The importance of climate resilient design in development is recognised, along with the cooling hierarchy, optimising the use of permeable surfaces and Green Infrastructure, mitigating flood risk, and incorporating water efficiency measures. It is appropriate for development in the Plan area to be accompanied by a completed Climate Change Checklist, in line with the existing development plan for Stratford-on-Avon.

Ymatebydd: Godwin Developments
Godwin Developments acknowledge the approach as set out in Draft Policy G regarding climate resilient design. It is important that new schemes are designed to minimise and prevent overheating and avoid the need for mechanical ventilation.
It is noted that all proposals for new development will be required to complete a climate change checklist to demonstrate how climate change risk has been addressed in their design. Instead of this being a separate document, would it not be more appropriate that these details are including in Design and Access Statements or Energy Statements which form part of the validation checklist? It is important that we seek to streamline the amount of information that is being presented in planning applications. This would be beneficial for both the planning officer and the general public who are reviewing these documents.

Flood risk needs to be avoided - but then it is not clear that this has been exercised in the site selection and rating criteria. BW is on a flood risk map - but is included as a possible site and not scored accordingly.
To support a new settlement with passive or decarbonised heating will require significant electrical connections, and any site selection needs to take account of what existing grid connections and size are available locally. eg Long Marston / Meon Vale is on an old airfield site/ military base and has potentially significant infrastructure connections versus other locations

I strongly agree with this approach. If it is to be implemented rigorously, it will require substantial changes to Council processes, including training of Officers and Councillors, changes to design guides. and SPD, and particularly regarding form factor and fenestration.

Catesby Estates are committed to responding to the climate crisis and are actively looking to deliver housing to standards above those set out in current building regulations in response to this challenge. However, it is important for the policy to recognise that renewable and low carbon energy dwellings may not always be practicable or viable in new developments.
It is considered that a requirement to future-proof new development to adapt to the effects of higher and more extreme temperature change could be incorporated as part of design guides/codes for strategic development sites or locations.

The draft policy seeks to ensure that new development and changes to existing buildings are resilient and flexible to future changes in climate, focusing on adaptability to future climate impacts. The approach aligns with the NPPF which advocates for proactive strategies to mitigate and adapt to climate change.
However, care should be taken to avoid exceeding Building Regulations, for example in relation to overheating risks in new residential development, unless there is robust evidence that demonstrates that this is justifiable and a necessity.

As part of new design we give consideration to preventing overheating through application of the colling hierarchy as noted, focussing on passive design measures in the first instance. This can include design, orientation and tree planting.
The application of any specific targets which go beyond the requirements of the Building Regulations or national guidance needs to be fully considered as part of the Plan evidence base and viability assessment.

Yes, I agree with the approach laid out in Draft Policy G: Climate Resilient Design. The policy offers a comprehensive and forward-thinking strategy to ensure that new developments and existing buildings are resilient to future climate changes, particularly extreme weather events like heatwaves, flooding, and storms. By prioritising passive cooling, natural ventilation, flood risk management, and water efficiency, it addresses both mitigation and adaptation measures effectively. The Climate Change Checklist is a positive step in ensuring that climate resilience is integrated from the outset of design, contributing to long-term sustainability and reducing vulnerabilities in future developments.
