WPDG is generally supportive of the Strategic Objectives, which will address the key strategic challenges and opportunities for South Warwickshire.
Strategic Objectives 1 and 2
As has been established, the SWLP is proposed to be a two-part Plan in which only strategic sites (i.e. strategic allocations for new settlements and large scale urban extensions) are to be included in the Part 1 Plan. Policies for the consideration of smaller sites specific to the local area (i.e. within and adjacent to existing settlements) are to be provided in the Part 2 Plan. There is a requirement for smaller allocations to meet the identified housing needs in the shorter term and therefore it is considered that Strategic Objectives 1 and 2 will not be realised until after the adoption of the Part 2 Plan.
Strategic Objective 3 is concerned with ensuring development has the infrastructure needed to support the growth in new homes and jobs. In principle this is an appropriate objective to be included in the SWLP, however, we note that the emphasis is on “providing” infrastructure in the right place at the right time. In the interest of supporting the delivery of sustainable development, the SWLP should first support new development in locations that are best able to make use of existing infrastructure.

Solihull welcomes the opportunity to respond to this stage of the Local Plan which sets out the Preferred Options for achieving sustainable growth in South Warwickshire until 2050. This response builds on the comments provided to earlier consultations and focuses on the delivery of housing and economic growth together with our comments on the identification of sites at Hockley Heath (SG24) as a strategic growth location. These comments are also made in light of recent national policy changes set out in the revised NPPF (December 2024).
SMBC has engaged in ongoing dialogue with Warwick and Stratford District Councils and will continue to engage in discussions to ensure duty to cooperate obligations are met as part of the plan making process. The cross-boundary delivery of housing and employment across the housing market area together with the provision of necessary infrastructure is a key element of these duty to cooperate discussions.

Overall, the Cotswolds National Landscape (CNL) Board broadly supports the proposals in this chapter. However, we do have some suggested amendments to the Vision and Strategic Objectives as outlined below.
Vision
In our response to the Issues & Options consultation, we raised some concerns about the opening statement of the Vision - ‘to meet South Warwickshire’s sustainable development needs, while responding to the climate emergency’. We were concerned that the wording used would potentially skew the focus towards meeting development needs rather than ensuring that development was sustainable. However, on reflection, we consider that the wording is satisfactory.
We would still encourage this sentence to make explicit reference to the ‘ecological emergency’, given the huge loss of biodiversity that has been experienced at a global, national and local level.
The Vision has five overarching principles which will determine who development will be delivered. In later chapters, the CNL is addressed under the principle of:
•A biodiverse and environmentally resilient South Warwickshire – strengthening green and blue infrastructure and achieving a net increase in biodiversity across South Warwickshire
Although the CNL only covers a small part of South Warwickshire, its setting covers a much wider area (for example, factoring in the 3km buffer zone that is advocated in the draft Plan). The CNL, as with all National Landscapes, is an area whose distinctive character and natural beauty are so outstanding that it is in the nation’s interest to safeguard it.2 Relevant authorities, including the South Warwickshire Councils, have a statutory duty to seek to further the purpose of conserving and enhancing the natural beauty of the CNL.3 Therefore, the purpose of conserving and enhancing the natural beauty of our most important landscapes should be explicitly addressed in this principle.
Recommendations
We recommend that the end of the opening statement should be changed to:

We are especially supportive of Strategic Objective 9: Enriching the tourism potential which seeks to enrich the quality of the visitor experience through the wealth of cultural, heritage and countryside assets that the area has to offer. The places the National Trust care for are some of the most important historic sites in the region which present enormous opportunities for tourism potential.

Vision
Five overarching principles for the plan which are pursuant to the vision are listed. Notably, these do not fully align with the draft vision, and this must be addressed. Indeed, none of the principles refer to the delivery of “homes and įobs”, despite the provision of new housing and economic growth being key to the achievement of sustainable development, as highlighted in Paragraph 8 of the NPPF. In order to ensure that the vision and its five principles are positively prepared and consistent with national policy, which emphasises the importance of planning to meet an area’s objectively assessed needs, it is imperative for reference to be made to this, to then feed into the Strategic Objectives which follow. These do reference housing and employment (SO 1, 2, and 4), but have no direct link to the five principles as drafted.
The selected spatial growth strategy, ‘Sustainable Travel and Economy’, should also be referred to, and woven into the other principles, as this strategy is now a fundamental part of the SWLP and the vision for South Warwickshire, which will shape the strategic objectives and policies in the plan.
The vision and first of the five principles place a significant emphasis on responding to the climate emergency. Although this is supported in general, it is important that this does not dominate the Vision and Strategic Objectives of the SWLP to the detriment of delivering a balanced, sustainable strategy which achieves the delivery of development to meet identified needs.
The second principle refers to creating a “beautiful” South Warwickshire. Whilst this aspiration is supported, and there is some reference to “beauty” within national policy, including in Paragraph 131 of the NPPF, there is concern that this is poorly defined and will need to be supported by more detailed guidance on what beauty means in practice.
Strategic Objectives
The twelve Strategic Objectives are comprehensive, covering the social, economic, and environmental dimensions of sustainable development set out in Paragraph 8 of the NPPF. It is thus considered that they are consistent with national policy.
