I do not consider that this has been achieved in the development recently built to the south of Leamington - I am very concerned that the poor standard of design employed by volume house builders will just be repeated in any further developments in the future - for example the appalling design of the block of flats at the Wanzl roundabout. A much higher standard is required.

Broadly agree with reservations.
The objectives are sensible but may not be deliverable, as some growth areas contradict them. Overarching Principles and Strategic Objectives add complexity.
Proposed changes:
Add a new overarching principle: A South Warwickshire made of vibrant settlements and communities.
Strategic Objective 3: Infrastructure planning is weak, lacking detail and control at the district level.
Strategic Objective 5: Add focus on brownfield regeneration, grey belt use, and protecting agricultural land.
Introduce Revitalise Town Centres as a new objective, promoting mixed-use development.
Strategic Objective 11: Transport connectivity is critical but beyond district control.

These spatiral objective are integral to the formulation of the spatial strategy and Policy Direction 1.

The plan states that "Five overarching principles will determine how this development is delivered. These could apply anywhere and imply there is nothing distinctly ‘South Warwickshire’ about them. South Warwickshire is characterised by tight urban areas and numerous rural settlements and the policies of the development plan should better reflect that character.
The potential for housing delivery on our clients’ land at Harbury (site ref: 491) would contribute to Government’s objectives to accelerate housebuilding over the next 5 years. The location of the land immediately adjacent the current BUAB for Harbury would also ensure development in a sustainable location.

I am extremely concerned that small rural communities such as ours in Barford will be obliterated and the local area will become one large urban sprawl and the beauty of our county will be lost forever. A Strategic Objective should also be to meet any unmet housing needs from communities elsewhere that cannot meet their needs, where it is practical and consistent with achieving sustainable development. JLR broadly support the proposals in the Vision and welcome the proposal that the Plan will boost the local economy and provide appropriate infrastructure. This is important for JLR to hear from the Councils and gives them confidence to continue their investment in their locations in South Warwickshire at Fen End and Gaydon.
The Vision could be strengthened to reference the continued growth of the automotive manufacturing sector in South Warwickshire. The automotive sector is already contributing to many of the Vision's objectives through its transition to electric vehicle production, investment in workforce and skills, and adoption of innovative technologies.

While I support the vision’s ambition, I cannot broadly support the proposals due to a lack of measurable targets and detail. Key concerns include:
- No clear targets for affordable housing (Objective 2).
- Insufficient focus on brownfield development, risking loss of green spaces (Objective 5).
- No detailed plan for infrastructure to support growth (Objective 3).
- Limited community engagement to protect local character (Objective 7).
I urge the council to set specific targets, prioritize brownfield sites, and strengthen infrastructure planning and community involvement to ensure the vision is achievable and inclusive

The existing growth of in main of our urban and semi urban areas has already placed Hugh pressure on existing infrastructure including medical education and leisure facilities. I have no faith that these will be enhanced to meet the extra let alone the increased demand. Further more the apparent significant expansion into the green belt does not seem consistent with de-carbonisation.

I do not agree with the strategic objective to build so many houses on green belt land. There are brownfield sites (disused airports, suitable land in towns and city centres) that necessitates the demand for urban sprawl.

There has been no road relief within the area. Travelling from Alcester to Stratford, Redditch or Evesham one is very likely to be in a slow moving queue. Not very environmentally friendly. There has been no evidence of biodiverse projects. Alcester is in a flood risk area and the extent of development planned will increase the flood risk. There has been little or no structure to improve this. The environmental agency no longer clear fallen trees from the rivers, which increases the debris and thus flooding risks. The road system is not able to sustain the development

Housing : The need for affordable, family and retirement homes is very clear and should be a priority. A mixture of sizes and types are needed in each area, so that older folk can downsize, releasing family homes, whilst staying in their community.

In Kenilworth they've built the houses first and not the roads. They've got cycleways that aren't used. Speed humps that are unnecessary. It seems that the vanity projects are being done first with no joined up thinking about the continuous lorries, road closures dirt and dust to residents. Prime example again is HS2 stealing our roads and making changes to their plans as they go along.

The vision, principles and strategic objectives require a rethink and it is noted that the vision previously received a low level of support.
South Warwickshire is characterised by urban areas and numerous rural settlements and the policies should better reflect that particular character - the principles could apply anywhere and imply there is nothing distinctly ‘South Warwickshire’ about them.
A major omission is that the vision does not seem to give sufficient emphasis to economic growth.
The over-arching principle should be concerned with supporting infrastructure ‘in the round’ and there should not be undue emphasis on transport as currently stands.

In addition, I would question the sustainability of the proposed locations.
Where is consideration given to the impact of the already agreed developments? Ie. on existing roads and local services? Where is consideration given to how many homes these agreed sites will provide? If these provide sufficient homes for the immediate future, then why plan so far ahead when so much is still unknown? Surely it would be better to wait until the ongoing impact of HS2 is clear, and the impact of the already agreed developments.

More emphasis must be on regeneration and utilising of old buildings plus ensuring that owners of long term empty properties are 'encouraged' through penalties/fines to get them occupied and utilised appropriately. According to the last census there are over 1 million empty properties in the UK and west midlands has one of the highest percentages.
