Warwick Racecourse:
Strongly object to inclusion in the plan, an important area of land that should only be developed with the full consent of the people of Warwick and not as a Conference Centre or Hotel.
Strong objection from peoplein Warwick toa greater intensive commercialisation of this site, which includes Local Wildlife Site. The area is also within the District Council Conservation Area and the area was common land has a high level of public use (which should remain). The whole area should remain as desingated by the Warwick District Council Act 1984. This would be put totally at risk if the Local Plan contained a carte blanche for large scale commerical development.
There is not detail of what may be included in a master plan, although it is probable that it will follow GVA's proposal which is to maximise Warwick Racecourse and the Jockey Club's financial position.

DS6 Level of Housing Growth
Representation ID: 66385

A housing need of almost 13,000 homes, has not been justified, for the latest ONS projections demonstrate that the Draft local Plan is based upon projections within the JSHMA which are entirely suspect.
The population projection from ONS is 28.7% below the JSHMA and the apparent arbitrary figure of 1.661 persons per household is also incorrect, for household numbers have not reduced from the 2.294 household figures, in the 2011 census.
The District Council's determination to go for growth does not meet local needs, but seeks to maximise future financial advantage for the Council, no matter how important local green fields are to the local community.

Consultation
Representation ID: 66386
Received: 27/06/2014
Respondent: Warwick Town Council
Legally compliant? Yes

Local councils and people have been firm in their assessment that the number of dwellings proposed is far in excess of local needs. These views have been repeatedly rejected by WDC and at no time has it shown a willingness to work with Warwick town Council or local residentas to achieve a draft plan which reflected local views and could be supported.
The District Council consultation ignored the intentions and expectations of the Localism Act 2011, which is that the Local PLan would be fully reflective of decision making by local people. Confirmed by Andrew Langley MP whose advice was that WDC would apply the NPPF in the context of decision making by local people.

DS10 Broad Location of Allocated Sites for Housing
Representation ID: 66387
Received: 27/06/2014
Respondent: Warwick Town Council
Legally compliant? Yes

Duty to co-operate? Yes
The plan ignores:
The importance of of retaining greenfield sites free from development as recommended by the residents of Bishops Tachbrook, Warwicka nd Whitnash. Dismissed, even though such allocations are unnecessary.
The impact of air quality and the health of residents as development will generate greater number of of vehicles, with more congestiona dn even more dangerous levels of air pollution in Warwick.
The damage to the environment and heritage assets of Warwick and fails to promote Warwick as an attractive place to live in, work or
visit. All of which would have a serious impact on the visitor economy.
The transport strategy upon which the plan is based is flawed.

DS3 Supporting Sustainable Communities
Representation ID: 66388
Received: 27/06/2014
Respondent: Warwick Town Council
Legally compliant? Yes
Sound? No
Duty to co-operate? Yes
The plan fails to reach agreement with other public or private sectore bodies for education and health care, as to how those services can meet the demand generated by the development included within the Draft Plan.
Whilst the District Council would generate high levels of income from the porposals, othe rpublic sector boodies, also funded by Council Tax, would need to generate over £50m to meet the gap between developers contributions and fundign required. This would result in a reduction in education, social and health services or increas cost to the tax payers. The local NHS hospital authority has stated publically that it would not be able to provide for the projected popultation increase.

WDC should critically examin the popultation figures for Coventry.
Any impact can be shared with other adjoining Councils.
Large houses will have little relevance, for much of Coventry's needs, will be social housing.
