The NPPF states that the Local Plan should be based on cooperation with neighbouring authorities. Warwick District Council has not taken into account the development by Stratford upon Avon District Council of 3,800 homes on land situated at Gaydon / Lighthorne, which is a short distance from the proposed developments south of Gallows Hill on the same Banbury Road. This other development would add considerably to the vehicle movements on the only road into Warwick and over the Castle Bridge.

WDC have also not cooperated with Coventry City Council regarding a parcel of land adjacent to Warwick University capable of taking 5,000 homes and putting them nearer to places of work, especially to the Gateway scheme proposed by both Councils.
