RDS6: The Council is proposing to make provision for 22.5 hectares of new employment land

This is excessive and is not supported by any sensible facts - employment should be driven by clear demand from industry/commerce not fanciful desk top thinking - the tables show quite clearly that of the 17.5 hectares balance to be allocated, fully 16.5 are there only as "margin to provide flexibility of supply". This is wasteful use of valuable and productive land and must be reduced.

Whilst this proposal is significantly better than the previous proposal it is still too much crammed into the southern area - it should be reduced - firstly by distributing a greater percentage of total growth over the wider WDC area and most importantly by addressing the overall excessive requirements.
Furthermore, whatever numbers and areas are agreed they should be "enclosed" as a final limit by extending the proposed Country Park across to the West to meet the Warwick Castle Park and further protecting that area and stopping the apparently inexorable creep southwards into the rural, albeit not Greenbelt, areas.

5.1.13 Infrastructure Requirements

Whilst we note an intention to make adequate educational provision for this area we note that previous efforts (Warwick Gates) have failed and have limited confidence in delivery.
We note the general style of highway improvements proposed and fear these will both increase the urbanisation of our rural area and also fail to deliver the capacity which such developments will demand/require and there will be significant knock-on impact on all the adjacent areas especially the "rat-run" villages who currently suffer significant commuter rush-hours traffic. 5.1.32 - 5yr supply is clearly open to challenge and is a WDC self inflicted obstacle!

5.6 District Wide Transport Mitigation Proposals

We support sustainable transport generally - WDC cycle routes are currently VERY POOR and must be improved. We think that the "virtual P&R system may have some merit but the devil will be in the detail... We have little confidence that the road improvements proposed will be even remotely adequate for the growth levels proposed and will simultaneously urbanise and damage the nearby rural areas.

Whilst supporting the necessity for a Local Plan and the vital control that gives WDC in containing developer applications to planned sites has some reservations:
WDC should be urging and supporting every parish to create their own Neighbourhood Development Plan (NDP).
Difficult to comment on the figures of about 12,000 houses being proposed as 'necessary new dwellings'. If houses are built in a desirable location like South Warwickshire they are sure to be sold and occupied. Not sure which is the cause and which the effect?

Over the past 40 years the area surrounding Warwick and Leamington has seen almost continuous development.
In this plan, yet again proposals are funnelled into the same limited area.
Green Belt' or 'green field' should be regarded in the same light and the same considerations and restraint should be applied to all rural areas.
Green Belt should no longer be sacrosanct, the overall needs of the District as a whole need to be reviewed.
WDC needs to challenge the Green Belt.
Whilst I fully support the necessity for a New Local Plan (NLP) and the vital control that gives WDC in containing developer applications to planned sites I have some reservations with regard to what is currently being proposed.
Firstly I think that WDC should be urging in the strongest possible terms that every parish should create their own Neighbourhood Development Plan (NDP). Where parishes are small or nervous of undertaking such a move, I believe that they should be encouraged to ally with neighbouring parishes to share the expertise and work.
I find it difficult to comment on the figures of about 12,000 houses being proposed as 'necessary new dwellings'. I am sure that good professional advice has been sought, however does that provision follow or lead the required expansion? If houses are built in a desirable location like South Warwickshire they are sure to be sold and occupied. I am not sure which is the cause and which the effect.
