CEG support Draft Policy Direction 13. The JLR 100ha site is located within a Core Opportunity Area would support the role of the automotive cluster, recognised as a key sector within the South Warwickshire economy, through providing space for businesses to expand or co-locate, facilitating wider agglomeration benefits and providing space for the supply chain. In this context, CEG consider even more important that the B8 unit size restriction should be removed.

It is recognised that Draft Policy Direction 13 – Core Opportunity Area will be the focus
for new employment development in South Warwickshire.
However, Figure 10: Core Opportunity Area does not illustrate Stratford 46 as an ‘Existing
Major Investment Site’ despite it being subject to a hybrid planning permission (Ref:
19/01402/OUT) for employment-led mixed-use development, alongside the allocation
and draft allocation (SUA.2) in the Stratford-on-Avon Core Strategy, and Site Allocations
Plan (SAP) respectively.
The focus for employment development should be in the right places. Stratford 46 is
located directly to the west of Stratford-upon-Avon, which, as a town, is sustainably
accessible in terms of labour market supply. Stratford 46 also lies well within the Core
Area Opportunity (as illustrated in orange) in Figure 10, along the A46 which forms part
of the “A46 Trans Midlands Trade Corridor” as described in section 6.2 on page 72 of the
Preferred Option Paper.
Even more so, Stratford 46 lies within Strategic Growth Location ‘SG18’ which has been
identified as a major location for housing and employment growth. There is an
inconsistency between the Strategic Growth Location, the Core Opportunity Area and
sites identified as Major Investment Sites (MIS).
It is recommended that Stratford 46 forms part of the Core Opportunity Area as it is
capable of accommodating businesses wishing to co-locate in the area and take
advantage of the economies of scale, especially those relating to the industrial and
logistics sectors, where residual need is most acute in South Warwickshire.
IM Properties Development Ltd (IMP) has responded separately in relation to Strategic
Growth Location SG18 and Draft Policy Directions 1 and 14 on matters related to need
and its distribution to Stratford 46.

We support the approach to the Core Opportunity Area, as a focus for investment in and creation of significant quantities of economic activity.
We note that Stratford town is a key part of the Core Opportunity Area, which we consider is entirely justified given its role as the financial administrative retail and leisure centre of the plan area. Consequently, we consider that Stratford should operate as the key location for housing in the SWLP, so as to co-locate housing and economic activity which is an inherently sustainable approach to land use. This is in addition to the significant role housing building plays in delivering economic activity in and of itself, at both construction and operational stages.

We remain of the view that the broad geographical extent of the Core Opportunity Area has been correctly identified.
Furthermore, the Council’s identification of the Wellesbourne area, and more specifically, of Wellesbourne Airfield and the University of Warwick’s Wellesbourne Campus as major investment sites within the Core Opportunity Area is endorsed. To reflect the status of Wellesbourne Airfield as a Major Investment Site, we would suggest that the Councils amend future iterations of ‘Figure 10 – Core Opportunity Area’ to include reference to the airfield in the plan’s key.
We are in broad agreement with the principles of Draft Policy Direction 13 and 14 and are content for the Part 1 SWLP to include a policy which looks to direct employment growth to the Core Opportunity Area as it is arguably the most accessible and sustainable geographical area for major employment development to occur.

It is agreed that the Core Opportunity Area (as detailed in Figure 10), which includes the subject site will be the focus for new employment development in the South Warwickshire area. The COA will build on existing employment hubs, harness the potential offered by co-locating businesses and research facilities and support the strategy for attracting significant inward investment to the area.

The Platt Group acknowledges and supports the core opportunity area which includes Wellesbourne. As part of this policy, whilst supporting new employment in this area, it should seek to safeguard existing employment. It is suggested that draft Policy Direction 13 should include text such as “the loss of existing employment will be resisted within the Core Opportunity Area.”
