Severn Trent's draft Water Resources Management plan does not appear to take account of the latest housing growth figures in the SWLP. As such, please ensure that meetings are held with Severn Trent to align water supply plans with housing growth locations, and that any significant constraints on water supply development are identified before selecting sites.

The idea that a further 3000 house in Shipston on Stour would need a major water and sewage system upgrade and trying to minimise the amount of work involved is wrong

As the area around Wellesbourne often has messages about summer ‘peak use’ and sometimes a lack of water - I do not believe that the current infrastructure affords the proposed dense housing proposals. A much smaller development which are spread across all villages and towns is much preferred.

"adequate water supply” should be measured by flow and pressure?
Policy should also deal with the ownership/responsibility for SuDS maintenance which has a long term impact on residents of and management companies for small and large developments (eg 8 - 100 dwellings)
Should developers warrant that where systems are not to be connected to the statutory authority’s infrastructure it will be constructed to a standard acceptable to that authority? i.e. do not allow developers to build inferior water and sewerage pipework throughout a development which could lead to major pollution issues in the medium to long term.

The requirement for development to mitigate any increase in surface water runoff with SuDS is supported, along with ensuring that there is adequate water supply resulting from any development proposals.

The criteria applied to ensuring that there is adequate wastewater infrastructure to serve new developments are not robust enough. This issue should be addressed more effectively.

There is a disconnect within the current planning system whereby developers are only required to assess the impact of their foul and surface water discharge to their connection point to the adopted sewer network. This very often results in discharges to inadequate existing surface water and foul water system(s) resulting in flooding downstream of the development. Developers must be required, as part of the planning process to assess that the existing network that they are discharging to has sufficient capacity to accept the additional flows, both foul and surface water, between their site connection and the outfall (ie the treatment works or main river) without causing flooding to existing properties. If upgrades are required then the developer must be obligated to contribute significantly to the upgrade of the network. The proposed policy does not place sufficient obligation on the developer to protect properties downstream of his development from surface water and foul water flooding.

NO new connections into combine sewers - not just 'avoid'
Policy needs to require evidence that existing sewers can handle extra loading
Long term monitoring of effluent in receiving waterways to show that new development will not make pollution worse

The entire downstream foul water system must be assessed for adequacy before connection is allowed.
The downstream discharge rate from any surface water drainage or SUDS system must be limited to one third of the current green field runoff or one tenth of the current brownfield runoff.
Shortfalls in the current systems, including allowing for climate change, must be addressed as a minimum before considering any further development.

Godwin Developments acknowledge that there should be an adequate water supply to serve existing and new developments. However, it is important that applicants are given clear and concise guidance from Lead Local Flood Authority and statutory undertakers on this matter. There is a concern on current applications regarding the time it takes to receive guidance on these matters which causes unnecessary delays to planning applications.
With respect to Land at Aylesbury Road, Godwin Developments have been engaging with Severn Trent Water and those discussions have confirmed that there is a suitable connection point for foul sewage to serve this development.

Any surface water management needs to be complete and sufficient size to prevent downstream flooding. This needs to be included in the total environmental footprint cost in order to minimise the sustainability impacts.
Note in terms of BW - one of the potential new settlements, for the existing houses in the immediate new settlement area - like ourselves - there is no existing sewerage service and we have our own individual treatment plants. So significant waste water treatment facilities will be required.
