Airfields – Charlecote Park is in close proximity to Wellesbourne Airfield, located approximately 1 mile to the north west of the airfield. We are aware of the current outline planning application and have both engaged with the developer and responding to Stratford-on-Avon’s statutory consultation. Whilst we do not object to airfield development at this location in principle, we have expressed significant concern with regards to flood risk and highway impact from the employment element of the development. A copy of our consultation response to the outline planning application is attached for information.

1. The Inspector into the Stratford on Avon Core Strategy and Stratford on Avon Council both consider that the site lies within a sustainable location and is suitable for employment development.
2. Not only does SUA 4 lie in a sustainable location, the evidence also clearly shows that the Site lies within the Spatial Growth Priority Area and the Core Opportunity Area. In these circumstances, it cannot be the case that retaining the allocation does not adhere to the chosen Spatial Strategy ‘Sustainable Travel and Economy”.’
3. The real reason that SUA 4 has been de-allocated relates to the process. Due to the methodology of the HELAA, it is possible that a site that complies with the Spatial Strategy of the plan fails to pass the Part A test and is not considered further. However, in this instance Step 5 of the methodology was not implemented correctly for SUA 4.
4. Moreover, the Plan’s own economic evidence base recommended that the allocation be retained. There is no adequate justification proffering to not following this recommendation and no assessment has been made of the economic consequences of de-allocating SUA 4. Existing firms located at the Airfield surrounding SUA4 are drawing up proposals for expansion and there is no evidence to suggest that the allocation will not be built out within the Plan period.
5. Paragraph 85 of the NPPF requires planning policies to create the conditions in which businesses can invest, expand and adapt. The maintenance of SUA4 is required to enable new investment, as well as the expansion of the existing substantial businesses. This has been evidenced by letters from senior management of Yelo and Wealmoor.
6. For these reasons, the Plan fails the soundness tests:
o It has not been positively prepared.
o It has not been justified and evidenced based.
o It is not consistent with national policy.
7. To be made sound, the SUA 4 allocation should be re-instated into the Regulation 19 version of the plan.

Wellesbourne Matters strongly supports the retention of policy protection for the established flying functions of Wellesbourne Airfield for the reasons that sit behind the protection currently afforded to it under existing policy AS.9 of the Core Strategy.
There have been no material change in circumstances since the adoption of AS.9 that would justify any relaxation of the principle of protection for the site. If anything, closures of facilities elsewhere would only strengthen the case to preserve the important functions of the site that are acknowledged in paragraph 111(f) of the National Planning Policy Framework which requires planning policies to “recognise the importance of maintaining a national network of general aviation airfields, and their need to adapt and change over time – taking into account their economic value in serving business, leisure, training and emergency service needs, and the General Aviation Strategy”.
Any development that comes forward for the site should ensure that it either enhances those functions or otherwise ensures that they are retained.
The benefits of co-locating employment uses with an operational airfield are fundamentally derived from the established flying functions and aviation related facilities that are present at the site. Any development that reduces the functionality of the airfield by, for example, reducing or limiting the operations that are currently carried out at the site, will commensurately reduce the benefits of such co-location in addition to causing harm to the national network of general aviation airfields.

We support the recognition that airfields can be particularly suitable for redevelopment for employment use, due to their large scale, and are content with the inclusion of a policy identifying airfields suitable for employment development. The identification of Wellesbourne Airfield is endorsed and recognises the conclusions of the South Warwickshire Employment Land Study 2024 that the site is suitable for partial redevelopment.
The draft policy direction proposes to safeguard the aviation function of Wellesbourne Airfield in line with existing Area Policy AS.9 in the adopted Core Strategy. It also acknowledges proposals to partially repurpose the site to include employment uses and the findings of the Employment Study (2024) noted above. Gladman’s live planning application for Wellesbourne Airfield demonstrates that these objectives can be simultaneously achieved.
Gladman also consider a more simplistic and effective policy approach would be to designate two individual and independent policies that cover the airfield and the proposed employment area separately, following the boundaries set out within the live planning application (24/02333/OUT).

As mentioned several times already, the opportunity for further employment at Wellesbourne Airfield are acknowledged. However, opportunity here should not come at the cost of existing employment already situated at the airfield. This includes Wellesbourne Airfield. The Platt Group stress that as part of any expansion of Wellesbourne Airfield employment opportunities, land needs to be safeguarded for Wellesbourne Market.
