The diversity introduced to a locality by a Gypsies and Travellers community will naturally have impact on adjacent non- traveling communities. Should be recognized towns, with larger communities and more plentiful facilities would be better able to support this type of development. New criteria should be adopted to support reflect this.

Normal communities are naturally cautious about travellers and consider that threat of travelers is high priority in Community Safety Programme with threat of crime, begging, drug-selling and general generation of litter and worse left in sites they visit to say nothing of tax evasion either on incomes or Council tax. Few people wish to see them in vicinity or even miles away. Stabilising the situation by providing permanent sites means that problem doesn't go away whereas travelers are at least moved on.
Provision of sites encourages travelers to remain in that way of life.

Why 11 permanent and 15 temporary in Warwick District? Are we expecting whole of Eastern Europe to turn up? This quantity should be resisted at all costs. Where possible, travelers should be weaned away from that way of life to reduce problem to rest of us and help pay their way in society.
