Site close to Parish in Stratford District with great impact.
Does not meet requirements of section 7.3 - question why chosen and process costs.
Location next to M40 and effect of noise.
Not located near infrastructure - schools, shops, doctors, etc. not within walking distance and public transport extremely limited. No footways or streetlights - walking at night dangerous. All site movement will require cars - contrary to sustainability criteria.
Local infrastructure (schools, doctors, roads and social facilities) unable to support. Schools and doctor have no capacity.
Disturbance to peace and quiet of Oakley Woods and not compatible with Potential site for Nature Conservation.
Site isolated and will not promote peaceful and integrated co-existence.
Add road hazard and extra traffic close to motorway junction and B4100.
Location away from other communities is discriminatory and contrary to Government guidelines.
Highly visual and difficult to provide landscaping.
Not brownfield and loss of valuable agricultural land.
Request addition as mandatory consultee.
Dear Sir / Madam,
I am writing on behalf of Newbold Pacey and Ashorne Parish Council to strongly object to the proposed sites GT05 (Tachbrook Hill Farm) and GT10 (Guide Dog Centre).
1. Whilst our Parish is in Stratford District the two sites are closer to our residents than those in Warwick, and will have a much greater impact on their lives. The majority of our residents commute and shop in Warwick and Leamington and both sites are elevated and highly visual on the landscape.
2. The sites do not meet the majority of the requirements laid out in section 7.3 of the consultation document, my Parish Council would like further explanation as to why these sites were chosen and the costs involved in this process.
3. Both sites have boundaries next to the M40 motorway, government guidelines in publication 08GTU05266 section 3.18 states sites should not be located next to major roads, as there is much greater noise transference through caravan walls than buildings.
4. Neither site is located near infrastructure, local schools, shops, doctors etc are not within walking distance, and public transport is extremely limited. There are no footpaths or streetlights and walking at night would be dangerous. All movements on and off site will require motor cars, hence these sites do not meet the Governments sustainability criteria.
5. In direct conflict with the 'Planning Policy for Traveller Sites' the local infrastructure is simply not able to support one or more of these sites, especially the local schools, doctors, surrounding roads and social facilities.
6. The Schools and Doctors in Bishops Tachbrook have confirmed they have no capacity.
7. Both sites are next to Oakley Woods that is owned by Warwick District for the benefit of local residents, the objective described on Warwick's own website is for the woods to remain in peace and quiet. Travellers livestock including dogs will not be compatible with this objective, there will be an increase in noise.
8. Oakley woods contain a Crematorium and natural burial site. During a Habitat assessment by Warwick Council RT-MME-100193 in 2007, the whole area was described as a Potential site for Nature Conservation, again incompatible with traveller's animals roaming.
9. Site GT10 surrounds the Guide Dog breeding centre, a multi million pound world class centre, the presence of travellers animals roaming will be a bio - hazard.
10. In direct conflict with the 'Planning Policy for Traveller Sites' it should promote peaceful and integrated co-existence between the site and the local community. The sites are isolated, and not connected therefore this requirement would not be met.
11. The sites are located close to major motorway junction and the very busy B4100, which has thousands of traffic movements a day due to the JLR site at Gaydon. It will add further road hazard with extra traffic entering and exiting these sites.
12. Putting families in rural locations far away from other communities is discriminatory and contrary to 7 of the Government guidelines on locating sites 3.1,3.2,3.4,3.7,3.8,3.9,3.10 ( ref 08GTU05266)
13. Both sites are elevated and highly visual, it will be difficult to provide the appropriate landscaping.
14. Neither site is brownfield and will consume valuable agricultural land.
In conclusion the Parish Council of Newbold Pacey and Ashorne believes both sites are wholly unsuitable, both in terms of the criteria for assessment, and are contrary to the interests of residents and travellers alike.
Warwick District Council should reject both sites before the next round of consultation.
I would also request as confirmed by email that the Parish Council becomes a mandatory consultee in the next phase regardless of the outcome of these two site.
