Object on the grounds of impact on the rural environment (open valley, woodlands, ecology); potential for this to lead to a sprawling settlement; insufficient capacity in local services (schools, doctors etc); increased traffic; impact on the local economy and likelihood that local businesses would have to close and impact on archeaology

Full text:

I wish to object to the use of this site, for the following reasons:
Rural Environment.
The natural open vista of this valley is outstanding in its current format. To approve this site,in the short term, would lead in the long term to a huge sprawling settlement thus totally destrying the natyral environment, including the wild life and protected woodlands.
Local Amenities
There is not enough spare capacity at the local school and doctors' surgery to cope with this additional influx. No doubt extra bus services would have to be provided as well
Travel
Increased road traffic, particularly HGVs,have been noticeable in recent times. This development would make matters worse and lead to new road layouts to cope.
Local Economy
This site would have a negative effect on the local economy. Existing business would have to close and significant job losses would follow.Knock on effect of this would be a serious loss of financial contributions to the local economy.
Local Archaeology Register
Items of ancient pottery have been found on this site in recent times. Also at one time the land was the site an Historic Toll road

I trust this Objection will be printed off and added to others you may receive in respect to the GT02 site.
In response to your requests for general comments on other sites, may I suggest the ideal site should be sized to suit the numbers of pitches you plan to provide. This in turn should have ,where possible, natural or existing boundaries ie hedges, tree lines and roads.

Object to this proposed site as other sites more appropriate.

Site fails the Council's criteria as there is a viable business on site that brings money to area and would be adversely affected. Site lies in valley so clearly visible from surrounding areas. Roman road is of significant historical interest. Fosse Way has numerous dangerous road warning signs.

Dear Sir,

Having read your published information about proposed gypsy and traveller sites, I must object to the proposed site GT02 (Fosse Way - Warwickshire Exhibition centre.

This site would appear to fail your own criteria in that it is on the site of a viable business that brings money into the area, and would be adversely affected. The site would be clearly visible from surrounding areas, as it lies in a valley, which is of significant historical interest, being a roman road, and which has very dangerous roads (you have numerous warning signs of the dangers of the road)

As such I feel you should cease considering this site, and concentrate on the sites more appropriate.

Sites GT17 and GT18 seem particularly appropriate to travellers

As a comment I do feel it is a tad misleading to produce a glossy brochure on the subject depicting Gypsy sites with images of touring caravans on a holiday caravan park - the truth of gypsy sites is generally very different.

Representation Summary:

Objects to GT02 on the following grounds:
*Warwickshire exhibition centre is a thriving business which will be destroyed. The loss of employment will harm other businesses and bars and shops which rely on trade from visitors to the centre.
* the nearest GP surgery is full to capacity the next is 5 miles away. The primary school is nearly at full capacity.
* It will not be safe for children to leave the site due to the lack of footpaths, the only bus stop does not have pavement to reach it.
*The site is on a high risk travel route with more than 12 serious accidents in the last three years. Cycling is particularly hazardous on this route. Additional use of adjacent roads by gypsies and their vehicles will simply increase these dangers
* The site could be integrated into the landscape without harming the character of the area, wildlife and adjacent ancient woodland and archaeology.

Ref: Gypsy and Travellers Site Options, Site GT02. (Warwickshire Exhibition Centre, on the junction of Fosse Way and B425)

I am writing in response to Warwick Council's plans for a Gypsy/Traveller site at the Warwickshire Exhibition Centre. I wish to REGISTER MY OBJECTION to these plans for the following reasons:-

Warwickshire Exhibition Centre is a thriving business employing up to 40 people, contributing a substantial amount of money to the local economy each year. THIS BUSINESS WILL BE DESTROYED if your plans go ahead with subsequent loss of those jobs. This will in turn harm the local economy regarding businesses such as restaurants, bars and shops which benefit from trade from visitors to the Centre with the subsequent loss of employment of local people. I understand that the Exhibition Centre has lost prospective business already because of the proposed plans.

This site is not a suitable location for a gypsy/traveller site, the nearest doctor's surgery is full to capacity and the next nearest available surgeries are almost 5 miles away. The local primary school is almost full to capacity. IT WILL NOT BE SAFE FOR ANY CHILDREN to leave the site unattended, as there are NO FOOTPATHS OR CYCLEWAYS, it will even be dangerous for adults to use adjacent roads on foot or cycle. The only bus stop is on an overgrown grass verge on a busy commuter route with no path or pavement to walk on. The site is on a high risk travel route with more than 12 serious accidents in the last three years. Cycling is particularly hazardous on this route. Additional use of adjacent roads by gypsies and their vehicles will simply increase these dangers

The site could not be integrated into the landscape without harming the character of the area. The visual impact across the valley gateway to Leamington and Warwick will be substantially impaired whilst the damage to wildlife habitat with the site adjacent to protected ancient woodland would be considerable. The site is also on the Archaeological Register with ancient pottery recently found and is also on an Historic Toll site from mediaeval times.

