The Vision and Strategic Objectives do not recognise the current peaceful environment of Rowington, Kingswood and Lapworth. The objectives are based on national policy and are incompatible with the rich amenity and pleasent environment currently accessed by residents and visitors. It will tear the heart out of the village.

I think that due to the impact of the proposals on green belt the plan should only cover the period of 15 years We live in a rapidly changing world More brown land may become available eg will retail parks still be in use in 15 years time Will housing demand follow the pattern we predict Once land has been removed from green belt its benefits will be lost to future generations

Gladman support the vision which seeks to boost and diversify the local economy by meeting South Warwickshire development needs by ensuring the provision of appropriate infrastructure, in suitable locations, at the right time.
Gladman consider that as the spatial strategy is yet to be determined, the councils should be cautious of an extended plan period to 2050. The NPPF requires that plans look ahead a minimum of fifteen years from adoption and that local plans are reviewed every five years, therefore there are concerns that this extended approach leaves the Councils with few alternatives to respond to changing circumstances.
It is suggested that wording to support development could be more balanced between protecting the natural environment and supporting social and economic opportunities in order to ensure the continued sustainable growth of the authority area.

We broadly support the proposals in the Vision and Strategic Objectives: South Warwickshire 2050 chapter; however, part of the vision of the South Warwickshire Local Plan is to Strengthen Local Communities. We strongly consider that allowing existing settlements with existing facilities to grow, and less emphasis on creating isolated new settlements, would better achieve this vision. This would support Strategic Objective 1 by locating growth in the most sustainable locations.

There is nothing distinctly ‘South Warwickshire’ about them. A major omission is that the vision does not give sufficient emphasis to economic growth. The vision, the over-arching principles and strategic objectives require a re-think. The vision received a relatively low level of support in the previous consultation.
South Warwickshire is characterised by tight urban areas and numerous rural settlements and the policies should better reflect that character. A significant number of strategic allocations are on the inner edge of the West Midlands Green Belt, in locations that broadly are most important for purposes a), b) and d) of Green Belt.

I am concerned that the current planning application lacks provisions to improve local education, schooling, and apprenticeship opportunities. Without a clear strategy to enhance access to quality education and vocational training, the long-term success of the community is at risk. Encouraging young people into work and industry should be a priority to ensure they have the skills and opportunities to contribute to the area's growth. I urge the council to integrate plans for better education and career development within the development framework to support the area's future prosperity.

/pick-up and rush hour. The quality of our roads is horrendous, with potholes/craters, without the additional strain of construction vehicles. This leads to our limited parking.
We have no Post Office, no doctors, no pharmacies, no care homes. There’s limited plumbing (houses require septic tanks). There’s no train station. Our nearest is already extremely busy. To provide all the infrastructure and improvements to necessay amenities must come years before more population.
Areas chosen are prone to flooding, and we are often experiencing power cuts now with climate change’s more extreme weather.

The fact that 60% of respondents disagreed with the original vision suggests it does not fully reflect public priorities, yet minimal changes have been made. Infrastructure must be guaranteed before large-scale development, particularly for schools, transport, and healthcare. There is no clear commitment to prioritising brownfield sites over Green Belt loss, which is essential to protect historic landscapes like Kenilworth Castle (near SG04). The objectives need stronger protections, clearer targets, and genuine public engagement to be fully effective.

These proposals amount to planning box ticking. Unfortunately there is a long and continuing history of the council taking action which is contrary to the wishes and wellbeing of residents. This has occurred across a range of areas but is most apparent in housing development. It is clear that the council has permitted residential development which is contrary to planning policy and the interests of residents. Its primary motivation has been to collect Community Interest Levy payments (CIL) from housebuilders. This has resulted in damage to the environment, quality of life and serious inconvenience to residents, particularly during highway works.

The plan states that "Five overarching principles will determine how this development is delivered. These could apply anywhere and imply there is nothing distinctly ‘South Warwickshire’ about them. The potential for housing delivery on our clients’ land at Baddesley Clinton (site ref: 490) would contribute to Government’s objectives to accelerate housebuilding over the next 5 years. The location of the land within Baddesley Clinton would also ensure development in a sustainable location. The strategic objectives are laudable but cannot be met with the scale of development proposed:
Firstly, the level of growth proposed is wholly disproportionate so this objective cannot be achieved. The joint councils are working to an unrealistic target of 2,188 houses per year. Obviously, this arbitrary figure has been imposed by central government.
B1 and SG07 are disproportionate in scale. What evidence is there that that funding would be made available?
Although directing growth towards railway corridors seemed a good idea, this is pure sophistry. Why was this accepted as an option without any research into whether it is actually deliverable?
B1 and SG07 are NOT located where there is access to adequate services, health facilities and schools.
The bar has been set extremely high for the provision of affordable homes on land taken out of the Green Belt.
When local services are overloaded already and when the roads and railways are at capacity, infrastructure would need to be provided from Day 1. Thus far, the response from officers in the online consultations has been that infrastructure would be “phased”. This is not good enough.
The Major Investment Sites set out in the consultation document have one thing in common: they will all encourage car usage because of the difficulties in accessing them by public transport.
The development at B1 and SG07 is contradictory to Strategic Objective 6.
What can be more attractive than glorious green fields, ancient trees and beautiful views? How do you improve on that? With 8,000+ houses and an industrial estate?
How on earth does building 8,000+ houses and an industrial estate enhance the visitor experience?
Provision of 8000 homes will contradict Objective 10 aiming to improve health, safety and quality of life of the communities.
With regards to Strategic Objective 12-How does building 8,000+ houses and an industrial estate “protect what already exists”? How do you create “enhancements” by concreting over the countryside? What is the point of destroying the biodiversity which already exists?

No objections to the Vision as drafted but it should more strongly articulate the drive for sustainable growth to reflect the Labour Government’s ambitions and the significant changes in national policy. The wording could be more assertive regarding the necessity to meet the community's needs and enhance housing delivery.
The same goes for the Strategic Objectives. We recognise Strategic Objective 2 relates to meeting South Warwickshire’s current and future housing needs. However, the language of this objective is passive and not as proactive as we consider necessary.
There is a national housing crisis. Stratford-upon-Avon and Warwick are the first and fourth most unaffordable authorities to live in the West Midlands region. The cost of housing combined with recent inflation has resulted in a cost of living crisis. This means many households cannot afford to but or rent suitable accommodation.
We consider there should be greater emphasis on housing affordability, meeting needs and working proactively to deliver a boost to housing supply. This would set the tone for following policies. In later representations we comment on the draft policies themselves and how they could respond to the housing crisis with a more positive and ambitious approach.
