I believe this plan is unsound as good parking facilities already exist in the town and a further multi storey park is being built costing £6 million. It makes no sense to then reduce what is available/ being built in order to create a Park & Ride at huge additional cost to WDC and local taxpayers.
The proposed P&R so near the town would not be used as it would not make access to the town convenient or appealing. Why would anyone choose to park so near the town and then have to wait for a public transport bus to complete the journey? If dedicated buses were to be put in place then the A452 would need to be widened into a dual carriage-way at further additional costs. The proposed plan remains unsound as it would result in greatly increased commuting times as well as huge costs to WDC and taxpayers without any likelihood that a P&R in this location would be used by the public.

I am surprised and dismayed to find that a site in Old Milverton has been included in the search for a Park and Ride facility. I believe this to be unnecessary and detrimental to the area proposed. This is not a dedicated park and ride that is being proposed, it will use current bus routes and cause more congestion as extra buses will need to run. There is ample parking in town and this service is unlikely to be put to use by the majority of locals. It will also affect residential homes nearby.

We believe the park and ride scheme to be a ridiculously ill-conceived idea that will make travel/parking worse in Leamington and a very poor use of public money.
Why?
Park and rides only work when there is no on street unlimited, in-town parking, or effective car park capacity. AND when the bus journey is faster than sitting in traffic. Costs need to be about neutral
The proposed scheme fails on both counts. There is plenty of residential streets in north Leamington where people can/will park for the day. This is beginning to happen now , creeping up Northumberland road for instance. We do not want these streets made restricted parking with all the attendant road markings and street furniture. More in-town multi-story car parks need to built.
Then when people get on the bus they will sit in the same queue as motorists. There are no fast bus lanes. And with no dedicated buses wait times will be too long. People will not add time to their in-out commute so they will continue to drive.

The other main reason to object is the loss of green belt farm land and well used footpaths.

I consider the plan as not legally compliant because the Warwick District council officer clearly stated at the public examination meeting on 13.10.16 that they were no longer considering a park and ride on this site. (H44)
Furthermore, there are plans to put in a £6 million mulitstory car park in Leamington. As a regular shopper in town, I never have difficulty parking and more capacity is already being created.
At the consultation meeting of 13.10.16, Mr N Corcoran presented an 'in-depth study' into the buses running along the A452. He pointed out that 1. the service was erratic and 2. the park and ride proposal was going to run off the existing service with no dedicated buses.

1. It's confused thinking which will hurt the local economy

3. The roads can't cope with Park and Ride

* The Park and Ride operators (Stage Coach) say that dedicated bus lanes on the A452 are necessary.

4. It's unlikely to happen and in the wrong place

Inclusion of a Park and ride for this access route is unlikely to be effective. Inclusion of this area of land is an error which I believe had been admitted and so it should be removed from the proposed modifications - as previously stated.

Inclusion of a Park and Ride this close to Leamington as opposed to closer to the A46 and Chesford Bridge/Thickthorn area is obviously doomed to fail.

It's inclusion would be a direct attempt to convert greenbelt land into brownfield by designation only; thereby circumventing planning the NPPF's requirements for developing green-belt. I.e. the Very Special Circumstances.

This is poorly thought through and counter productive. It makes a waste of £6M of investment in parking in Leamington.
It does not add to the transport infrastructure, it only adds a car park - there are no additional or dedicated busses.
The A452 would require significant redevelopment with dedicated bus-lanes to resolve some of the traffic issues.

The scheme is likely to fail, and the land proposed is significant - similar in size to the original proposed housing development and in the same place. It would likely become brownfield through the process of this failure and then again become eligible for development despite it's position in green-belt and the lack of very-special circumstances currently required to develop it.

This area was not submitted in the original search area for park and ride.

I understood that it's inclusion was an error and the District Council had promised to rectifyy this error and remove it from the proposed plans.

I am objecting to the modification to the Local Plan because I believe that that the site in Old Milverton has been included the area of search for a Park and Ride scheme in North Milverton in error.
At the Public Examination session in October 2016 dealing with the proposed allocation of this land for residential and park and ride uses, I understood that Warwick District Council Officers had agreed to remove this land from the areas of search for a park and ride facility.
The Planning Inspector's required main modifications to the Draft Local Plan instructs Warwick District Council to revert to the areas of search for a park and ride scheme included in a previous version of the Local Plan, known as the "Submitted Plan", which did not include this site in Old Milverton. The modifications identified included an explanation of the need for only one P&R site to the north and one to the south. Also that the planning permission at the Asps including P&R removed the need for an area of search to the south. It advised that a description of their locations should be added by reference to those shown on the Policies Map for the Submitted Plan.
In addition, the Inspector required a modification to the 2016 Modifications proposed Policy DSNEW2, which identifies land to be safeguarded for longer term development. This modification required the removal of references to Land North of Milverton, otherwise known as Site H44, from the proposed Policy DSNEW2. The inspector included a modification to Policy DS15 requiring it to be amended as required by other main modifications and which include the modifications to Policies DSNEW2 and TR5.

