Norton Lindsey

Representation ID: 51277

Received: 27/07/2012

Respondent: Norton Lindsey Parish Council

Representation Summary:

The proposed housing allocation of 30-80 houses detailed for Category 2 villages does not appear to be equitable in that the upper end of the Category 2. allocation is very close to the Category 1 allocation of 100 houses. The allocation should be reassessed.
Norton Lindsey can not support the rate of development proposed under the Category 2 classification and has a very limited range of services and facilities.
Development of the scale proposed would increase the volume of traffic on the roads through and exiting the village.

Norton Lindsey's historic conversation, landscape and architectural value are critically important when considering development and this should in particular avoid land bordering Ward's Hill to the north of the conservation area.

PO16: Green Belt

Representation ID: 51278

Received: 27/07/2012

Respondent: Norton Lindsey Parish Council

Representation Summary:

We do not believe sufficient note has been taken of the Green Belt policy outlined in the National Planning Policy Framework especially Paras.85 and 86. The Policy as outlined in the Draft New Local Plan does not give protection against developers as we believe was the intention. The note that Parish Councils will be consulted is not sufficient and should be strengthened.

3. The Local Plan Process

Representation ID: 51279

Received: 27/07/2012

Respondent: Norton Lindsey Parish Council

Representation Summary:

The Council notes that the community of Norton Lindsey is split between three Parish Councils and Warwick and Stratford District Councils and can therefore be subjected to allocation of housing proposals from these authorities. The community is very concerned that there appears to have been no consultations to ensure that this community should be consulted and informed as to the debate on the impacts of the Stratford Local Plan which we understand is out for consultation. We do not consider that the requirement to co-operate is satisfactory. Has WDC been consulted ot co-operated with? The Council has already made representations to WDC for the boundary to be moved to enable the community to be satisfactory planned, developed and represented.

PO5: Affordable Housing

Representation ID: 51280

Received: 27/07/2012

Respondent: Norton Lindsey Parish Council

Representation Summary:

We have supported the provision of affordable houses within the community which has some 25 affordable homes protected by Section 106 agreements which is a high level to support the local population. In the last ten years the community has accepted some 25 additional dwellings in the community with some 13 dwellings in WDC area. A recent housing survey within the village revealed the need for two-three bedroom houses and a bungalow only. The last development of affordable houses in the community could only be filled by extending the catchment area beyond the defined parishes.

PO6: Mixed Communities & Wide Choice of Housing

Representation ID: 51281

Received: 27/07/2012

Respondent: Norton Lindsey Parish Council

Representation Summary:

This Council notes with concern that the Local Plan does not address the issue confronting village Parish Councils where small houses are sold and then either developed into 4/5 bedroom houses either by demolishing them or extending, thus reducing the ability of establishing balanced communities with smaller families in the lower income bracket having the opportunity of attaining the affordable accommodation.

PO14: Transport

Representation ID: 51282

Received: 27/07/2012

Respondent: Norton Lindsey Parish Council

Representation Summary:

Sustainability is an important aspect of the Plan and it is not clear that the proposed development is sustainable in terms of local facilities and jobs in village communities. This would result in more car journeys and increased CO2 emissions.