WARWICK COUNCIL HAS SURELY NOT DONE ITS HOMEWORK THOROUGHLY ON ITS PLANS FOR THIS SITE. IT IS TOTALLY UNSUITABLE WITH NEGATIVE KNOCK-ON CONSEQUENCES FOR THE WHOLE LOCAL COMMUNITY. WARWICK DISTRICT COUNCIL SHOULD NOT ALLOW THIS UNACCEPTABLE PLAN TO GO AHEAD .

Objects to sites GT02, GT03 and GT04 on the following grounds:
* New housing is already underconstruction in Bush Heath Lane, Harbury
* The school is at capacity
* The roads servicing all three sites are busy and dangerous and subject to numerous serious accidents
* HS2 will bring disruption, noise and loss of countryside
* Harbury is under the flight path to Birmingham Airport
* Residents have to put up with unpleasant smells from local farms and infill
* Would put further pressure on the doctors surgery
* Is a safe community for residents
* Cyclists and horse riders can use the village roads without the risk of too fast traffic.

Full text:

We would like to register our strong objection to the above proposed sites for gypsies and travellers for the following reasons:
1 There is a new housing development currently under construction in Bush Heath Lane, Harbury.
Phase One, 20 houses completed 12 months ago.
Phase Two, a further 27 houses under construction at present.

2 The school is at full capacity. Our own grandson was refused a place in September 2011, A private taxi service had to be arranged to take him to school in Bishops Itchington.

3 The roads that would service all three sites are very busy and dangerous and there have already been numerous serious accidents. There are road signs in the area pointing out the statistics.

4 HS2 will bring disruption, noise and loss of countryside to the area.

5 Harbury appears to be under the flight path to Birmingham Airport with frequent aeroplane noise day and night
This will worsen as the airport is currently under expansion.

6 Residents have to put up with very unpleasant smells, almost gagging at times, from local farms and the landfill site.

7 A Gypsy/Traveller Site would cause further pressure on the Doctors Surgery.

8 Residents watch out for each other and whether young or old feel safe and enjoy being part of the community.
Seniors citizens feel confident to leave their homes to visit the shop or the library or just get some exercise.

9 Cyclists and horse riders of all ages can use the village roads without the risk of too fast and excessive traffic.

10 The above points are just some of the added pressures on the village at present and any of the proposed sites would add further unacceptable difficulties for Harbury and its infrastructure.

I am mailing to register my strong objection to the above proposal GT02. I believe that that this proposal is inappropriate for the following reasons:

1) Impact on Local Economy
If the plan goes ahead, it will result in the closure of the Warwickshire Exhibition Centre
The Warwickshire Exhibition Centre has lost prospective business already
During Exhibitions, up to 40 jobs - now at risk - are provided for the local community
An economic impact assessment submits that the exhibition centre contributes more than £2m to the local economy each year, with knock-on business at risk
2) Access to Local Amenities
The nearest doctor's surgery has no capacity for the influx of new patients
The next nearest available doctor's surgery is almost five miles away, with no direct bus service
3) Travel
The Site is on a High Risk travel route with more than 12 serious accidents in last 3 years
The adjacent bus stop is on overgrown verge, with no pavement, potentially dangerous
No path or pavement to walk anywhere and cycling is dangerous on busy commuter routes
4) Historic Environment

The Land is on a Historic Toll site from mediaeval times
5) Rural Environment

Damage to wildlife habitat, site adjacent to protected ancient woodland

I trust that my objection will be taken in to consideration during the site selection decision making process

Representation Summary:

