In para 8.15 it indicates that the NPPF states that "In order to promote a strong rural economy planning policies should:....Promote the development and diversification of agricultural and land based rural businesses"

However the proposed development of Green Belt land on the Milverton site would result in the loss of Grade 2 agricultural land which covers the vast majority of the site. Thus the proposal to develop it for business (and housing) which displaces existing farming land is non-compliant with the guidance of the NPPF quoted above i.e. the NPPF cannot be quoted as a justification for inclusion of Milverton.
