The policy direction states that ‘sites that are physically well-related to existing settlements, will be encouraged where suitable opportunities exist’.

Land south of Leamington Road (Site 301) is representative of this approach given its location in Southam, which is a Priority Area 1 category settlement and the site is immediately adjacent to Holywell Business Park. It would form a logical extension of the existing business park to contribute towards meeting the local employment needs for the area.

The Policy Direction lacks specificity, particularly with regard to non-strategic employment land requirements. The local plan is overly focussed on strategic allocations and large companies. Against this proposals for Claybank Farm have been ‘sifted out’ yet the Policy Direction seeks the identification of other employment development opportunities.

The local plan needs a reality check, whereby far more emphasis is placed on non-strategic sites and employers as well as SMEs. The potential for Claybank Farm to contribute to future economic growth have been overlooked in the local plan and its associated evidence base.

I strongly oppose the inclusion of SG04 (South of Kenilworth) in Draft Policy Direction 12 due to its unjustified Green Belt release, infrastructure concerns, and negative impact on Kenilworth’s historic landscape.

SG04 fails to meet sustainability criteria, and exceptional circumstances for Green Belt development have not been demonstrated. Developing this site would increase traffic congestion, strain local infrastructure, and damage the town’s rural character. Employment growth should be directed towards brownfield sites and better-connected areas that do not compromise the Green Belt. SG04 should be removed from consideration to ensure sustainable and responsible economic development.

I note the three potential locations identified and would simply state that none of them would enable any new residents of Meon Vale or Long Marston Airfield to be able to internalise their work travel on site, thus demonstrating the disconnect between these locations and the three potential employment sites. This militates against Meon Vale and Long Marston Airfield as being sustainable from the transport and employment perspectives. I would also point out that whilst the South Warwickshire boundary may be technically 10 miles from Birmingham at its northernmost extremity, Long Marston is around 20 miles further south.

I acn only comment on the site at Wedgnock Park Farm. This is inappropriate for industrial development as the road infrastructure is totally inadequate. Access would impact on Stanks Island which is already a significant bottleneck, particularly at peak times. The road "improvements" previously made were very costly and have provided no tangible improvements to traffic flows. This stems from the fact that the road into Warwick from the island is single lane by the cemetry and the bottleneck stretches back to the roundabout. Industrial development here would simply exacerbate this. It is additionally inappropriate destruction of green belt land.

JLR agree subject to the inclusion of land south and west of JLR Gaydon as an allocation within the Draft Plan.

JLR needs to retain the ability to expand its operations at Gaydon to respond to changing demands on the business. However, that expansion must be on land it controls and on land which is contiguous with its existing operations in order to maintain security and efficiency in how it operates. For that reason, HELAA sites 375 and 376 must be allocated to secure the efficient expansion of its operations at Gaydon over the lifetime of the Plan.

The SG07 site (Wedgnock Farm) is currently Green Belt (historic deer park and woodland/agricultural), which suffers from flooding. Whilst it is close to the A46/M40 the current infrastructure would not be able to cope with the increase in traffic especially HGVs. The A46 at this point is a dual carriageway and despite improvements has recently been closed for a prolonged period due to flooding. The Birmingham Road is a minor A road which struggles to cope when there are problems on the M40.

Research centres and expansion of Warwick University could increase the employment offering, and a strong employment base would provide a New Settlement with a clear purpose.
