If after analysis of existing development sites, and provision of accommodation at Warwick University, housing allocation cannot be met, is acknowledged this site has least amenity value of those under consideration in South Leamington, since it is between development to east of Europa Way and west of Myton Road. To maximize use of site if it needed, proposed density should be increased raising number of homes from 1250 to 2400. Part of analysis should take into account doubts about population estimates. Site should only be used after receipt of 2011 and 2021 Census results showing whether need is real. Should only occur in phase 2 or 3.

Contrary to Central Government 'Directive' designated areas of restraint should be respected, such areas having in past invariably been identifed for good reason. e.g. area 1E to west of Europa Way was established as area of restraint, specifically for leisure and sporting activities, as related condition of planning approval for Technology Park, thus providing a green breathing space between Warwick and Leamington to avoid urban sprawl merging two towns. Similarly 'green' spaces should be maintained between Warwick/Leamington and surrounding villages to maintain individual character.

Approx. 40% housing would be concentrated in areas south Leamington. Large housing growth in last 10 years. Local services/road network pressured.
Development would generate additional 6,000 - 8,000 cars. Europa Way link heavily congested.
More sense to spread housing across district making use of A46. No additional infrastructure. Supermarkets used almost to capacity.
If housing built north of Leamington and east of Kenilworth, supermarkets could bring needed jobs.
Areas chosen by public in consultation not in preferred options. Understand area at Finham promised to Coventry for overspill - no explanation.
If go ahead will be in direct contradiction to wishes of electorate.
