Whilst I don't like it the reason "out of town" developments do so well is because they are easy to get to with a good road infrastructure, and have free parking.
unfortunately we won't be able to provide any of these within either of the 3 town centres. You clearly haven't looked at all the possible options and the infrastructure that is needed to go with it.
I agree with supporting the independant retailers, but lots of shops remain empty like the old lee longlands building and the rent is too high in the town centre. Address this first then develop

Kenilworth needs to build on its niche position by developing for example specialist high quality shops - it beggars belief that given the relative affluence of the town there is neither a good kitchen/cook shop nor an antiques shop. It does have a a re-vitalised book shop in Talisman Sq and one can only it hope survives in a very competitive book market and it has two picture framing/picture gallery shops . Some how critical mass needs to be built but not in terms of the usual well known brand names that we can access elsewhere.

The expanding Warwick University campus should make a provision for greater numbers of student accommodation means. This would release large numbers of houses of houses/flates in Leamington Spa etc and hugely reduce student commuting.

Leamington is an important venue for people from out of town who bring in much needed trade. It's essential appeal is the variety of small specialist shops not chains. Preferential rates should be available for single shop owners.

Chados Street's development will destroy existing businesses and parking spaces and will cost too much in the current economic crisis. Traffic management must be the top priorit for Warwick, or its historic building will suffer through pollution. Mandatory Park And Ride would address this problem. Kenilworth's Priory and Talisman Theatre's could be emphasised as attractive to visitors.

I am somewhat confused on how the council believes building new houses will bring new jobs to the area. The only jobs available will be building ones of which I would hope the council will employ our local builders. If the plan is to build new industrial parks then the recent economic recession has freed up many sites which should be filled first before any new build is started. If there is a great need for industrial sites then why has the Ford Foundry site been allowed to remain empty for over two years now?

Keniworth town centre has been developed sensibly and I would assume that Talisman Square will be regenerated following the arrival of Waitrose. The future of the Woolworth's store is obviously a problem. New building at Abbey End has been done sensitively.
