-It is a technical document and difficult to understand without an overall background, for example the development strategy is not explained. There is no glossary defining terms.
-Why is there a need to build extra housing? Is this an obligation placed on the councils by the government? Is there a financial incentive to the Council? I have not been able to find answers to these questions in the document.