Local GP surgeries are either full or not served by public transport meaning no convenient access.
Radford Primary School is almost full and will be oversubscribed if the proposed new houses are built in the village. Harbury Primary School is also full.
The public transport is satisfactory but residents are likely to use their own transport. There is a bus stop on the B425 but no pedestrian links from it to the potential site.
Site will generate hundreds of traffic movements daily adding to peak time delays on a fast road that is designated a High Risk Route by the County Council. Being on the junction of two major roads the access may require highway improvements but it's unwise to introduce more traffic here. Also any new bus shelters, pedestrian crossing, street lighting etc will add to the urbanization of the area.
Fosse Way a very busy main road which creates the potential for noise and disturbance to site residents
Site has no mains sewerage, drainage or gas and only a limited rural electricity supply line so fails to meet the Council's site requirement criteria.
At this point the Fosse Way is on its original alignment so considerable archaeological remains will be destroyed as previous remains have been found locally. Therefore it's important that archaeology and heritage of the area can be recovered and safeguarded prior to any site works.
The proposed site will cover 0.8 hectare (8000 m²) which is four times the size of the Exhibition Centre and could increase if working space is also included. The large number and variety of caravans and vehicles in the bottom of the valley cannot be integrated into the landscape without harming the visual appearance and character of the area. Also the historic traditional Woodlands provide habitat for birds and small mammals (Pipistrelle bats, great crested newts) and would be greatly affected by the site and possible intrusion and activities of younger residents.
The village of Radford Semele over 1.5 miles away and there is a very small community in Fosse Way (20 houses) within half a mile of the site. The 120 residents on site will absorb rather than integrate with this small local community so will not encourage peaceful and integrated co-existence.
The proposed site has no mains sewerage, drainage or gas and the electricity supply is a limited rural line which will possibly need upgrading to an increase in demand.
The perception of the site will impact on the Warwickshire Exhibition Centre which is likely to lose events and make it impossible to continue operating resulting in job losses. Local economy will lose the money spent on accommodation, food, entertainment etc from visitors to the Exhibition Centre (c£5m). Additionally several other local businesses (employing between 50 and 60 people) would be caused significant difficulties by this development.
Unauthorised expansion from the site onto agricultural land could mean contractors would not risk tractors and equipment and together with crop damage and possible rubbish deposits could result in the land becoming unsightly and unfarmed.
Fosse Alpaca and Kune Kune Pigs are located close to the site, and it is important to protect the animals from diseases (foot and mouth, bTB and Parro virus) which can be spread by human trespass and unvaccinated dogs. The animals graze on fields between the site and the Grand Union Canal.
The site will be major invasion into the openness of the countryside and will be an irreversible urbanisation of the entire area and make further 'ribbon' development harder to resist.

Gypsy and Traveller Site Options response to Site GT02

I AM OBJECTING TO THE PROPOSED SITE GT02 ON THE FOLLOWING GROUNDS:

1. ROAD NETWORKS, POOR TRANSPORT AND HIGH DANGER ROUTE---the B425 and the A425 are extremely busy roads and have been the scene of many serious accidents in recent years. With local large businesses such as Jaguar land Rover at Gaydon the roads around the proposed sites are exceptionally busy at peak morning and afternoon times when children from the sites would be being taken to and from schools. Cycling is also very dangerous as both the B425 and the A425 are narrow which means very limited space for cyclists. Bus stops around the area (what there are) are also situated in dangerous places. Walking to local schools (no pavements for walkers) would be impossible without a risk to the road walker.
2. GP SURGERY, SCHOOL & PUBLIC TRAMSPORT.—the local GP is around 4 miles away from the propose site and is very much over subscribed at the present time. There is no bus service to/from this surgery. The local NHS Hospital at Warwick is over 6 miles away from the proposed site. The local primary school would mean necessary transport which would prove a problem—see 1)
3. LOCAL BUSINESS---the proposed site would mean the loss of a new and successful exhibition centre. This is at present generating an income of £2m as well as providing jobs and business for shops; pubs etc. 40 + people are employed from the local community when exhibitions are taking place. 12 exhibitions have taken place in 2013 + another 14 booked for the remainder of the year. Already 19 are booked for 2014. Plans and predictions for the future of this centre are considerable--£4m by 2017.As a local business person myself I feel VERY strongly that this business should NOT be allowed to be lost to the local---and Warwickshire community.
4. LOCAL LANDSCAPE---the sites are situated in a valley so screening without harming the character of the area would be impossible. This would mean that id would be visible from all aspects due to the lay of the land.
5. SCHOOLS---the nearest primary school is 1.5 miles away and is nearing capacity—considerable transport problems—see 1). Secondary schools -Southam and Leamington are both 4 miles away.
6. UTILITIES---no drains, gas or rural electricity supplies. Broadband is lower than national standard.
7. HISTORIC ---this being an ancient Roman road . Warwick District Council names it on their archaeological register. In medieval times the site was an historic Toll Site and ancient pottery has been found in surrounding land.

