Any additional retail parks should be sited to the North of Leamington or close to Kenilworth, thus reducing traffic through Leamington & Warwick town centres, by residents of these areas travelling to the shire retail parks

The hierarchy suggested is the natural based on the relative sizes of the towns and their needs. The policy should not, however be used to limit developments which may be seen to be outside these 'natural' leavels.
