Aware from own experience of working in Castle Park that New Waters are contaminated with toxic substances. As this stream bed flows through the site it follows that the site will possibly be contaminated by the stream as well as the previously tipped material.

The site could adversely affect the setting of Castle Park. Damage could also occur to the woodland as a result of people living close by.

Children living at the site would have to get across a very busy main road.

The site is not screened and is something of an eyesore with various items of debris. The site should be cleaned up as it is on the approach to Warwick.

EA information confirms site has received both industrial and commercial waste in the past.
Also received Special Waste, which is defined as "waste that has hazardous properties and defined in Special Waste Regulations 1996. Such properties may be flammable, irritant, toxic, harmful, carcinogenic or corrosive".
This was confirmed by WDC in e-mail of 25/6/13 which stated "this was former landfill site and is therefore contaminated...site not suitable as gypsy and traveller site" and "site not included in our options and unlikely our position will change". Don't understand why Council have now changed their position.
Banbury Road one of the most importantroutes into Warwick, provides historic views. Concerns over tourism if site used.

Site GT05. This site is unsuitable as it is adjacent to a dangerous junction and parts of the field are regularly flooded, particularly near the dangerous junction with the A452. Development will lead to further run off causing even more dangerous traffic conditions. Will have a disastrous effect on the rural landscape when entering the village of Bishops Tachbrook. This field is best left for the grazing of sheep.

Site GTalt01. This seems to be a preferred site as it has already had much investment from the council. Not using this site would be a waste of council tax. There is easy access to Warwick via road and with minimal additional extra expenditure pedestrian access could also be easily provided. This means much of the capital expenditure for developing the site has already been provided for making the burden on the taxpayer significantly lower.
* Whilst being convenient for Warwick and therefore satisfying the need for provision of the necessary infrastructure, the site is well screened and would impact only a minimal number of existing land owners and residences in the vicinity.

As residents of Bishops Tachbrook we wish to comment on the proposed gypsy and traveller sites as listed below. Please confirm receipt of this email :-

We object to site GT05 - Land At Tachbrook Hill Farm on the following grounds :-
* The adjacent road junction is an accident black spot with several serious injuries / fatalities occuring during the 12 years we have lived in the village. The presence of the police speed camera van at the site of this juction is further demonstration that this is an accident black spot. Objective factual data detailing all RTA's is in the public sector domain (local police / hospital records) and should be retrieved and considered by yourselves.
* The Gaydon Road and juctions off this to and from Bishops Tachbrook are already heavily congested during weekday rush hour periods (07:00 to 09:00 and 16:00 to 18:00) resulting in stationary / crawling traffic Monday to Friday, every week. Any additonal development will only make this worse.
* This is a green field site which would also require compulsary purchase. There are also no serivces currently provided (water, electricity, sewerage etc). These facts mean it represents one of the least economic sites to develop as a gypsy and traveller site. As these sites are being provisioned using the tax payers money, you have a responsibility to ensure that cost effective sites are chosen such as GTalt01. Site GT05 is certainly not cost effective for the reasons given.
* Planning permission to build houses on this land / land adjacent to it was recently rejected by WDC on the grounds that, and I quote "the development would have an adverse impact on the visual amenity of the rural area" and "improvements to highways, libraries, education or healthcare and therefore the infrastructure needs generated by the development have not been satisfactorily secured". All of these factors apply just as equally to development of this land as a gypsy and travellers site. Your proposal of GT05 as a potenial gypsy and traveller site therefore contradicts your prior planning rulings and is there inappropriate, hypocritical and ill conceived.
* The site is seen to regualry flood in the Autumn, Winter and Spring periods on a regular basis - factual proof of this is available. This makes it less suitable than other sites being proposed and would again result in additional development expenditure meaning it is one of the least cost effective sites as previously pointed out above.
* Local village services are already over-subscribed. The local school is full and is already turning away children in the catchment area. Local recreational clubs are also full such as The Brownies and Youth Club. The local doctors only operates on a part time basis requiring travel to either Warwick Gates or Whitnash for treatment on certain days of the week.

We are in favour of site GTalt01 - Brookside Willows, Banbury Road for the following reasons :-

GT04: Land at Harbury Lane/Fosse Way - Object

- There are no footpaths connecting to this site, therefore pedestrian access will be dangerous as peak travel times.

- Increased level of healthcare required by the Gypsy and Traveller community will put pressure on the local GP Surgery, which currently only runs on a part time basis.

- There has not been an appropriate solution found in reference to the Sewerage Disposal. A mains connected sewer is preferable, but it is stated in the consultation document that this is "unlikely".

- Cost to move the football club would have to be subsidised by the District Council, this will be a costly exercise with no gain.

GT05: Land at Tachbrook Hill Farm - Object

- Bishops Tachbrook School is already over subscribed, however the consultation document states that 'Children living on this site would secure places over children at a greater distance.' This disadvantages other permanent residents in the village.

- The site is in close proximity to Bishops Tachbrook School and will therefore have implications for the application of "Sara's Law".

- Extra pressure will be put on the local facilities, small local shop.

- Additional traffic would end up using the already congested roads into Warwick and South Leamington

- Increased level of healthcare required by the Gypsy and Traveller community will put pressure on the local GP Surgery, which currently only runs on a part time basis.

- Site is located close to the M40, this makes it unsuitable for residential development due to noise pollution and access issues, at an already busy junction.

