Para 2.1
HMO policy assumes students do not have cars, or they do not require car parking, this is not the case. All HMO's to date have parking issues due to insufficient parking being provided. Student's also have visitors. The recommendation should include a minimum parking of at least one space per two units, and provision for visitor parking.

Para 2.2
There should be no provision to reduce parking spaces in built up or conservation areas, as these could be achieved by concealed basement parking.

Para 2.9
Parking surveys should be carried out in term time, and during early evenings when residents return to their homes, day time surveys will return false data.
