Supports WDC in developing a CIL and would like to work with WDC in developing a charging schedule that will compliment health priorities. The health and wellbeing board should be consulted in the early stages of planning any major development to identify the impact on infrastructure. WDC should request that developers conduct a Health Impact Assessment on any new development over 1000 sqm or of 50 dwellings or more. WDC should create environments which enable maximum opportunity for healthy living and which are non obesogenic. The provision of decent affordable and environmentally sustainable housing and extra care housing where appropriate should be prioritised, incorporating cycle routes and green spaces for healthy living. Welcomes development which raises aspirations in terms of education and employment which are social determinants of health.In order to retain local people to support and be employed within the local economy, the planning process must consider an adequate amount of education provision targeted at children and young people. Development opportunities should be considered with a life course approach taking account of the different needs of the population and those at different stages of life. Welcomes policies which help individuals to live independantly and the creation of community structures which support retention of the local economy and promote healthy lifestyles.

No objection to the level of growth that is required to support the forecasted increased population over the next 18 years, however urges WDC to ensure that there is a robust health infrastructure to support the increasing population. Growth should be considered in terms of the "triple bottom line" , i.e. the financial, social and environmental impacts. Urges WDC to consider the levels of growth and the impact this will have on the local health infrastructure. PH/SWCCG is keen to discuss additional requirements in terms of capital infrastructure/revenue that will be required to support the growing population. PH/SWCCG would be keen to work with WDC to set a suitable charging schedule for CIL to ensure these costs can be met by development opportunities.

Supports the concept of introducing affordable housing on housing development sites. More information is requested on WDC's definition of 'reasonable level of services' in relation to development of schemes, as the NHS would need to have an input into what is a 'reasonable level of NHS services'. Affordable housing should also be environmentally sustainable housing.

Supports the proposed site allocation development plan and is pleased that convenient access to GP surgeries is mentioned. PH/SWCCG would like to stress however that careful discussions need to take place around ensuring there is adequate primary care services available to this marginalised group and also to ensure that we are aware of the potential increase in local population to enable adequate planning.

Supports the plan to ensure availability of a wide range of employment land, as the recent recession has resulted in many redundancies across the county which impacts on mental health and wellbeing, therefore any opportunity to attract inward investment, particularly "green investment" and employment to the district will be welcomed. Any large developments, such as the Coventry & Warwickshire Gateway site should consider incorporating cycle routes, measured miles and green gym equipment to allow employees to integrate physical activity more into their daily lives.

This will support people to live independently in their own homes as they will have access to local shops and this will reduce their need to travel by car to access these amenities. PH/SWCCG would also encourage WDC to ensure that there are a variety of retail options for the purchase of fruit and vegetables and other healthier food choices available locally to encourage healthy eating.

The Health and Wellbeing Board should be considered/consulted in the early stages of planning any major development that will have an impact on the health infrastructure's ability to serve the local population.
Planning policy should systematically consider health and wellbeing as a matter of course. Would urge WDC to create environments to enable maximum opportunity for healthy living and reduce opportunities for unhealthy behaviour. E.g. increasing opportunities for walking, cycling, adequate lighting, green spaces and safe environments for children to play in. Whilst also creating an environment which is non obesogenic by presenting fewer opportunities for engaging in unhealthy behaviours.
