The wording "where possible" must be removed. Likewise "the agent of change principle". Arts and Culture are constantly under attack. New policy should actively encourage expansion in this area. If a new development place an arts or culture facility at risk the developer shall be required to build & open replacement facilities within the same are BEFORE the existing facilities are closed.
