Renewable biomass growing is more carbon sustainable than growing crops to feed animals for meat. Biomass and low carbon energy production and carbon sequestration should have at least equal weight to more traditional agriculture.

Consideration should also be given to the economic consequences to the farmer of allowing development on the poorer agricultural land. Many farmers are tenants and cannot afford to lose any land.

Again this policy doesn't make sense as if one says yes or no it is agreeing to a contradiction.
Of course good value agricultural land should be prioritised but why build on this land at all when it in fact helps to feed animals who also need land for food to be grown. I believe parts of this document are misleading and the public are being asked to answer yes/ no on questions which don't have a yes/no answer when one actually reads the policy. Prioritise brownfield and not greenfield sites full stop.

Following recent controversies over planning for solar farms this direction is to be welcomed. Combined with a strong mandate elsewhere in the plan to support rooftop solar PV on all new residential and other buildings this should provide a strong framework to drive forward local renewable energy generation in the most appropriate places.

Policy is wrong, no development including strategic growth or new settlements should be on land that is Grade 3 and below. UK plc should not destroy and lose high quality fertile land that is productive. You cannot make land!

Mostly supportive apart from the last point. It should be noted that large scale renewables can coexist with agricultural uses of land, and indeed may actually improve its productivity. For example large field scale solar PV on tall mounts can provide shade for some crops in hot summer months and thus reduce transpiration and water requirements. Work and knowledge on that is likely to continue to develop during the SWLP timescale, so I don't think it should be discount as suitable for high grade agricultural land.

I do not agree that large scale solar farm developments should be on any agricultural land. They produce very little electricity in our winter months and would be more sustainable if solar panels were applied to all the new buildings proposed.
Justifying poor quality agricultural land for solar farm use, is failing to acknowledge that same land is extremely important for grazing, birds, wildlife, trees and wild flowers that forms our valued but fast eroding, Warwickshire countryside.

That identified as part of the BW proposal has been identified as high quality and should therefore not be lost under housing The country is already a net importer of food and further loss of growing opportunities further compound our reliance on importing food.
