The justification for the housing requirement has not been established and is based on generalised 2010 ONS data that can only guess at local conditions and future trends. Previous inward migration was a product of the building boom pre 2010 and has increased the population by 10% over the last 12 years, contributing to commuter traffic problems. Building 600 homes per year will cause permanent damage to the Districts environment. The Local Plan was prepared before the full extent of the financial recession was understood. By allowing the District to grow at double the national average rate the Council has created current problems.
