Gardens attached to new developments should be included in the thinking. They are often effectively sealed from each other by solid panel fencing and gravel boards. This does not allow for hedgehog highways etc. Hedging would be more sensitive to wildlife needs and encourage greater biodiversity. Or at least gaps under fencing. I am tempted to suggest a restriction on pet numbers but that would probably be unacceptable!