The proposed modification of Map 2 - Milverton has included as an area of search for P&R land which was being promoted by a developer for housing and which proposal included a potential site for P&R. This is inconsistent with the Inspector's Modifications which stated: 'Explain that two Areas of Search to the north are identified and briefly describe where they are (i.e. those on the Policies Map for Submitted Plan)'. The land north of Milverton was not identified as possible P&R site until the 2016 Modifications and it was not shown as a P&R Area of Search on the Submitted Plan Policies Map.

Map 2 - Milverton is also inconsistent with the 2017 published Main Modifications which describes the P&R Areas of Search as set out above in paragraph 10. It is inconsistent in two respects, firstly the modified Policy TR5 refers to two Areas of Search, whereas the modification of Map 2 - Milverton implies three Areas of Search; Bericote, Blackdown and north of Milverton. Secondly, it does not mention an Area of Search to the west of A452.


In addition, I do not believe that such a Park and ride Scheme is viable and object to the proposed modification because:
It must be expected that the conclusions on feasibility of a potential Park and Ride facility would be affected by the less convenient location that would be available in the Area of Search shown north of Milverton. The Council has no evidence that it would be successful in this location and it is reasonable to conclude that this Area of Search is included only because the housing developer that promoted the land for future development suggested that it could deliver the P&R facility as part of that development.

Given that one of the requirements of a P&R facility is that it is convenient to passing drivers to maximise its attractiveness and to offset the disadvantage of changing modes from car to bus. The relative disadvantage in journey time of that change of made increases if the length of the bus journey reduces. Moving the P&R towards Leamington Spa is likely to reduce its potential to attract commuters travelling into the town. Accordingly, any proposed park and ride scheme to the north of Leamington should be situated as close to the A46 as possible. Placing a P&R further south toward Leamington will encourage parking in Leamington town centre rather than the park and ride as the relative benefit of parking outside of town decreases directly to the reduction in distance to the town.

As a resident of Old Milverton Lane adjacent to the proposed area of search for the North Milverton Park and Ride it is evident that the land north of Milverton would either require an access on Old Milverton Lane which would be dissociated with the main road or would require a new junction on A452. Any junction at this location is likely add to traffic congestion between the A452 Bericote Road roundabout and Old Milverton Road Roundabout, thereby encouraging people to proceed directly into town to park to mitigate delays incurred.

There is sufficient car parking available and the road layout in Leamington does not cause any significant traffic congestion.

Warwick District Council acknowledges that to make such a scheme work it will be
necessary to deter parking in Leamington by reducing available parking and increasing
car parking charges. The effect of such a move is likely to discourage visitors to the town and
will negatively impact on the livelihood of independent retailers who provide the distinctive
nature of Leamington's shopping experience. Furthermore it will encourage free road side parking
beyond the any chargeable parking zone in roads around Northumberland Avenue and Cloister Crofts rather than encouraging use of a Park and Ride scheme.

Warwick District Council is investing in a new multi-story car park in the centre of Leamington which is inconsistent with developing a Park and Ride scheme.

A Park and Ride Scheme will result in significantly reduced car parking revenues to both Warwick District Council and Warwickshire County Council and therefore it is unlikely to be supported by these Councils

The operators of the scheme (Stage Coach) believe that dedicated bus lanes will be necessary on the A452. There is no money available to make the A452 into a dual carriage way and these proposals have been withdrawn from the Local Plan.

The scheme is very unlikely to proceed and the areas of search included in the Local Plan blights the neighbouring properties

In conclusion I believe The Council is proposing a modification to the WLP that is contrary to the requirements of the Inspector and which has not been subject to any assessment of its suitability for this use and if such an assessment were made it would become clear that a Park and Ride Scheme in either North Milverton or Blackdown is unjustified

I am objecting to the P&R scheme because I believe that the site in Old Milverton has been included in error. As one of the requirements of a P&R facility is that it is convenient to passing drivers to maximise its attractiveness of changing from car to bus, having it so close to Leamington removes this attractiveness to drivers, considering that there is plenty of parking in Leamington and that the council is spending 6million on a new car park in town that is inconsistent with a park and ride scheme. As it is a "virtual" service with no dedicated buses it is not attractive to people. The park and ride scheme would drive shoppers away from Leamington and hurt the local traders.

I have to oppose MM54 which proposes the third area of search for the Northern Park and Ride (shown on Policies Map 2). This is proposed on land to the North of Milverton in a large area of search (it is the same as H44 which was proposed for housing) which stretches from Northumberland Road on the edge of Leamington all the way to the Blackdown roundabout.

