The evidence bases cited for land allocation in respect of employment and housing (5.6, 10.6) do not include all available sources for the historic environment and particularly for non-designated aspects of the historic environment. Two sources of information, the Warwickshire Historic Environment Record and the recently concluded Historic Landscape Characterisation (HLC), provide relevant data.

Since the individual allocations will need to take account of the impact upon historic environment we recommend that further work be undertaken to identify the issues in respect of the historic environment. We note that the Landscape Character assessment for Land South of Warwick recommends (para 4.1 fourth bullet) further work including consideration of the HLC. The comments offered below in respect of individual allocations should not be interpreted as a substitute for this more detailed work.

Land at Lower Heathcote Farm, south of Harbury Lane:
The Warwickshire Historic Environment Record indicates the presence of archaeological sites, including the possible site of a deserted settlement at Heathcote, and finds of material from the bronze Age, Anglo-Saxon and medieval periods. Historic Landscape Characterisation indicates an area of large post-war fields.

The Warwickshire Historic Environment Record indicates the presence of archaeological sites, and a Romano-British settlement site, Scheduled as an Ancient Monument under the 1979 Ancient Monuments and Archaeological Areas Act, lies on the opposite side of the A46. Historic Landscape Characterisation indicates an area of planned enclosure and playing fields.

Whilst not objecting to the principle of some development on the sites at Lower Heathcote Farm, west of Europa Way and Thickthorn, this should be subject, given the existence of archaeological interest and the possibility of further, previously unknown, remains existing here, to a programme of archaeological assessment and, where appropriate, mitigation; this may require preservation in situ across parts of the sites should significant remains be found.

It is difficult to offer support at this stage since no more than a general location is indicated. There is a Scheduled Ancient Monument on the edge of this area together with a possible moated site. Detailed appraisal of archaeology and historic landscape should be undertaken once any area has been properly defined.

We support the value placed upon Warwick's local distinctiveness and historically significant environment (para 6.15) but would point out that this is also applicable to Leamington Spa and Kenilworth