CONCLUSION
The development of GT02 has a Gypsy and Traveller site will have significant impact in terms of
Loss of employment
Loss of contribution to local economy and support of surrounding businesses.
There is considerable lack of access to local amenities.
It has poor public transport and is a High Danger route.
The environment has historic value and with visual impact due to the lay of the land.

This site fails to meet the councils Local Plan Requirements & its preferred options because-
The GP Surgeries in Bishops Tachbrook & Whitnash are at capacity and would be unable to cope with an influx of new patients.
The primary school in Bishops Tachbrook is already oversubscribed & the Catholic Primary in Whitnash, St Josephs' has even had to turn away Catholics with siblings already at the school as it has such a high application rate.
Also the educational needs of many of these children will mean that should a place be found at a local school they will need additional help to catch up, and this should be provided. Is the council going to supply additional funds to help support these children's needs? Given that the parents of many of these children are unable to read & write themselves they are not in a position to help children with their own learning and this identifies yet another pressure point. As an adult not being able to read & write seriously narrows down the type of work you would be able to apply for, there are no employers within in the village of Bishops Tachbrook therefore there is no immediate local economy for them to join with. Most villagers have to commute to work.
There is no Dental care in Bishops Tachbrook.
There are no pavements between the proposed site and the village and this would be a great danger especially during peak travel hours and school run times.
There are no bus stops and no safe place for a bus stop to be put in.
Additional traffic at the junction of Mallory Road & Banbury Road would put too much strain on an already busy junction onto a road where cars are travelling at speed, because of the north and southbound approaches to junction 13 of the M40. This is not an easy junction to get out of especially if you have to move slowly due to pulling a trailer or caravan.
This plot does not have any Provision of Utilities
Given the proximity of 50mph roads next to this site what are the provisions for the safety and security of both people & animals? For instance a horse on the Banbury Road especially a loose one could end in fatalities.
.
It states in your Sites for Gypsies & Travellers page 9 last bullet point on section 7.4 the site should reflect the extent to which traditional lifestyles ( whereby some travellers live & work from the same location hereby omitting many travel to work journeys) can contribute to sustainability. Bishops Tachbrook & Whitnash would not be able to offer any traditional forms of income for travellers or gypsies. Next to this statement is an image of a draught horse. We are not a horse based community so farrier's would not be able to make a living here. Also my understanding is that traditional forms of employment also include door to door sales and this would be in stark contrast to advice given by police not to buy from door to door sales people. I fail to see how our community can support the traditional lifestyle of travellers.

The proposed location is not in an area that can be integrated into the landscape without harming the character of the area which is stipulated as a Site Requirement within the WDC Consultation Document.
There is a potential visual impact on the approach to historic Warwick. This will damage the Tourist Industry which accounts for a large proportion of business transactions for both Large and Small & Medium Enterprises alike.
Therefore a site in this location will put undue pressure on local infrastructure & services.

I picked up the council's document "Sites for Gypsies & Travellers" Local Plan helping shape the district.
How is it those 15 sites are all placed south of Warwick & Leamington? The small village of Bishops Tachbrook has 6 of these within a mile of it, 2 are on its immediate doorstep. Potentially all of these sites could be approved and the very nature of our community and how the approach to our village would look would be irrevocably changed & the effect would be devastating to our way of life. This is not acceptable nor a reasonable request for the council to make.
There is no statement from the Gypsy Council of Great Britain or any other organising body on behalf of the Gypsy & Traveller community, within your brochure/document, that they wish to join our community in Warwickshire or anywhere else. Odd that. Perhaps this is because they have no desire to permanently live here? What evidence does the council have that the gypsy & traveller community wish to use these sites as a permanently settled site with a fixed maximum number of 15 Pitches? You also do not state how many people are able to live within a pitch or who is responsible for the site. Due diligence has not taken place here. I appreciate that you state the Regional Spatial Strategy & commissioned Salford University to produce a report but you have failed to put any meaningful back up data into this document. Therefore I have to question the validity of the study as you have not put it in the information you are handing out. Where is the proof that so many sites are needed? Much needed data is missing here & the council are remiss in leaving it out.
You also state that the Gypsy & Traveller Accommodation Assessment shows a need for 31 pitches, 25 within the first five years & a further 6-8 transit pitches over the Plan period. Yet the brochure you have produced is only showing 19 of these. Why are you not identifying where all these sites will potentially be? Are you planning to use these larger identified areas to put up multiple sites? Please be clear & honest!

