No strategy in document as to how town centres should evolve. Words could mean anything. Conflict between development of town centres and conservation to maintain the centres. Conservation should be reserved for buildings/areas which are good examples of their kind and need refurbishment to keep them economically viable. Problem in Leamington and Warwick of mixing traffic with shops, arising from the town layout designed before the invention of motor vehicles. Bold strategy needed to change. Strategy required or nothing will happen.
Has need for4,500 or so jobs been identified? Could only work if adequate roads for workers/customers created to attract businesses.

The role of Leamington as a strategic centre should be reflected in the Core Strategy and we support the need to promote and enhance the town centre through major retail growth. The Council should ensure that all existing retail opportunities are maximised in order to maintain and enhance the vibrancy and viability of the town centre.

Should identify the land to the west of Leamington Spa Railway Station as having potential for large format convenience goods retailing.
The site could accommodate in the region of 3,000 sq.m gross of retail sales floorspace. The site is edge of centre and within close proximity to the train station. Very unlikely to have an impact on the town centre, or the Ford Foundry site. Would improve the environment. No other sites available.
Need to re-assess the Station Area Development Brief in the LDF process and ensure greater clarity in the policy framework to guide appropriate retail development.

Councils PO for retail is to promote vitality/viability of town and local centres through planning positively for growth and development in accordance with centre hierarchy and strategies for centres. These strategies will provide a framework for more detailed Area Action Plans and Tesco support this approach to consider centres on individual basis.
Crown Way is currently designated as local centre. CS states intention to carry designations forward. Tesco believe there is potential for re-designating this centre to district centre .
Tesco note there are currently no allocated sites within LDF or Retail and Leisure Study 2009 for new Class A1 floorspace. Increase in housing would place significant pressure on existing retail facilities.