It is important that in Exam 183, with reference to Transport Policy TR5, the Planning Inspector clearly spelled out "Explain that two Areas of Search to the north are identified and briefly describe where they are (i.e. those on Policies Map for Submitted Plan)."

In the Submitted Plan the area of land designated as H44 was not included in the areas of search. The Areas of Search in the Submitted Plan were to the north near the Bericote roundabout and also east of the A452 as shown on Policies Map 12. The wording used in MM54 makes it clear that the two Areas of Search are those as shown in the Submission Draft of the Local Plan on Policies Map 12,

So it does not seem to meet the Planning Inspector's directions in Exam 183. It would appear to be a mistake. This was a mistake, that when I was giving evidence at the Public Examination on 13th October Warwick District Council appeared to accept should be withdrawn. As a result of the apparent withdrawal of this site from consideration no further evidence was given by myself or other objectors as to the unsuitability of the Park and Ride scheme in H44.

Stagecoach emphasise what an important bus route the A452 is at present with a variety of buses using the route every few minutes and the X18 is a fast bus that goes straight to Coventry via the A46. Clearly .it is not in anyone's interest to encourage car use, but this facility might just discourage use of the train (time between Leamington and Coventry stations is only 10 minutes) or indeed using the frequent buses between Coventry and Leamington for the whole journey.

Stagecoach in their submission state, "The attractiveness of the facility in achieving mode shift into Leamington, and just as important, towards the University of Coventry and potentially Coventry, Whitley, Stoneleigh and Westwood, depends on buses benefiting from comprehensive priority measures both north and south of the facility."

The County Council cannot produce any evidence that they are intending to provide the required comprehensive priority measures both north and south of the Park and Ride facility which Stagecoach clearly believes is necessary to achieve the modal shift.

One of the main requirements of a Park and Ride facility is that it is so convenient to passing drivers that it will overcome all the disadvantages of stopping, parking and transferring from car to bus and indeed waiting for the bus to leave.

The closer the Park and Ride is to Leamington Spa the less easy it would be for it to attract commuters and shoppers travelling into the town. Indeed there is nothing at the moment to stop commuters parking, at no cost, in the streets such as Cloister Crofts, Woodcote Road, Northumberland Road just off Kenilworth Road and walking just one or two minutes to a bus stop and catching a bus into Leamington. There is no evidence of that happening, so I must conclude that the Park and Ride would attract very few customers, unless parking in Leamington Spa was made very difficult.

The Council has not produced any evidence that the proposed Park and Ride would be successful in the Area of Search to the North of Milverton. It appeared as an Area of Search when the Council proposed this part of the Green Belt was suitable for housing development. It appears that this Area of Search was only put forward as the housing developer interested in H44 felt they could deliver the Park and Ride as part of their development.

Most Park and Ride facilities require efforts to cut back on car parking provision in the town centre in order to encourage use of the Park and Ride facilities. Leamington Spa mainly due to its early Nineteenth Century grid pattern with wide streets already has ample on-street and off-street car parking provision. The County Council are at the moment trying to increase the on-street car provision in the centre of town by removing "No Waiting at any Time" parking and proposing to replace it with "Limited Waiting 2 hours no return 4 hours 8am to 8pm Except Permit holders". The latest example of this is in Chapel Street just south of the river.

The District Council intend to replace the existing Covent Garden Car Park with a new and larger 650 car park. There are no plans to close any of the District Council car parks in Leamington.

There is no evidence of any planning to reduce the income from car parking in Leamington by either the County Council or the District Council.

The District Council have produced no documents on the likely cost of building the Northern Park and Ride, The District Council has not shown whether either Council will be subsiding this facility or if either Council expects to earn additional income from the facility. It does not appear from Stagecoach's submission that Stagecoach would intend to run the facility.

BID Leamington has for some time been campaigning for more car parking in Leamington Town Centre, it has also had concerns about overly fierce enforcement of on-street car parking in the town centre by the County Council. BID Leamington say they have not been asked for their views on Park and Ride.

I am also opposed to the other two areas of search to the East of the A452 and I would hope these can also be withdrawn from the Local Plan.

In conclusion The Park and Ride to the North of Leamington does not appear to meet any identifiable need, to be successful it would mean reducing the ample parking provision in Leamington to the detriment of the retail sector, local businesses and indeed the revenue that both the District Council and County Council derive from off-street and on-street parking.

My understanding is that at the Public Examination session on 13 October 2016, WDC officers agreed to remove the Old Milverton site from the areas of search for Park and Ride.
Moreover, the 'Submitted Plan' did not include the Old Milverton site.
This site should therefore not be included in the proposed sites.

