There is a disconnect within the current planning system whereby developers are only required to assess the impact of their foul and surface water discharge to their connection point to the adopted sewer network. This very often results in discharges to inadequate existing surface water and foul water system(s) resulting in flooding downstream of the development. Developers must be required, as part of the planning process to assess that the existing network that they are discharging to has sufficient capacity to accept the additional flows, both foul and surface water, between their site connection and the outfall (ie the treatment works or main river) without causing flooding to existing properties. If upgrades are required then the developer must be obligated to contribute significantly to the upgrade of the network. The proposed policy does not place sufficient obligation on the developer to protect properties downstream of his development from surface water and foul water flooding.
