The use of active travel routes must give consideration of the distances involved, the geography of the area (are there lots of hills, places to cross rivers safely alongside existing road traffic) and the provision of adequate storage and showering facilities at workplaces if located at great distance from where people live. The routes outside of urban areas all require adequate streetlighting, gritting, street cleaning to remove debris, and segregation from other road traffic including buses.

Warwick, as one of the main urban areas, should remain the focal point for future employment growth in the Core Opportunity area. Rainier consider that opportunities to build on existing clusters of employment to the south west of Warwick should continue to be explored. This is a highly sustainable and proven employment hub with potential to deliver agglomeration benefits via the co-location of related businesses whilst also accommodating a mix of employment close to planned housing growth and labour supply in Warwick, but also other parts of South Warwickshire owing to the accessibility provided by the A46 and M40.

In order to reflect and comply with Strategic Objective 1: "Providing sustainable levels of growth in the area", the Core Opportunity Area description should be widened to include the rail corridor which runs parallel to the M40. Once HS2 releases pathways on the route, employment clusters should be assessed and designed to maximise use of rail.

Bearly/Wilmcote: It is one of the furthest locations away from the major investment sites!! Just because two farmers offer their land for sales that could accommodate 6,000+ houses, does not mean the we should convince ourselves that some facts carry enough weight to agree with this development location. Surely the developments should be located near the major investment locations for environmental reasons, unless you plan cycle paths from Bearly to these locations.

There is too much reliance placed on the existing road network, and an over-reliance on people commuting significant distances from residential areas by road.
There needs to be a more integrated transport plan, that considers availability of rail and other forms of public transport to access the employment sites.
The provision of a 'central opportunity belt' effectively eliminates collaboration between businesses in the development region and more established business in the surrounding counties.

No, the concept seeks to spatially link together a number of strategic locations that are not closely linked. This appears to be the case in an attempt to justify all of the strategic allocations. In reality the links between Warwick/Leamington, Kenilworth with Coventry are strong and meaningful but the attempt to link across from Gaydon to the Bidford area far less so. The Core opportunity Area should be reviewed.

Deeley Properties fully supports the identification of the Core Opportunity Area for employment growth. This sets out that key clusters are brought together through the A46 Trans Midlands Trade Corridor and the central section of the M40. The policy direction states that this area will be the focus for new employment development. Land under promotion by Deeley, Land at Banbury Road, Gaydon (Site ID 711), sits within the COA. It is therefore clear that this site offers the best strategic employment growth opportunity to meet Stratford’s needs which aligns with Road Opportunity Area 8 as per the WMSESS (2024).

Broadly agree, however, as with housing, focusing on large employment sites at the expense of smaller sites is a concern.

Instead of developing large commercial buildings in the countryside, why not consider working alongside farmers and encouraging the maintenance of their land, with the increase in production of fresh produce for locals. This could be an opportunity for employment, as well and a boost in the economy for British produce.

Any further development of housing and commerce south of the River Avon should be conditional on new road infrastructure crossing the River Avon to the East and West of Stratford Upon Avon.
The infrastructure should be put in place first - at least one new river crossing that removes traffic from local villages such as Clifford Chambers, Long Marston, Welford on Avon and Binton.

There is too little detail as to how improvements to transport infrastructure will be meaningfully improved, and far more needs to be done to vastly improve the use of public transport before we will see increased capacity on the roads. Moreover, increasing the uptake of public transport should not be seen as a means to increase the desireability of private car use.