- "Compulsory purchase powers" required on this site would further increase the costs to the planning process. In addition the economic viability of Tachbrook Hill Farm may be compromised.

- There has not been an appropriate solution found in reference to the Sewerage Disposal. A mains connected sewer is preferable, but it is stated in the consultation document that this is "unlikely".


GT06: Land at Park Farm/Spinney Farm - Object

- There is the potential for viable agricultural fields to be dissected, through use of only the "central section" of the site.

- The consultation document points out that whilst the site is within Flood Zone 1, 'There is however an ordinary watercourse running through the centre of the site and along the eastern boundary for which no modelling has been undertaken. This could affect the capacity of the site for development and therefore further assessment needs to be undertaken prior to allocation.' The potential contamination of this watercourse from the gypsy and traveller site should be taken into consideration given the possibility of contamination of the River Avon.

- The consultation document highlights possible contamination issues relating to a former landfill site, this will reduce the developable area, making the site less viable.

- Again the site's proximity to major roads A452 and A425, with accompanying road noise pollution and access issues make this site unsuitable for residential purposes. The consultation document states, 'There may also be noise issues connected with proximity to Warwick By-Pass depending on where exactly the site is located'

- "Compulsory purchase powers" required on this site would further increase the costs to the planning process. In addition the economic viability of Park Farm/Spinney Farm may be compromised.

- Increased level of healthcare required by the Gypsy and Traveller community will put pressure on the local GP Surgery, which currently only runs on a part time basis.

GT15 Land at Europa Way - a preferred site:
Access for vehicles towing trailers and caravans from Europa Way onto the site, and vice versa, would be very dangerous on such a busy road. In fact any vehicle wanting to turn off Europa Way between the roundabouts would be dangerous. In addition, turning traffic would cause traffic hold-ups, which the recent 'improvements' have attempted to address.
The land floods during wet weather by the Tach brook. There could be a problem of pollution from the activities of the Gipsy and Traveller communities. There are no mains supplies of water and power to this site.

GTalt01 Brookside Willows, Banbury Way - preferred site:
Of all the proposed sites this seems to be the most appropriate as it is already prepared for a caravan site and is well-screened from the road, so should not impinge on the view as people travel into, and out of, Warwick. It is close to major road networks and when all the proposed housing developments are taken into account the site occupants would have access to education and health care.

GT05 Tachbrook Hill Farm, Mallory Road - Alternative site:
The position of this site would be in a very dangerous place. Access onto Banbury Road from Mallory Road is already dangerous, there have been several accidents, some of them fatal at this junction. The fields both north and south of the junction flood over Mallory Road in heavy or sustained rain.
Towing vehicles turning into, and off, the site near the junction of an already busy Mallory Road would be extremely dangerous. Traffic queues back from this junction at peak hours and it can take a considerable time to turn out of Mallory Road now, without any extra vehicles. Bishop's Tachbrook school is always oversubscribed and the sporadic arrival of G & T children would cause difficulties with statutory class sizes. The impact of such a site on the approach in to the village of Bishop's Tachbrook would be unacceptable and it would also be highly visible from Banbury Road. The site would have problems with noise both from Banbury Road and the M40 a few hundred meters away, and the noise created by the site would impact on Bishop's Tachbrook residents.

I have concerns about the GT05 site as a possible location for a gypsy and traveller site. Locating it on the Tachbrook Hill Farm land at Mallory Road would be detrimental to Bishops Tachbrook village.

The school isn't big - only single form entry - and supporting a temporary population would mean school places might be taken up for the year and the children leave days / weeks later while local children cannot get a place. The local doctors is also very small with limited hours.

My concerns are also that the area is good agricultural land in a rural area.

I think the Brookside Willows site would be more suitable.

Having reviewed the list of Preferred Options for permanent gypsy sites I would like to make the following comments.

The most appropriate site is clearly GTalt01 Brookside Willows on the Banbury Road. This already meets the majority of the conditions for a suitable site; partially developed with existing planning permission for caravans, well screened which benefits both the community and the travellers, safe access on to the main road which is important for movement of towed caravans, and close to the local amenities.

The site east of Birmingham Road at Budbrooke (GT19) should also be considered as it offers suitable conditions for a limited number of pitches, is partially developed for use of caravans, and therefore has access points and existing services.

Land at Harbury Lane/Fosse Way (GT04), Leamington Football Club should be discounted as it is a successful and well supported club that has been developed with considerable effort by the local community. Moving it could have serious consequences for its' continued existence.

Land north of Westham Lane, Barford (GT12) is too close to existing housing and should be discounted on the basis of not promoting peaceful and integrated co-existence between the site and local community.

Land east of Europa Way (GT15) is close to a busy road, therefore access would be dangerous and the noise due to traffic would be excessive.

I therefore recommend that you provide traveller sites at GTalt01 and GT19 as part of your Local Plan.

This is a preferred option site with up to 10 pitches proposed. Whilst the site already has planning permission for holiday caravans, the needs of such a development differ somewhat from the needs of the Gypsy and Traveller community.

The site is located within Flood Zones 2 and 3 and as such is at risk of flooding without potentially expensive drainage works on site. The survey also indicates that there are certain biodiversity issues on the site that would potentially need to be accommodated thus potentially reducing the developable area.

In light of the above there are potential barriers to making this site suitable, deliverable and viable for the intended purpose
