The proposed development is to ease the pressure on the Coventry housing situation. Residents of Coventry will not want to move to Leamington as the commute will longer and more expensive, they will be further away from the family network, house prices in Leamington are substantially higher than Coventry meaning people are unlikely to move anyway. Provisions must be made closer to Coventry, you cannot force people to move away from the area.
