Do you support or object to the preferred option for Tourism, particularly in respect of visitor accommodation?

Representation Summary:

The importance of historic assets to tourism is recognised; it would be helpful if the text were also to recognise that the ambience of the District's Historic Landscapes will be a significant factor in attracting visitors to the District.
Suggest that mention is made of Green Tourism as a major influence, with its association with Shakespeare plus aesthetic qualities of the Forest of Arden and Arden Parklands e.g. Warwick Castle Parklands and Warwickshire's leafy country lanes.

Representation Summary:

It would be helpful if there were reference, in the context of the creation of new enterprises and farm diversification, to the need to find sustainable uses for redundant agricultural buildings, which do not detract from any significance which they may have in respect of historic environment and their contribution to local character and distinctiveness.

We support the encouragement of Parish Plans and Village Appraisals at para 9.9, but in order that local communities are able to identify development needs that are sustainable in historic environment terms and are able to respond to local consultations in respect of heritage assets (as anticipated by the draft PPS15 Planning for the Historic Environment policy HE9.3) we would ask that local guidance on these documents be prepared which includes consideration of the significance of the historic environment.

The evidence base cited at 10.6 for this section includes no reference to the Warwickshire Historic Environment Record or to Historic Landscape Characterisation. Whilst the SHLAA is cited, the SHLAA only identifies Historic Environment constraints on the basis of designated assets (as per national policy); both PPG16 and draft PPS15 emphasise the importance of non-designated assets but the SHLAA methodology does not in itself facilitate consideration of such sites; therefore historic environment has not been fully considered in the determination of the preferred options.

However, whilst concerned in principle that the selection criteria do not allow for a proper consideration of Historic Environment, we do not object in principle to the majority of sites selected providing that proper appraisal is undertaken and allowance made where necessary for preservation of sites of national Importance (in the sense of the 1979 Ancient Monuments and Archaeological Areas Act and PPG16). In general the sites selected do not appear to be of primary importance in terms of Historic Landscape Character.

It is difficult to offer support at this stage since no more than a general location is indicated. There is a Scheduled Ancient Monument on the edge of this area together with a possible moated site. Detailed appraisal of archaeology and historic landscape should be undertaken once any area has been properly defined.
