Exceptional Circumstances are required by the National Planning Policy Framework to remove the land north of Milverton from the green belt. These circumstances have not been demonstrated by Warwick District Council.
Coventry City Council has requested neighboring councils assist them in meeting Coventry's housing need by providing land for housing on land adjacent to Coventries boundaries.
The proposed use of this green belt land, on the boundary of Leamington's built up area, does not meet Coventry Council's request for land on the boundary with Coventry.
