Flood risk needs to be avoided - but then it is not clear that this has been exercised in the site selection and rating criteria. BW is on a flood risk map - but is included as a possible site and not scored accordingly.
To support a new settlement with passive or decarbonised heating will require significant electrical connections, and any site selection needs to take account of what existing grid connections and size are available locally. eg Long Marston / Meon Vale is on an old airfield site/ military base and has potentially significant infrastructure connections versus other locations