I oppose MM54 which proposes a third area of search for a North Leamington Park and Ride scheme on land to the North of Milverton between the Blackdown roundabout and Northumberland Road. The area of search is identified on Policies Map 2 and is that area that was previously designated H44 when it was proposed to be allocated for residential development.
In Exam 183, with reference to Transport Policy TR5, The Planning Inspector states "Explain that two Areas of Search to the north are identified and briefly describe where they are (i.e. those on Policies Map for Submitted Plan)".
The areas of search included in the Submitted Plan, did not include the land designated as H44 but instead comprised areas shown on Policies Map 12 located to the east of the A452 in Blackdown and to the north around the Bericote roundabout.
The inclusion of a third area of search to the North of Milverton on H44 is not in accordance with the Planning Inspectors instructions in Exam 183. Therefore, it must be included in error and should be removed.
Further evidence for this error is apparent from the words used in MM54 which describe the areas of search of a North Leamington Park scheme as being "Two areas of search to the north of Warwick / Leamington are also identified on the Policies map - one just north of Leamington is located around the Milverton / Blackdown island area and the other, further to the north along the A452, is located in the vicinity of Bericote island." This description is consistent with the areas of search identified in the Submission Draft of the Local Plan in Policies Map 12.
In any event H44 is an inappropriate site for a Park and Ride scheme:
* It is on the wrong side of the A452 to encourage use by traffic traveling towards Leamington Spa
* It is too close to Leamington Spa to attract use, travellers will simply carry on into Leamington where there is plenty of on and off road parking available
* Major changes to the junction with the A452 will be required to facilitate the Park and Ride scheme
* The area of the Blackdown round about is already subject to significant traffic movements associated with the Nuffield Hospital (which has recently applied for planning permission to increase in size), Priors House (residential care scheme) and the Engineering Employees Federation conference centre
I was present (giving evidence) at the Public Examination hearing on 13 October that considered the development proposals for H44. Like many, I clearly recall officers from Warwick District Council agreeing to with draw the Park and Ride scheme from H44. As a consequence, the Public Examination did not hear all of the evidence as to why the proposals for a North Leamington Park and Ride scheme make no sense and should be withdrawn. These reasons include:
* There is sufficient on and off street parking available in Leamington. Indeed, Warwick District Council is increasing capacity with the construction of a new multistore car park. Therefore, there is no demand for a North Leamington Park and Ride scheme and experience shows that such schemes work best where there is limited "in town" parking such as in Oxford.
* There are no detailed feasibility studies which support the need for a North Leamington Park and Ride scheme. A "desk top" exercise was performed in 2011, which was updated in 2015, on a site to the north of the Bericote roundabout. The current sites are all too close to Leamington and if a North Leamington Park and Ride scheme were to be feasible it would be better situated closer to the A46 (to take traffic from the A46) and to reduce traffic on the A452.
* The bus operator, Stagecoach, believes that for the scheme to be feasible significant improvements are required to the A452, including the introduction of dedicated bus lanes. There is no money available for these improvements and the proposal to make the A452 into a dual carriage way has been removed from the Local Plan. There is sufficient on and off street parking available in Leamington. Indeed, Warwick District Council is increasing capacity with the construction of a new multistore car park.
* Both Warwick District Council and Warwickshire County Council will lose significant car parking revenues if such a scheme went ahead. Neither Authority is including such reductions in its financial budgets.
* The areas of search are very substantial. In the absence of firm feasibility studies to support the need for a North Leamington Park and Ride scheme, the funds require to facilitate such a scheme the current proposals simply blight the properties surrounding or within the areas of search.
Therefore, although not part of MM54 I also object to the areas of search for a North Leamington Park and Ride scheme to the East of the A452 in Blackdown and around the Bericote roundabout and request that these are also removed from the Draft Local Plan.

The park and ride scheme in the plan in the area north Leamington would not help as it is not a proper park and ride scheme as there is no dedicated bus. Commuters will not park and wait for a regular bus service as this would delay their journey considerably adding time to their commute and also not reduce their commuting costs if they then need to pay for the bus. It would be much quicker to park in the free areas e.g. Northumberland Road and walk into town. I don't see who would use it. Couldn't the money be spent on a dedicated cycle route from Kenilworth to Leamington that would take cars off the road. If either of the two proposed sites were used it would make no difference to reducing commuting times as the Park and Ride would require a dedicated lane and there is no scope to do this along the Kenilworth Road. Commuters would be queueing from the A46 to get to the park ride so the park and ride would need to further out of town to have any use.
I also believe these plans are drafted in error as Warwick District Council agreed at the Public Examination on 13 October to remove this land from the areas for a Park and Ride.
In addition this would mean putting the Park and Ride on green belt which is required to prevent Leamington from almost joining with Kenilworth.

Increasing traffic flow and pollution around one of the main secondary schools in this area is not appropriate. The pavement on Sandy Lane is already very narrow and traffic fast.