Your brochure has not been laid out in a way that makes for easy & understandable reading. For instance sites GT05 & GT09 in reality face each other on opposite sides of the Banbury Road yet in your document the numbers on the map are shown as far away from each other as possible and are shown in map form pages apart from each other & at different scales & angles. This also occurs for site GT06 which is opposite GT09. You are failing to make your documentation easy to read & this is inexcusable.
Also the images you are using on your front cover, page 3 & page 4 are clearly stock images of holiday camping sites. They are not permanent sites and they are certainly not Gypsy & Traveller sites. Why is the council not using real images from existing successful sites to give an honest & truthful photographic representation of how these sites will look?

I attended the public meeting at Whitnash Primary School recently regarding the Local Plan. I have never attended a public meeting before & went with the idea that WDC & our local councillors would be working for the benefit of our community. Unfortunately when I left the meeting & on reading the documents I felt very disillusioned. The lead spokesperson for the council gave a long and drawn out introduction implying that we were all prejudist against the traveller community. I found it offensive, ill advised and very condescending. Where I appreciate all the hard work & effort that council employees put in and I appreciate that the directives regarding The Gypsy & Traveller sites are coming from 10 Downing Street and not Local council I found the attitude of the councils representatives quite staggering. The gentleman representing The Highways Agency had clearly not received any training in how to speak to people. He was interrupted at one point by a lady at the back of the hall who asked a question relevant to the comment he had just made. The gentleman from the Highways agency then lost his temper and threatened not to give us any information if he was interrupted again. I found this to be highly unprofessional and suggest that that gentleman needs to learn the difference between a heckle and a pertinent question. And for the record that lady asked 3 questions, non of them were answered. I was left wondering if this was because she didn't appear to be a councillor.
I also thought I was attending a public meeting but it appeared to be that the vast majority of people who were handed the microphone were councillors. I am very glad they were there but surely this was a place for the general public to have the chance to speak and to ask some questions supported by councillors?
Many people left that meeting about halfway through as they felt their voice was not being heard by the council. I found the whole experience depressing and frustrating. The gentlemen from the council set out their stall as a "you & us" situation and they seem to of forgotten that actually we are all supposed to be on the same side! We are able to understand directives from Downing Street and we should be questioning decisions that are projected onto our lives. Surely this is democracy? That meeting felt like the council had attended just to tick the box and that what they were suggesting should just be signed off. I am truly appalled.

Dear Sirs

Proposed sites for Gypsies and Travellers

I wish to object against the proposal site GT02 Land near the Fosse Road at its junction with the B425 for Gypsies and Travellers.

My comments and concerns are as follows: -
1 Access to Local Amenities:
The doctor's surgery at Harbury has no capacity for the influx of new patients and they would have to use the facilities at Radford Semele which is also full.
The nearest primary, junior and secondary schools are already full to capacity.

2 Travel
The site is on a High Risk travel route on the Fosse with more than 12 serious accidents in the last 3 years.
There is no path or pavement to walk anywhere - either on the Fosse way or into Ufton - and cycling is dangerous on the busy commuter route.
Children cannot be allowed on a busy road to wait for transport to school.
.
3 Rural environment/Other
The proposed site has no mains gas, mains sewerage or drainage. It is a low level site with problems of flooding causing problems with sewerage etc.
There would be damage to wildlife habitats.

There are many other issues already listed in my objection including local businesses mainly the Exhibition Centre and local farms, archaeology and heritage, urbanisation agriculture and rural landscape. The Site is also close to the Fosse which is an archaeological site from the Roman times.

Is it not possible to find some brown area sites that would not take away from prime farm land and also brown area sites that would not involve the danger from speeding traffic, flooding etc to put the lives of any children and families on this site in danger?

Re: Proposed Gipsy/Traveller site GT02 at the Warwickshire Exhibition Centre
I am objecting to the proposal on the following grounds:
1. There is no question that with the site the Exhibition centre would become unviable and the unacceptable damage this would mean, not only to the owners of the business but also to the staff and the local economy is self evident.
2. The Fosse Way is known to be a dangerous road for both traffic and pedestrians.
3. The site would seriously detract from the visual amenity of an area of natural beauty. No amount of screening would hide the site from the Ufton and Radford approaches.
4. Access to schools and a GP is significantly limited. Distances are beyond any reasonable measures. Further it is my understanding that such institutions in the vicinity are close to, if not beyond, capacity.
5. I understand that the proposal has been made in the belief that the site has no historical significance. The Fosse Way itself defies that belief.

