Tourism is obviously important to the local economy. One of the things that would support it in Stratford would be better rail connections. Reopening the Honeybourne line would open up connections to Oxford and London, which would increase the cultural vitality of the town, as well as the number of visitors.

The wording "where possible" must be removed. Likewise "the agent of change principle". Arts and Culture are constantly under attack. New policy should actively encourage expansion in this area. If a new development place an arts or culture facility at risk the developer shall be required to build & open replacement facilities within the same are BEFORE the existing facilities are closed.

We agree that Arts and Culture play a significant role in social inclusion, supporting good mental health and wellbeing and support Draft Policy Direction -21. We believe that local library provision is an important cultural gateway and play a key role in sustainability, community cohesion and social justice agendas. These should be protected and required on new settlements falling above a reasonable threshold.

Arts and culture – Draft Policy Direction 21 sets out that cultural, tourist and leisure facilities within South Warwickshire will, wherever possible, be protected, enhanced and expanded (where appropriate) in partnership with key delivery partners and stakeholders. The National Trust are supportive of this policy on the basis that the properties that we operate in the Local Plan area would cover all dimensions of cultural, tourist and leisure facilities in the context of built heritage. We are pleased that an “agent of change” approach would be taken towards new development in the context of the impact that such could have upon the successful ongoing operation of an adjacent cultural facility.

Co-locating new development in proximity to such assets has significant advantages, since new patronage supports the role of the asset and furthers people’s recognition of, and value placed in the asset. Co location also provides the opportunity for assets to be integrated into a strategic scale masterplan for an area, and in so doing justifies consideration being given to asset enhancement via financial contributions to upgraded facilities therein, or the provision of new facilities upon a new development to serve the existing asset.
Clopton Quarter is located adjacent to the Welcombe Hills Park. Davidsons Homes propose to enhance the connectivity of this area of Stratford into the Park through the provision of additional links.
