Revised Development Strategy

RDS3: The Council's Preferred Option for the broad location of development is to:

Representation ID: 55487

Received: 24/07/2013

Respondent: Sir Thomas White's Charity & King Henry VIII Endowed Trust

Agent: Stansgate Planning

Representation Summary:

Accept that it is generally more appropriate for development to be directed towards the non-Green Belt locations except where there is no alternative.

Notwithstanding this support the recognition that the allocation of land at Red House Farm will provide the opportunity for regeneration in the adjoining Lillington area, regeneration which is unlikely to be brought forward without such an allocation.

The regeneration would be a very special circumstance which would warrant the release of the land from the Green Belt in accordance with the NPPF.

Representation Summary:

The Draft Settlement Hierarchy Report 2013 overcomes most of our previous concerns. The revised assessment clearly takes into account the importance of various local services and facilities, and the distance people will travel to them by means of transport other than the private car.
Therefore support the approach and the conclusions drawn within it.

RDS3: The Council's Preferred Option for the broad location of development is to:

Representation ID: 59400

Received: 24/07/2013

Respondent: Sir Thomas White's Charity & King Henry VIII Endowed Trust

Agent: Stansgate Planning

Representation Summary:

Given the overall amount of housing to be accommodated within the District, and the significant outstanding needs of rural communities, support the conclusion drawn that allocations need to be made to the most sustainable villages (as identified in the Draft Settlement Hierarchy Report 2013).

Also recognise that work is still ongoing and that it is not yet possible to determine precisely how much development each of the settlements will be able to accommodate.

Therefore support paragraphs 4.3.14 and 4.3.15

Representation Summary:

Part of the site is owned by Sir Thomas White Charity and King Henry VIII Charity who have been involved in early discussions with the Council about the possibility of including land within their ownership in any development at Red Hill Farm and have confirmed that the land is available for development.

RDS4: The broad location of development

Representation ID: 59402

Received: 24/07/2013

Respondent: Sir Thomas White's Charity & King Henry VIII Endowed Trust

Agent: Stansgate Planning

Representation Summary:

It is important that the Local Plan allocates land to all the most sustainable villages, irrespective of whether they are located within the Green Belt or not, to ensure the needs of everyone can be met.

Therefore support the statement that approximately 17% of all housing for the Plan period will be developed on land currently within the Green Belt (some being on the edges of the main settlements and other the edges of villages).

Also recognise that, under the current time constraints, it has not been possible to identify which Green Belt parcels will be developed on the edges of the villages.

Note that further work is ongoing and support this work.

Note, however, that it is essential that the sites are allocated through the Local Plan process as this provides the only opportunity to alter Green Belt boundaries.

RDS5: The following sites will be allocated for development:

Representation ID: 59403

Received: 24/07/2013

Respondent: Sir Thomas White's Charity & King Henry VIII Endowed Trust

Agent: Stansgate Planning

Representation Summary:

Strongly support the recognition that all of the most sustainable villages should make provision for new housing during the Plan period, regardless of whether or not they lie within the Green Belt.

Also support the recognition that the Green Belt boundaries must be altered through the emerging Local Plan, and not through a subsequent Development Plan Document. To do otherwise would not be in compliance with the NPPF.

Agrees with the list of criteria for the designation and development of village sites, as set out in paragraph 4.4.3. In addition it would be appropriate for new developments to meet any particular housing needs identified by the village and/or parish in which it is to be located, such as housing for the elderly (bungalows, for example) and low cost market housing for local people.

Revised Development Strategy

RDS3: The Council's Preferred Option for the broad location of development is to:

Representation ID: 59404

Received: 24/07/2013

Respondent: Sir Thomas White's Charity & King Henry VIII Endowed Trust

Agent: Stansgate Planning

Representation Summary:

Support the general thrust of the policy, to concentrate development within and on the edge of the existing urban areas, but also to distribute some growth across the District, to meet the needs of the rural population.

The creation of a hierarchy of villages to ensure the level of growth is appropriate to the size of the settlement is considered to be the most appropriate approach, with higher levels of growth to the larger, more sustainable villages.

Agree generally more appropriate to direct development to non Green Belt locations where this is possible, but support the recognition that not all needs can be met on non Green Belt sites.

This will particularly be the case in respect of larger, more sustainable villages which are located within the Green Belt.

Failure to allocate land for development to those settlements would be harmful to the overall strategy of the Plan, failing to provide for housing where it is genuinely required.

RDS4: The broad location of development

Representation ID: 59405

Received: 24/07/2013

Respondent: Sir Thomas White's Charity & King Henry VIII Endowed Trust

Agent: Stansgate Planning

Representation Summary:

Whilst it is appropriate that the majority of development is directed to the urban areas, support the recognition that a reasonable amount should be directed towards the villages. The proportion, 15% of the total, would appear to be appropriate. That level of development will ensure the villages are not swamped, but also that they are able to meet outstanding and future local needs

Cubbington

Representation ID: 59407

Received: 24/07/2013

Respondent: Sir Thomas White's Charity & King Henry VIII Endowed Trust

Agent: Stansgate Planning

Representation Summary:

Also support the proposed designation of land for housing on the edge of Cubbington, which is identified in the Draft Settlement Hierarchy Report 2013 as one of the most sustainable villages.

It would be able to accommodate up to 150 dwellings during the Plan period without detriment to the overall operation, character or appearance of the settlement. Land to the south west of Windmill Hill, adjacent to the Sports and Social Club, would be particularly appropriate
