The vision and strategic objectives are good but please note that building on green belt land in SG06 would undermine two of the principles:
“A healthy, safe and inclusive South Warwickshire – enabling everyone to enjoy safe and healthy lifestyles...”
- SG06 offers 22m of footpaths per hectare (well above the 16m/h average for the West Midlands Green Belt). These are well-used by people from across the area and benefit both physical and mental wellbeing.
“A biodiverse and environmentally resilient South Warwickshire.”
- SG06 is high quality agricultural land, much of it Grade 2. The hedgerows and wildlife support biodiversity.

A lot of words and hollow dreams,
services are already poor in and out of studley with limited bus services, if these were in place, proven to be affordable and reliable then alternatives to every home having two cars could be considered.
This report comes across as idealistic without evidence and or understanding as to how to make the strategy work. Current track record is poor, burdening the local environment with thousands of more homes more commuter traffic isnt green or biodiverse.
How much money was wasted with contracted services to print such long documents that add little value?!

I agree with the objectives, which are well written. I do have concerns which I will briefly list here but will probably repeat later. I am strongly against new development in green belt.
Prefer brownfield.
Concern over new housing adding to flooding risk and infrastructure being able to cope with sewage.
Concern that infrastructure done as an afterthought when it should be before or during development. This would include new schools, play areas, green areas and parks as part of development, doctors and hospitals. More affordable housing and starter homes.
Hope these comments is in correct place.

The objectives still lack any detail or explanation as to how they would be achieved or how they would be funded and are therefore little more than platitudes.

The idea that developments will not cause an increase in Carbon emissions is patently absurd unless the buildings are not going to be occupied by people who eat, breathe, travel and consume. Every additional resident will result in an increase in carbon emissions irrespective of how good the developments are.

The objectives are also completely at odds with the actual proposals to build on and destroy large swathes of the Green Belt

"Protecting what already exists and maximising opportunities for enhancement including improvements to the green space network through tree planting and other biodiversity initiatives."

This is diametrically opposite to the proposals contained within the plan to allow building on and the destruction of large swathes of the green belt around Leamington Spa. Planting a few trees will in no way compensate for the losses that will result from this environmental vandalism.

Whilst I agree with the proposed objectives, I have to note visible absence of objectives related to agricultural sustainability and importance of maintaining and supporting local food production, given the fact that we are a rural district. In South Warwickshire agriculture uses 76% of the land and plays an important role in the local economy yet there is no mention of it as a strategic objective. It would have been helpful to include objective that sees South Warwickshire supported to increase its food production.

St Philips support the proposed Vision and Strategic Objectives for South Warwickshire but are disappointed by the omission of unmet housing needs from neighbouring authorities which undermines the plan's adherence to the NPPF. The SWLP needs to address the substantial unmet housing demand in the Greater Birmingham and Black Country Housing Market Area. Strategic Objective 2 should explicitly recognise this issue to ensure a positive approach to addressing cross-boundary housing needs.

I support the objectives expressed, but they do not apply to West of Studley Parcel SG22. There is no local capacity available for the proposed huge increase in population; doctors and schools already have waiting lists, there is no 6th form or college, no NHS dentist. No local work. No local transport. The land is fertile, farmed greenbelt, widely used by the local community for walking etc. There are deer on that land. Air pollution is already high in the village. How can you enhance and increase access to green spaces by building on them?

Wates Developments support the vision and objectives of the SWLP, particularly Strategic Objective 4, which aims to enhance job opportunities in South Warwickshire's diverse economy. This aligns with the NPPF's emphasis on fostering conditions for business investment. We believe that allocating land for employment will create local jobs, especially with the planned growth of 54,700 homes. This will also reduce out-commuting. Wates Development supports Strategic Objective 3 to ensure suitable infrastructure. SG15 is a strong candidate for strategic growth and is straightforward to deliver as there are only three landowners. Allocating Coppington Farm as part of SG15 would help meet the vision and support the planned growth of University of Warwick Wellesbourne Innovation Campus. Additionally, we endorse objectives 5 and 6 and the overarching principle of achieving a "Climate Resilient and Net Zero South Warwickshire". Our proposed site would aim for BREEAM Excellent.

I have completed my comments on the various elements of the plan and I want to compliment you on the document. It is very well presented , clearly well thought through, extremely detailed and relevant.
My comment is that it is too long and simply to detailed to properly respond to. I'm retired, used to reading complex documents and have the time and motivation to work my way through it however I suffered from responders' fatigue. How anyone with a family, a job, a carer or a life! Would manage to complete the document is beyond me.
Your objective is no doubt to encourage the greatest number of responses across as many of the topics as possible but not withstanding time constraints would it not have been best to break it down into small sections over time. I do not want to patronise the person in the street, but this document does test your intellect and determination, particularly if attempted even over a few days.
For all that it is an impressive piece of work. Well, done to the team.

Only 37% of consultees supported the Council’s Vision (at the Issues and Options stage). This is not a ringing endorsement of the ‘vision’ as it stands.

Comments were apparently made that:

1. More clarity was needed around the current housing and employment needs,
2. Unmet housing need from other authorities should be given greater priority, and
3. Definitions of "strategic growth" and “sustainable development needs" should be provided.

These are all legitimate criticisms and should be reflected more in the current SWLP. In particular the current Government now attach much greater importance to strategic planning and the value of a formal co-operation between authorities to deliver housing on a wider canvas. This needs to be built into the SWLP more explicitly.

Cala broadly supports the proposals in this chapter. However, unmet need from other authorities should not be left to a later stage of the plan-making process. NPPF Paragraph 1 notes that preparing and maintaining up-to-date plans is important for sustainable development. Also see Paragraph 15 and the reference to up-to-date plans and a framework for meeting housing needs.

Cala is pleased the vision continues to recognise the importance of achieving growth and alongside the five overarching principles on how to achieve this development, the vision represents a clear direction for growth whilst ensuring climate resilience; high quality design; a safe, healthy and inclusive environment; well-connected places; and a biodiverse/ environmentally resilient environment. The overarching vision of ensuring the Districts are great places to live, work and visit, putting communities at the heart of everything reflects chapter 8 of the NPPF, which seeks to promote healthy and safe communities.

Cala would like to see consideration of unmet earlier than suggested in para 3.1. There will likely be requirements from the Greater Birmingham and Black Country Housing Area and to be proactive the Plan should make reference to a realistic level of need to ensure the Plan can meet its housing targets.

I would like to register my views on the South Warwickshire Local Plan.

I live in Newbold Pacey and have done so with my family for nearly 40yrs. We chose to live here because we are surrounded by beautiful countryside and with that comes the most wonderful wildlife. I am now horrified by what could happen to all of this ie: loss of countryside and over development .We do not want to live in an area of industrial and large scale development .A large solar farm has been built on Agricultural Land going down into Wellesbourne, it is nothing but an eyesore. Beautiful countryside covered in ugly glass panels !!!

The road B4087 is already very busy and cannot take more traffic and there is nowhere to widen it. This also applies to roads through Wellesbourne and surrounding areas such as Hampton Lucy and Charlecote. They cannot take HGV’S etc.

The only people to benefit from these projects are the Construction companies. The occupants of the beautiful villages will just suffer !

Please look at the numbers of unoccupied properties in Warwickshire before you start planning for more. I understand the number is considerable. REFURBISH THESE. If building , build on brown field sites not beautiful countryside and farmland. Where are all our crops going to be grown, surely we do not want to import everything? Where will all the wildlife go ? Put solar panels on existing commercial buildings and houses.

How long will Warwickshire be Beautiful !!!!!
