Section 4.10 contains a circular argument regarding economic growth and housing growth. In effect it is saying that housing growth is needed to meet economic growth, and economic growth is needed to meet housing growth.

If Warwick District has too much unemployment, and/or too many people commuting out of it to their place of work, more jobs are needed but not more houses. On the other hand if employers can't fill job vacancies, and/or a lot of employees are commuting into the District, the need is for more housing.