Ill placed for local amenities; nearest GP surgery has no capacity and nearest available almost 5mls away with no bus service.
Archaeology on site.
Will be detrimental to visual amenity of rural area and destroy gateway to Leamington and Warwick as well as wildlife habitat and adj to protected ancient woodland. Will blight area and landscape.
Site adj The Fosse unsuitable for occupation. Isolated rural area.
More suitable locations should be investigated with local infrastructure, and better access to transport. Will not promote peaceful and integrated co-existence. Travellers stays will be temporary.

Full text:

Dear Sir/Madam
Proposed Travellers' Sites by Warwick District Council
I have considered the proposed sites for the Travellers' Sites by your Council and, in particular, those numbered GT02, GT03 and GT04.
I am incredulous that Warwick District Council would consider the compulsory purchase of Site GT02, the Warwickshire Exhibition Centre, for this purpose. Apart from the significant impact this proposal would have on the property owner's home it has, potentially, significant implications for the operation of the Exhibition Centre which existence will be at the risk of closure if the scheme proceeds. It is my understanding that the mere suggestion of the local authority compulsorily acquiring this site in order to accommodate Travellers, has been sufficient for the Exhibition Centre to lose prospective business opportunities. The implications are self-evident in the potential loss of forty jobs for the local community being placed at risk. Warwick District Council should factor this issue into its calculations when giving further consideration to this proposal and have regard to the fact that an economic impact assessment submits that the Exhibition Centre contributes more than £2 million to the local economy each year, with knock-on business at risk and this at a time when the country desperately needs local investment.
The site is wholly inappropriate in that its proposed position is on a High Risk travel route with more than 12 serious accidents in the last three years; the adjacent bus stop in on an overgrown verge, with no pavement and is potentially dangerous. There is no path or pavement to walk anywhere and cycling is dangerous on busy commuter routes.
Has the Council considered that in close proximity to this site HS2 Ltd proposes to construct a tunnel portal and a twin-bored tunnel under Long Itchington Wood along with all that entails including a construction site compound, providing the site with office and living and welfare accommodation and parking. The compound would provide administration and support facilities for the majority of the Proposed Scheme in the area. The adjacent areas would be used for the temporary storage of any topsoil stripped as part of the works. A material reprocessing facility would also be located within the site compound for recycling demolition materials and aggregates for re-use (crushing, screening and grading plants). Therefore, in addition to the air pollution generated by the usual vehicles using The Fosse, which will impact upon those living on the site, there will be noise and air pollution arising from the construction works conducted by HS2 Ltd and the proposed tunnel workings will be active 24/7, in addition to the significant number of spoil carrying lorries and other earth moving equipment.
The proposed site is ill placed for access to local amenities in that the nearest doctors' surgery has no capacity for the influx of new patients and the nearest available doctor's surgery almost five miles away with no direct bus service.
The proposed site is listed on the Archaeological Register with Ancient Pottery having recently been recovered and the land is on a historic Toll site from medieval times.
The proposal, which suggests a site for 15 Travellers' families along with caravans, trailers, trucks, vehicles and lorries, etc will be detrimental to the visual amenity of this rural area destroying the visual impact across the valley gateway to Leamington and Warwick not to mention the damage which will be caused to wildlife habitat, and the fact that the site is adjacent to protected ancient woodland. It will simply serve to blight the area and the landscape.
As for the proposed sites GT03 and GT04, these again are sited next to The Fosse and it strikes me that neither they nor site GT02 are in any way appropriate for the occupation of Travellers and their families. They are isolated rural areas and if Travellers sites are needed then it would seem that more suitable locations should be investigated which could offer the benefit of local infrastructure such as shops, schools, doctors and dental surgeries and better access to local transport. It entirely defeats the Council's stated aim to "Promotes peaceful and integrated co-existence between the site and the local community". The chosen sites cannot be said to be in a community and the itinerant nature of Travellers means their stays will be temporary and not permanent.
I strongly object to Warwick District Council's proposal to compulsorily purchase any of the above sites for its stated purpose. It is unlikely that the Council's aims and objectives will be met by proceeding with this proposal on these sites.

Radford Semele primary school has very little spare capacity. Proposed new houses in Radford Semele would take any spare school or GP capacity.

Areas of standing water after heavy rainfall.

No mains gas supply or sewerage. Electricity from rural network therefore limited capacity.

Adjacent to the Fosse and on the Archaeological Register. Recent pottery finds recorded. Site of a toll dating back to medieval times. adjacent to protected ancient woodland and surrounded by farmland.

Prominent when approached from any direction. Cannot be hidden. Any activities undertaken will be difficult to integrate into the landscape.

Will dominate the local community who would be overwhelmed by a community with different living and life styles.

