land has been cultivated to a high standard, contributing to reduction in importance, job and tax.
-The ribbon properties on Offchurch Lane are not a natural fit with the proposed development.
-Serious sewage and drainage issues have affected School Lane and Church Lane.

-Resources have been committed to tree planting to enhance the visual surrounding of the site, should the development be approved these would disappear from view.

Representation Summary:

-Area is by far the most sensitive location in the village.
-The highway conclusions presented by the local authority are based on partial work and studies that are disparate to the more detailed studies of the promoting developer. There is the risk that a site is allocated on the false premise of a highways solution that is not achievable, and then condemns the village to a development that will need to use a far more unacceptable access.
-Feature of the village would be ruined by significant infrastructure upgrades needed to sustain development.
-There are much less sensitive sites for housing.
