This emerging Local Plan needs a fundamentally new approach to the provision of employment land requirements, particularly in terms of the Plan period to 2050. Covid brought a substantial increase in the number of people working from home and particularly those who use broadband and the internet and can work from their own homes. The South Warwickshire Local Plan should have properly commissioned a new employment and economic study from independent consultants which should focus on providing focused growth for those employment activities related back to growth in the national economy. Without this independent Study we believe that the approach taken is imbalanced and particularly at a critical time generally after Covid. In addition the reasonable expansion of Hatton Park could provide focused employment growth on farming and farming-related activities. Generally Economic growth comes from small businesses expanding.

Q-E2: Given our reply under Q E1.1 above, the ability now to provide low or zero carbon employment growth together with environmental recycling should be the aim for both new employment locations and particularly in sustainable settlements, such as at Hatton Park, and not just in the major towns for South Warwickshire. Q-E4.1: Bearing in mind our replies on the various issues above relating to the economy, sustainability, sustainable travel and new employment with particular provision for some employment land to assist rural diversification of the economy seems to us to be very important. Q-E5: This question is poorly worded in that there are actually no options listed. However, sites have to be sufficiently large to provide the range of “grow-on” accommodation that is suggested is required. This is really more applicable to the provision of new employment in or adjoining existing towns. Q-E6: This question is again poorly worded because there are no specific options. However, where in sustainable rural locations such as Hatton Park new business opportunities can provide themselves, particularly in conjunction with farming and agricultural production. We believe that support should be given through this emerging Local Plan for such opportunities as farm shops, farm cafes, farm-related tourism ie visitations by the general public to farming operations of interest. Q-E8: There are small existing rural employment sites that really need further consideration and expansion where an appropriate opportunity is available.

Issue H1: We have looked at the 5YHLSC as at 31st March to March 2027 and it is our belief that the annual housing provision figure should be between 800 and 850 dwellings per annum. This takes into account the South Warwickshire Plan proposals for a much wider housing supply in form and context for the rural areas where there is very significant population and the need to try to retain growth in settlements and generally the residents staying within their general location. Both Districts have significant requirements for affordable housing and particularly in terms of the housing waiting list for each authority and the annualised figure above of 800 to 850 dwellings per annum allows for significant reductions in housing waiting lists as well as for a substantial increase in the requirement for affordable housing particularly in rural areas. This generally supports the trend-based projections included in Table 9. Q-H1.1: We agree with the question as set out in our answer above.

This question needs to be dealt with in two different ways. There should be a policy relating specifically to the towns and larger settlements and a further policy dealing with the rural area and the different settlements. You will see our answers to various questions above which bear on tenure and type. For the rural areas whilst there needs to be housing provision by unit across the board, there should not be a predominance of one bedroomed housing units because of the need to accommodate families in three / four bed housing and also the need to provide for bungalows and housing for the disabled in the various locations in the rural area. Much of the rural area lies in Green Belt and for those larger settlements that lie in the Green Belt there must be a much more flexible approach to housing growth to provide for both local needs and long term needs in the Plan period stretching to 2050. Table 12 for market housing seems appropriate but realistically the four bed provision should be 20%.

This can be dealt with by a proper “needs assessment” for each settlement and then the adoption of an appropriate policy, with some flexibility, for inclusion in the strategy for growth for the rural area.

Q-H3: This needs more rigorous analysis, probably by external consultants, to report upon the needs for future populations up to 2050. Appropriately worded policies can then flow from that Needs Assessment.

Q-H4.1: No, we do not agree because the shortfall needs to relate to the whole Plan period up to 2050 and there should be no cut-off at 2031. In addition, there need to be the shortfall needs for Coventry and to an extent Solihull. Q-H4.2: This is an appropriate time to re-assess the actual boundaries of the HMA that are applicable to South Warwickshire because there will be some “in-commuting” from other surrounding Districts which need to be taken into account. This is often the most heavily fought part of the Local Plan Inquiry and once again there needs to be a robust External Consultant report advising the South Warwickshire authority on the needs and requirements for the whole of the Plan period up to 2050.

Q-T2: Bearing in mind the answers that we have given above, we would reiterate that the settlement of Hatton Park and its appropriate expansion, and link to Warwick Parkway and the main London-Birmingham rail route is important. Q-T3: For the reasons given above, the provision of appropriate new employment related to farming and farming community in locations such as at Hatton Park with its link to the Warwick Parkway station, are vitally important and provide proper planning synergy and actually the fulfilment of changing, where possible, car travel to train travel
