Far better levels of Sustainability and utilisation of all levels of infrastructure. People generally want to live and work close to a town in terms of short travel distances, community and facilities.

In this draft policy, Wellesbourne is identified as a local centre. The document states on page 100 that it is considered to be adequate. This is in a list including Alcester, Shipston on Stour South. It cannot be said that we reflect the adequacy of those Local Centres. It would be interesting to see a criteria. The village is underprovided with retail provision.

Due to reduction in retail the areas in each town should be reduced to a core area allowing those farther out to be returned to residential

Why is Stratford last in the hierarchy? Consider alphabetical order.
For Stratford, consider including the whole of Henley Street in Primary Shopping Area, particularly as the Gateway Project comes forward.

With ref to the Bearly/Wilmcote development - This is in conflict with the extremely limited area given over to Stratford's primary shopping area, which is clearly too small to accommodate the huge increase in population that would look to use it. Therefore these people travel to Leamington or Redditch to shop. So put the developments there to minimise environmental impact.

The importance of protecting and enhancing town centres as service and leisure destinations for the whole area is supported. This should include a presumption against any further large out of town retail sites. The existing out of town sites generate traffic congestion both on and off site.

A major project has been proposed and researched by consultants Atkins: Shaping Travel in Shipston.
No mention of this project to change a town centre could be located in the South Warwickshire Local Plan - Part 1.
There is further scope to encourage new and existing shops through the business rate system to make opening and keeping open shops more attractive.

Please look at the business rate system to encourage small retailers to keep their shops open and to make town centres attractive to businesses.
Please take note of the proposals for Shipston Town Centre included in the document 'Shaping Travel in Shipston' attached here as the submission appears to be in parts and the reviewer of one part may not look at another.
Please also consider ways to encourage the Care sector which is a major part of the local economy in South Warwickshire

Town Centres have shown signs of serious decline for a variety of reasons. Town Centre shopping & leisure is important for mental health and therefore deserves serious investment.

The policy should be more specific about the proportion of charity shops, barber shops and beauty related units in a primary shopping area and local centre. A lower proportion of such units should be specified for local centres.

Local Councils have not done a very good job so far. For example, look at the state of the main shopping streets in Leamington. Contractors employed to replace pavements some years ago, (the disruption causing substantial loss of trade to local businesses), were awful. Almost immediately the resurfaced areas failed resulting in trip hazards and deep puddles. Leamington Town Council blamed WDC but neither did anything about it. High Street traders in general are suffering right now but locally they are hampered by the run down appearance of the streets and parking meters that are out of action.

The proposals for supporting our town centres amount to little more than fiddling while Rome burns.
Yoga classes and dog training classes are not going to save our town centres that have been decimated by years of misguided polices. High rents, absurdly high business rates, increased parking restrictions and charges and ill thought through planning policies have resulted in the displacement of town centre shops and businesses to barren retail parks on the outskirts.
There needs to be an immediate halt to out of town developments and real incentives to encourage businesses to set up in the town centres.

Vital opening question: do they need to change.
Secondly, why?
And thirdly just who decides what is changed and what it becomes?
Heritage must be respected - nowhere has as far as I am aware open gutters flowing with sewage (sorry!).
