The existence of HS2 should not be considered "very special circumstances" . The degree of development considered appropriate for the site in view of the listed landscape and buildings was defined in outline by the original masterplan . The impact of HS2 on the openness of the greenbelt should be taken into consideration if any changes to the Masterplan are proposed.

Directing the housing to the South of Coventry does not consider Coventry as part of the wider region and there has been no assessment to look at other locations which may be more appropriate given Coventry now being part of the West Midlands Combined authority. This policy more likely reflects Coventry City Councils ownership of the land and their need to raise funds. This is not to the benefit of the residents of WDC