Already impacting on bookings for Warwickshire Exhibition Centre. If forced to close some forty jobs would be lost. This seems madness and not a good example of peaceful and integrated co-existence.

Site GT02

I am writing to register my objection to the proposed location of a Gypsy and Traveller site on land abutting the Fosse Way at its junction with the B425 see notes below.

Objections to proposed Gypsy Traveller site GT02

Convenient access to GP surgery, school and public transport

I understand that the GT02 site scores highly because it has regular public transport. I cannot see how the existing bus stop arrangements ( a post set on a grass verge ) can be used without extensive alteration e.g. the need to provide pathways, standing area and a lay by for the buses on what is especially in rush hour periods a very busy road, the site is on a high risk route as defined by the council a few years ago.
Is there an intention to provide a footpath between the site and Radford Semele, if so how would this be achieved and at what cost ?
.
There is no capacity at the nearest GP surgery ( I just phoned and asked ) and the next alternative surgery is some 5 miles distant with no direct public transport link.

The nearest primary school is in Radford Semele that has with very little spare capacity and would I think be stretched to accommodate children who would come and go as the traveller lifestyle dictates.

According to the council there is provision in the "Local Plan" for more houses in Radford Semele which would eat up any capacity for school and GP surgery places.

Avoiding areas with a high risk of flooding

After heavy rain fall there are areas of standing water on the site and in the surrounding fields.

Provision of utilities

There is no access to "mains" sewerage on the site so expensive septic tank facilities would need to be provided. There is no mains gas supply and the electricity supply is from the rural network and is therefore limited in capacity.

Impact on the Historic and Natural Environment

I see from the the councils report on potential Gypsy Traveller sites ( report created by Enfusion) that there is no historical significance to the site. A simple search reveals that the site, like many areas of land adjacent to the Fosse is on the Archaeological Register with recent finds of pottery recorded. I understand that the land is also the site of a toll dating back to medieval times.

The site is adjacent to protected ancient woodland and surrounded by farmland.

Integration into the landscape

As the site is in the valley between two hills and at a major junction on the Fosse it will be obvious when approached from any direction and no amount of fencing/landscaping will hide it. The response form says that some travellers will live and work at the same location. I do not know what form of work might be carried out on the site but this must have an impact on the councils need to ensure " integration into the landscape".

Peaceful and integrated co-existence into the local community

I feel that a site of the size proposed which, I understand could contain up to 100 persons will dominate the local community which currently totals some 50 souls. We would be overwhelmed by a community with different lifestyles and very different living style.

The owner of the Warwickshire Exhibition Centre says he has lost business already as potential exhibitors are put off by the proposal to locate the Gypsy Traveller site on his land and that he would be forced to close down the centre with the loss of some forty jobs if the proposal goes ahead. This seems madness on the part of the council in the current economic climate and is not a good example of peaceful and integrated co-existence with the local community.

Comments on the Plan

I am also want to make comments on the style of the and value of the Enfusion report on which these options are based and the choice of locations for these sites.

While the Enfusion report impressed me at first glance careful reading and some simple analysis reveals flaws. Many of these were highlighted at the recent public meeting at the Warwickshire Exhibition Centre. This is with reference to unanswered questions, "cut and paste" responses and simplistic comments i.e. there is an existing bus service / primary school / GP surgery but with no comment on wether or not this infrastructure is capable of supporting the extra load that would be imposed by a GT site or even the proposed housing developments for the districts.

There is much in the reports decision matrix on the need to have a site where there is access to public transport, GP surgery and schooling etc yet most of the sites in the plan are in isolated, mainly rural areas. As the council has plans for so many new housing developments would it not be simpler to locate the Gypsy Traveller sites alongside these developments and so merge the infrastructure needs of the extra housing proposed and the GT sites.

I would like to be informed of any future consultations on Gypsy Traveller sites AND any consultations / reports for WDC housing developments.

Would have a long-term detrimental effect on the existing local communities, economy and environment.

Would add further pressure to local services eg schools and doctors, pushing them beyond capacity and impacting on overall effectiveness. Will also create additional traffic.

The Fosse Way is historical, the surrounding countryside and woodlands are important but site would have a significantly negative visual impact on them and natural inhabitants.

Would result in the closure of Warwickshire Exhibition Centre. Counter-intuitive to force closure of an independent business employing local individuals.

I am writing to object to plans to create a gypsy/traveller site on land at the Fosse Way/A425 junction (site GT02).

I believe that such a development would have a long-term detrimental effect on the existing local communities, economy and environment.

