Radford Semele Neighbourhood Plan - Regulation 16 Submission

Respondent: Mr Jonathan Westley Stoot

Representation Summary:

We are particularly concerned that traffic calming be introduced on the A425 at the entrance to and exit from the village. A history of accidents on this road and the risk to all in the village, including children, we believe makes this a priority. The risk has been exacerbated by the identified new housing developments. In the medium term the risk will be exacerbated still further by the noise reduction from widespread adoption of electric vehicles.

Living On School Lane is a nightmare with traffic particularly around school time in the morning and afternoon. This is before the new housing estate is up and running at the end. This needs reviewing urgently.

Representation Summary:

In our view, there needs to be a lot of improvement to traffic management and public transport. Traffic ranges from being slow (due to congestion) and dangerously fast, so management of volume and speed are essential. The exits of the new estates add to the problems and have not been adequately addressed.
The local bus service has been halved in the last year or so, further reducing the opportunity for people to use it. A better service would mean fewer people use their cars for local journeys. It would help if the bus service went to the Shires shopping park.

I am a village resident and agree with this policy and further that WDC & Highways take additional safety measures against the increased traffic flows through the village particularly reinstating the 30Mph speed limit past the new Crown hill housing development by accepting the extra costs of new street lighting that would be involved.

Representation Summary:

There is inadequate provision for pedestrians crossing the A425 in the vicinity of Lewis Road. It is dangerous for people of limited mobility to cross from the east bound bus stop. The need for an improved crossing here is heightened by the need to provide safe access for residents of the new Semele Park (Crown Hill Gardens) estate to village facilities including the school .
The frequency of the main bus route to Leamington and Rugby has been reduced to approximately hourly which discourages sustainable travel. It should be protected from further reduction and preferably reinstated to half hourly.

Representation Summary:

The main road through the village is in all probability the most dangerous, noisy, polluted and continuously busy road I have witnessed in recent years. Vehicles of all descriptions continuously abuse the 30mph speed limit and travel at speeds well in excess, the zone from the White Lion pub to Lewis Road acts as a noise amplifier and can be deafening and is clearly a noise pollutant. Standing traffic at junctions cause major air pollution and no serious thought and effort has ever been given to traffic calming measures. Why do I continue to pay my taxes I ask myself?

If improved bus links can cut down the traffic this would be a good idea. Not sure what measures can be take to improve car parking. My idea would be to encourage on road parking effectively narrowing the roads and thus decreasing the speed of traffic.

I support traffic management measures within and on approach to the village. I am concerned about the additional traffic that will be entering the village via school Lane to access the new housing and where the estate access road will run in relation to the park in the village when children play. Parking within the village on the roads is also becoming an issue with some roads almost becoming one way (lewis road as an example)

Existing traffic management is woefully inadequate in spite of frequent representations from the Parish Council (see tha RSPC published minutes). Speed limits MUST be inforced. A speed camera on the main road (or a regular police operated speed monitoring system) is very necessary indeed.

Representation Summary:

The number of vehicles in Radford increases frequently. The national speed limit of 30 mph is too high for many reasons.
One is the width of the roads, with so many vehicles parked on both sides of the narrow roads 30 mph is an unsafe speed.Children and the elderly are my main concern, but even fit and aware people are being caught by surprise at the sudden appearance of cars etc.

The average speed of vehicles going through via the main road is way above 30 mph. Enforcement of the law has to be done.
50 mph is commonly seen.

The traffic going through Radford Semele has reached dangerous levels. There has been several accidents. Also the roads in the village are small. Bus services are very poor. Consequently travel outside the village without use of a car is difficult. I would support enhanced bus services and road traffic mitigation measures in the village to make the village a safer place to live. Fully supportive of this policy.

Representation Summary:

There is a serious problem of traffic routinely exceeding the 30mph on the Southam Road through the village.

Although there was decreased and slower traffic during full lockdown the dangerous nature of the main road has returned with many cars driving in excess of 50mph on a regular basis. Often the lead car in traffic through the village dictates the speed and the other cars follow suit. It is such a busy road with more local residents due to new housing. The flashing 30 signs have no effect whatsoever. I would support speed cameras as there are always pedestrians including children walking on the footpaths right next to these selfish drivers. An increase in cycling has created further danger for road users. If cars travelled at the prescribed speed limit of 30mph. There is a serious accident waiting to happen – proper traffic management would not only increase resident safety but also make the village quieter and kinder to the environment.

It is a product of history that unfortunately the Village is bi-sected by the A425 arterial road; an important aspect of the draft plan is that it seeks to address that in terms of enhanced road safety for residents.
