One of the key factors in attracting shoppers to town centres is the abundance and cheapness of parking. There is a lot of evidence showing that people resent paying for parking, and would rather spend more money on petrol to drive to somewhere where parking is free - even though this may sound perverse.
If the decline of town centres is be reversed, this factor needs to be taken on board.