As a local parent, I am already aware of the strain on local services such as schools and doctors. It is my understanding that the proposed site would add further pressure to these services, pushing them beyond capacity and, I believe, impacting on their overall effectiveness. Added to this is the additional traffic that would be created around these services, as well as the local area more generally.

As well as the Fosse Way itself being an historical part of the Warwickshire landscape, the surrounding countryside and woodlands are an important part of rural life in the area. I believe that the proposed development would have a significantly negative visual impact on this landscape and its natural inhabitants.

Finally, I object to these plans on the basis that their implementation would result in the closure of the Warwickshire Exhibition Centre. In the grips of a recession it seems counter-intuitive to propose the forced closure of any local employer, not least an independent business employing local individuals, the likes of which Leamington Spa has for many years been proud to be a champion of.

I again reiterate my strong objection to the proposed plans and hope to see this matter resolved without delay.

Harbury school is already oversubscribed.
There is no suitable surgery available.
Increased traffic will make the area less safe.
The land has historic and natural significance which would be adversely affected by any development.
The visual image of the landscape would be affected dramatically.
The local population of 120 would be 'absorbed'.
Local infrastructure and services would not meet the need.

Inappropriate given proposed closure of Warwickshire Exhibition Centre (contributes £2m p.a. to local economy) if site goes ahead.
On a high-risk travel route (over 12 serious accidents in 3 years). no path or pavement for pedestrians and cycling would be dangerous.
No spare capacity at nearest GP surgery. Next nearest is nearly 5 miles away with no direct bus service. Local primary school almost at capacity.
Visual impact on valley gateway to Leamington. site on archaeological register and next to major Roman road.

The Fosse Way is extremely busy route. Difficult to cross the Bendigo-Mitchell crossroads especially at peak times. Have been many casualties here in recent years.

No suitable pedestrian pavements or bus stops, so difficult to get to Leamington or Warwick without own transport.

Has been severe flooding in fields alongside the Fosse Way, so can be impassable from the Fosse Way roundabout on the Leamington-Southam road up to Leamington FC grounds.

Has no access to services so a potential safety threat at night-time. Lack of sanitation would pose a health problem

Schooling and G.P. services are stretched, so would have to use those in nearby towns.

This site has too many obstacles and costs to overcome.

Full text:

Dear Sir/Madam,
Ref: Proposed site GT04

I wish to express my concern about the proposal by WDC to establish a traveller site at the above situation. It would not seem to be an appropriate site for travellers to have a permanent site for the following reasons:

1. The nearby Fosse Way is an extremely busy route, as a result of the LandRover Jaguar and Aston Martin traffic accessing the works entrance at Gaydon on the Warwick-Banbury road. It is difficult to cross the Bendigo-Mitchell cross roads at most times of the day and becomes even more of a problem when workers are driving to and from the engineering works at peak times.
There have been many casualties at the above cross-roads in recent years and a sign has been erected on all approaches to warn of the danger.
All the roads leading to the Fosse Way, from all directions, have no suitable pedestrian pavements or bus stops, which would create difficulties for anyone without transport, wishing to go to Leamington or Warwick.

2. In recent years, there has been severe flooding in fields alongside the Fosse Way, which has consequently proved impassable to many vehicles - from the Fosse Way roundabout on the Leamington-Southam road and almost up to the cross roads leading towards Leamington FC grounds.
The site referred to in the above proposal, has no access to services, including electricity and would therefore be a potential safety threat at night-time, whilst the lack of proper sanitation would pose a health problem.

3. The local facilities for schooling and G.P. services are already stretched, so it might be necessary to seek education and NHS practioners in the nearby towns for any persons seeking to reside at the above site.

It would not appear from the observations I have made in this letter that it would be a suitable site on which to establish a traveller site, as there are too many obstacles to overcome to ensure that it would be an appropriate place on which to locate travellers and their families.

I hope that it might be possible to find an alternative situation for travelling families, which would not incur too much additional cost for Warwick District Council, as might be required by the above proposal, but would provide all the amenities which are clearly lacking at the above site.

Dear Sir,

I write to record my objection to the provision of these sites in the vicinity of one of the most sort after villages in South Warwickshire.

You must be aware of the financial damage the provision of these sites causes to property values in the adjoining areas. Will therefore be compensation paid to all those property owners that will be affected.

I also object to use of council funds(my council tax) being used to provide facilities for people who pay no tax and do not contribute in any way to the local area. Will my council tax also be reduced.

I would appreciate your justification for taking this course of action
