"Some developers felt that the areas could be captured in landscape and historic policies." They would, wouldn’t they!
The suggestion that existing areas of constraint are to be reviewed is deeply concerning. If they are within the current SoA Core Strategy they should remain protected.
"Projects which enhance the character and visual amenity of Areas of Restraint will be encouraged" We disagree because it will invite developers to bring forward schemes which negate the original justification for the restraint.
We support the promotion of beneficial uses such as public access, nature conservation and food production.

Yes but this contradicts with the preferred sites selection. For clopton quarter SG18, development has been previously rejected on the grounds that development would create a major incursion into attractive open countryside which provides an important setting into the town. It feels like it is acknowledged this area has certain historical significance yet it has been put forward as a preferred option? Therefore, agree that 'planning' should abide by its own words and retain this area which it has said itself is significant to the character of stratford

No. The areas of restraint are local landscape designations. There is no provision in the NPPF for the inclusion of local landscape designations in Local Plans. Paragraph 187a of the NPPF requires planning polices to protect and enhance “valued” landscapes only. The guidance in Section 15 of the NPPF is adequate to deal with local landscape matters.

The use of Areas of Restraint is strongly supported. The Radford Semele Neighbourhood plan includes an Area of Separation to prevent coalescence of Leamington Spa/Whitnash with Radford Semele. These areas are essential to protect the character of communities and should be protected against any form of development.
